Police: Kansas teen wanted for burglary, theft of firearm

FINNEY COUNTY – Law enforcement authorities in Finney County are investigating a residential burglary and searching for a suspect.

Carlos Daniel Castruita, 17, Garden City, is wanted for his involvement in a residential burglary on July 17, according to a media release.

He is wanted for aggravated burglary, conspiracy to commit aggravated burglary and theft of a firearm.

Castruita is 5’ 3” tall, approximately 120 pounds with black hair, brown eyes and has a tattoo on his right forearm with Japanese writing and tattoos on his fingers.

He is possibly armed and should be considered dangerous, according to police.

Kan. man faces additional charges for failure to register as sex offender

HUTCHINSON— A Kansas man charged with two counts of aggravated criminal sodomy was in court Wednesday where he was read new charges against him.

Richard Dean McHenry, 55, now faces four more counts of aggravated failure to register as a sex offender.

The state alleges that he failed to register Snapchat, Facebook, Gmail and Yahoo online accounts in a period from September of 2014 through April of this year.

Magistrate Judge Cheryl Allen set a hearing in this case for the same date of his sodomy case, which is scheduled as part of a waiver-status docket on Aug. 24.

McHenry has a prior conviction for aggravated criminal sodomy for a case from 2000 out of Jefferson County and is required to register as a sex offender, but that also includes all online accounts and cell phones with access to the internet.

Services set for slain Kansas officer

KANSAS CITY, Kan. (AP) — The Latest on the fatal shooting of an officer from Kansas City, Kansas:

Funeral services have been scheduled for a Kansas City, Kansas, police officer killed in the line of duty.

Capt. Robert Melton was shot and killed Tuesday while looking for suspects in an earlier drive-by shooting. Two suspects are in custody but formal charges haven’t been filed.

The police department said Wednesday in a release that visitation for Melton is scheduled for Friday afternoon at the city’s civic center. His funeral is Saturday morning at Children’s Mercy Park.

The department says Melton will be buried immediately after the service at the Leavenworth National Cemetery in Leavenworth, Kansas.

A slain Kansas City, Kansas, police officer had been awaiting the arrival of another child.

Police said in a release Wednesday that Capt. Robert Melton’s partner was pregnant and due to give birth this winter.

Melton was shot and killed Tuesday when he was responding to a police call. Two suspects are in custody.

Police say Melton has three other children from previous relationships, and that Melton’s pregnant partner also has two children.

Police say he also leaves four brothers and five sisters.

Larks hold off Bethany for eighth straight win

BETHANY, Okla. – The Hays Larks rallied from an early two-run deficit then held off a ninth inning Bethany rally to beat the Bulls 11-8 Wednesday evening at Dolese Park. In a game that saw a combined 30 hits, the Larks (31-8, 27-8 JL) scored five runs over the fifth, sixth and seventh innings then added four in the ninth to go up 11-5. Bethany (11-25, 11-24 JL) rallied with three in the bottom of the ninth and had the bases loaded before Graylon Brown got a fly out to center to end the game.

Ty Redington and Austin O’Brien each had four of the Larks season-high 19 hits. Connor Ross and Josh Minjarez added three each. O’Brien hit a three-run homer in the ninth and drove in four. Redington and Minjarez both knocked in two.

Layne Downing (2-1) pitched two innings of scoreless relief and gets the win. Brown faced one batter in the ninth for his second save.

The Larks have won eight straight and improve to 10-4 in the Jayhawk League second half where they remain alone in first place. They go for the three-game sweep Wednesday.

Official unsure if sale of Kan. Bioscience Authority will raise much money

TOPEKA, Kan. (AP) — Kansas Commerce Secretary Antonio Soave says he’s not sure how much the state could raise by selling the assets of the Kansas Bioscience Authority.

Soave said Wednesday the Department of Commerce needs to examine the authority’s investment portfolio more thoroughly to assess how much a sale of the assets can bring.

Measures approved by lawmakers this year anticipate the state raising $38 million to help public schools and keep the budget balanced.

Republican Gov. Sam Brownback and top legislators took a key step toward the sale Wednesday by approving the authority’s merger with the Department of Commerce. Soave said the assets could be sold by the end of the year.

The state created the authority in 2004 to nurture emerging bioscience companies, but Republicans have expressed disappointment with results.

Fed. judge mulls lawsuit seeking 3rd gender option on your passport

DENVER (AP) — A federal judge in Denver is considering whether the U.S. government should require people to pick a gender to get a passport.

The issue emerged through a lawsuit filed by a Colorado resident who was denied a passport for refusing to check “male” or “female” on the application. A judge is set to hear arguments Wednesday.

Lambda Legal sued last year on behalf of Dana Zzyym of Fort Collins, who was born with ambiguous sex characteristics. The lawsuit claims that requiring people to check a box marked either “M'” or “F” is discriminatory and asks people like Zzyym to lie.

Countries including Australia, New Zealand and Nepal allow people to have their gender marked as “X” or “other” on passports.

5 teens hospitalized after Kan. rollover crash were in stolen pickup

SALINE COUNTY – Five Kansas teens were injured in an accident just before 8a.m. on Tuesday in Saline County were driving a stolen pickup.

The pickup owner, William Vanriper, reported the truck stolen early Tuesday morning from the 700 block of West Elm in Salina, according to police.

A 13-year-old girl has been referred to Juvenile Court for the theft of the pickup.

The Kansas Highway Patrol reported a 2003 GMC Sierra driven by Ryan Andrew Keyser, 14, Salina, was westbound on Magnolia Road just east of Kipp Road.

The driver lost control of the vehicle. It began to spin and then rolled.

Keyser and passenger Sadie Vanriper, 13; Daniel Leondo, 13; Jacob Blair, 13; and Carlos Rodriguez, 16, all of Salina were transported to Salina Regional Medical Center.

The KHP report did not indicate if they were wearing seat belts at the time of the accident.

Nyquin, Carrasco send Indians to 11-4 romp over Royals

KANSAS CITY, Mo. (AP) – Tyler Naquin hit two of the Indians’ five homers and had a career-high six RBIs, helping the Cleveland Indians rout the AL Central-rival Kansas City Royals 11-4 on Wednesday.

Carlos Carrasco (7-3) only allowed one hit in six shutout innings, a one-out double by Cheslor Cuthbert in the fourth he followed with back-to-back strikeouts. Carrasco walked two in the sixth for his only other baserunners.

Naquin had his first multi-homer game, while Mike Napoli went deep for the second straight day. Jason Kipnis and Carlos Santana also hit home runs.

The first four homers were off Ian Kennedy (6-8), whose bizarre pitching line included eight strikeouts and only one walk. But it was the ninth straight game Kennedy has served up a homer, and he has allowed 26 of them this season, tied with teammate Chris Young for most in the majors.

Kansas City scored all its runs off reliever Austin Adams in the eighth.

The division-leading Indians, who are 4-5 against the hapless Minnesota Twins this season, improved to 26-8 against the rest of the AL Central. They are 8-5 against the Royals.

For the second day in a row, a first-inning homer – this time by Kipnis, his 16th – gave them instant offense. Naquin added a solo shot in the third before adding a two-run double in the fourth.

Cleveland put away the game with a seven-run fifth inning.

With a heat index of 105 degrees at first pitch, Carrasco coolly sliced up a Kansas City offense that scored seven runs in a single inning in the opener. The right-hander retired 17 of the first 18 batters he faced around his lone single, and he struck out six while throwing just 84 pitches.

He won for the fifth time in six starts and improved to 6-1 in eight starts in Kansas City.

Kennedy wound up allowing seven runs and six hits in 4 1/3 innings for the Royals. It was a rare poor start for him at Kauffman Stadium; he entered the game with an AL-best 2.11 ERA at home.

KANSAS CITY, Kan. (AP) — A man has admitted in federal court that he played a role in robbing a Kansas bank before leading police on a high speed chase with a co-defendant’s toddler in the getaway car.

Thirty-nine-year-old Gary Jordan of Kansas City, Kansas, pleaded guilty Wednesday to bank robbery and gun charges.

A co-defendant, 18-year-old Jacob L. Smith of Kansas City, Kansas, pleaded guilty last week to bank robbery and weapons felonies.

Authorities say Jordan and Smith were armed when they held up the Stilwell bank in March, then fled into Missouri with law enforcers in pursuit. Smith was accused of firing shots during the chase and Jordan of trying to carjack another vehicle after the wreck.

The toddler belonging to another co-defendant now awaiting trial wasn’t hurt.

Kansas lawmaker blames Obama for anger at police

KANSAS CITY, Kan. (AP) — The Latest on the fatal shooting of an officer from Kansas City, Kansas

The top Republican in the Kansas Senate says President Barack Obama has “stoked the flames of anger and hostility” toward law enforcement officers.

Senate President Susan Wagle, of Wichita, made her comments as Kansas officials expressed sadness over the shooting death of a Kansas City, Kansas, police captain.

Wagle cited Obama’s public comments about shootings by police in Minnesota and Baton Rouge, Louisiana, which were followed by deadly attacks on officers in Dallas and Baton Rouge.

Wagle said the Democratic president has painted law enforcement officers as “people of bias.”

She also said officers and their communities need to build stronger relationships so that people being protected by the police trust them.

Republican Gov. Sam Brownback told a meeting of top lawmakers Wednesday that the Kansas, shooting was “a terrible tragedy.”

It’s likely to be the last discussion by Hays city commissioners of the draft Unified Development Code (UDC) during their work session Thu., July 21. Brett Keast of Kendig Keast Collaborative will present the final rewrite of the zoning and subdivision regulations to the commission.

The Hays Area Planning Commission recommended adoption of the draft UDC following its May 16 public hearing.

According to Assistant Hays City Manager Jacob Wood, the updated regulations are comprehensive and the product of work ongoing since June 2014.

The regulations are substantially modified from the first draft presented more than a year ago.

In a memo to commissioners, Hays City Manager Toby Dougherty wrote “City staff has been very happy with the process to date, especially the engagement and involvement of the various stakeholder groups. City staff feels the draft UDC represents the needs of the community and stakeholders and protects the long-term interest of the community at large.”

Dougherty added staff recommends approval of the regulations which would be adopted at a later regular meeting.

Other agenda items include another look at the proposed 2017 city budget.
