Ellis Co. Commission discusses health dept. relocation, adding two commissioners

As Ellis County looks at the need to update the offices at 601 Main Street, the commission discussed the possibility of moving the county health department to the new Emergency Services building.

At a special study session Wednesday, the county commission talked about the future of the building at 601 Main, currently occupied by the Kansas State Extension and the county health department.

The building has previously been identified as the next big capital project the county plans to undertake. The commission had planned to renovate the building along with the County Administrative Building at 718 Main.

But County Administrator Phillip Smith-Hanes said, as he understood it, the county did not go forward with the project because of cost concerns. The way bonds were issued, according to Smith-Hanes, the county must spend $265,000 on remodeling 601 Main.

Smith-Hanes said the county must address issues in the north parking lot. He said the first estimate from the contractor to fix the drainage issue was $30,000.

He also questioned whether the current location in downtown Hays is a good location for the health department.

EMS Director Kerry McCue will take over as the County Health Administrator when longtime administrator Butch Schlyer retires at the end of the year. McCue and Smith-Hanes have looked at different locations, with some located closer to the hospital or the EMS building.

With the possibility of construction, Commissioner Dean Haselhorst said if the health department was to move the basement of the Emergency Services building, the north room of the basement is available.

“We have a huge basement down there,” Haselhorst said. “We have that whole north end that is unused.”

Smith-Hanes said one of the things to consider is the work that would be have to be done on the basement to turn it into the space for the health department.

But Commissioner Barb Wasinger said it would not be “retrofitting” the space, instead it would be “utilizing the space.”

Haselhorst said the room he has identified is not being used and has not been finished. He suggested meeting with the contractor, Commercial Builders, to discuss the possibility of remodeling the space.

The move would also potentially give the extension more space and have added space at 601 Main following the construction update.

The county was planning on using the money from the sale of the Tholen building toward construction on the building at 601 Main. But the county could use that money for remodeling the EMS space and using the money from the bond to partially remodel 601 Main.

The commission instructed Smith-Hanes to continue looking into the proposal.

• The commission also discussed expanding the commission from three to five commissioners. All three commissioners agreed that it is worth looking into. The commission would have to divide the county into districts and then it would go to the public for a vote. Haslehorst said he estimated it would take about two years to complete the process.

• Another topic of discussion was ways to increase public input. The commission, a few years ago, changed meeting times to the evening hours in an effort to increase audience sizes but many times people only show up when there are controversial items on the agendas.

The commissioners agreed that they did not want to change to meeting times and that it would be a good item to investigate the costs of purchasing audio and video equipment to broadcast the meetings similar to the way the Hays City Commission does.

• Commissioners also began setting the commission’s calendar for the rest of 2016 and 2017. The commission is planning on having an all-day retreat for January. The commission also plans to hold semiannual study sessions, similar Wednesday meeting, in the future to discuss the role and direction of the commission.

Screen Shot 2016-09-01 at 8.44.45 AMShelley Kay (Weber) Holder, age 63 of Hays, after a lengthy illness passed away Monday, August 29, 2016 in Kansas City Missouri. She was born February 24, 1953 at Rush County Memorial Hospital to Vernon and Francis (Johnson) Weber.

Shelley graduated from LaCrosse High School, North Central Kansas Technical College and Barton County Community College. She was a Registered Nurse, and worked in a profession she loved allowing her to help others.

She is survived by her mother Francis Wells of Vero Beach, Florida, her brother Scott Weber of Riverside Missouri; her two sons, Kelly Holder and wife Tara of Eudora, Kansas and Kyle Holder and wife Erin of Hays; 3 grandchildren Justin Schmidt, Rylee Holder and Aiden Holder as well as several cousins all of which will miss her dearly.

She is preceded in death by her father Vernon Weber.

Funeral services will be 10 AM Saturday, September 3, 2016 at Brock’s-Keithley Funeral Chapel and Crematory 2509 Vine Hays, KS 67601.

Visitation will be Friday 5 PM – 8 PM at the funeral home.

Hays church set to begin Kingdom Kids youth ministry

Hays Christian Church is beginning a new ministry to children and students on Wednesday evenings from 6-7:30pm. Kingdom Kids is a fun, Bible-based program designed for kids preschool through grade 5. Kids will spend time in worship and then in age-based groups for deeper study. Kids will also spend time memorizing Scripture, earning prizes along the way. The program begins Sept. 7, and there is no cost to participate.

Youth Group for students in grades 6-12 will also begin on September 7 at the same time. Students will participate in worship and study Scripture relevant to their life. It will be a great way for students to connect with one another and grow in their faith.

Milton J. Leiker

Milton J LeikerMilton J. Leiker, 87, Hays, died Tuesday, August 30, 2016 at the Hays Medical Center.

He was born November 5, 1928 on the family farm four miles west of Antonino, Kansas the son of August and Pauline (Unrein) Leiker.  On May 3, 1952 he married Mathilda “Tillie” Honas of Ellis, Kansas, beginning a life-long adventure of 64 years.  After graduating from Hays High School and FHSU, he began what would become for him a vocation, teaching high school mathematics and science.  After fourteen years, he transferred to personnel administration for the Department of Defense, specifically the U.S. Navy and Marine Corps.

Following a varied career at several locations including; Quantico Marine Corps Base and Crystal City in Virginia, Washington D.C. and the Pentagon, he retired from Federal Civil Service in 1986 and returned home to Hays.  He briefly returned to teaching at TMP and substituting at Hays Middle and High Schools.  His pastimes included crossword and Sudoku puzzles, and designing house plans (building four of them).  His favorite hobby became rosary making.  Those efforts supported Missions overseas, and closer to home, the RCIA candidates, and the St. John Retirement Home.  He and his wife were members of St. Nicholas of Myra Catholic Church.

Survivors include his bride, Tillie, of the home, a daughter; Lorraine “Laura”, four sons; Arthur and wife Barbara, Duane and wife Anne, Mark and wife Marla, and Warren, two sisters; Norma Fox and Benita Boos, eight grandchildren and six great grandchildren and numerous nieces and nephews.

He was preceded in death by his parents, six brothers; Alphonse, Alfred, Edwin, Clarence, Eugene, and Norbert, and two sisters; Josepha and Armella.

Funeral services will be at 10:00 am on Saturday, September 3, 2016 at the St. Nicholas of Myra Catholic Church, 2901 E. 13th.  Burial will follow in the St. Joseph Cemetery.  Visitation will be from 4:00 until 8:00 pm on Friday and from 9:00 am until 9:45 on Saturday, all at the Hays Memorial Chapel Funeral Home, 1906 Pine Street.  A combined Christian Mothers/Altar Society of Catharine and Daughters of Isabella of Hays rosary will be at 6:00 pm followed by a vigil service at 6:30, all on Friday at the funeral home.  Memorials are suggested to St. Nicholas of Myra Catholic Church, in care of the funeral home.  Condolences may be left for the family at www.haysmemorial.com.

🎥 Wildlife fence at Hays airport now a priority, says FAA

Although the city of Hays doesn’t necessarily consider it a priority, the Federal Aviation Administration (FAA) does.

Constructing a 10-foot-tall wildlife fence around the Hays Regional Airport property is now at the top of the city’s Capital Improvement Project list.

According to Assistant City Manager Jacob Wood, the city must move forward with a wildlife fence or there will be no more grant monies from the FAA for eligible projects at the Hays airport.

“Several years ago when the FAA was out here inspecting, they saw a couple of deer on the property and they did require the city to do some more investigation. And so the FAA feels like it warrants a fence.

“It’s not something that’s been high on our priority list. It’s been something we’ve kind of pushed back,” Wood noted. “But over the last couple of years it’s crept up on the FAA’s list as a priority so it’s something they’re really requiring us to do.”

“It is part of the FAA’s program so it’s a 90/10 match. The city pays for 10 percent of the project and they’ll pay for the other 90 percent,” he explained.

City commissioners will hear more about the design phase of the project–a cost of $100,000–during their work session Thursday, Sept. 1. The actual construction of the $2 million fence is expected to occur next year.

The city of Hays’ total expenditure on the wildlife fence will be about $200,000, Wood said.

Sheriff, Kansas Game Wardens make drug bust

Screen Shot 2016-09-01 at 5.35.26 AMHODGEMAN COUNTY – Law enforcement authorities in Hodgeman County are investigating a residence and suspects in connection with drugs.

On Wednesday, members of the Hodgeman County Sheriff’s Office and the Kansas Wildlife and Parks executed a Narcotics Warrant in the City of Jetmore, according to a media release.

The residence was unoccupied at the time of search, therefore no arrest were made at that time.

Charges for Possession of Methamphetamine, Possession of Marijuana, and Possession of Drug Paraphernalia will be forwarded to the Hodgeman County Attorney.

Names of the suspects and address of the residence were not released early Thursday.

HUTCHINSON – Law enforcement authorities in Reno County are investigating a stabbing and have made an arrest.

Just after 4 p.m. on Wednesday Police were dispatched to a residence at 321 Logan Street for a disturbance, according to a media release.

When officers arrived, they found Francisco Gracia Jr. in the front yard bleeding profusely from a knife wound.

Reno County EMS transported him to Hutchinson Regional Medical Center in critical condition, according to police.

The victim and other witnesses were able to provide the identity of a suspect.

Just after 6 p.m. 40-year-old Venancio Vigil was arrested at 316 East Ave F in Hutchinson.

He was arrested for aggravated battery and aggravated burglary and is being held on a bond of $35,000 and should make a first court appearance on Thursday.

HUTCHINSON – Law enforcement authorities in Reno County are investigating a stabbing and looking for a suspect who fled from a residence in the 300 Block of Logan Street, according to Reno County 911.

The suspect was driving a blue pickup truck.

One victim was transported to Hutchinson Regional Medical Center. The condition of the victim and additional details on the suspect were not available late Wednesday.

Police investigate Kansas shooting, search for person of interest

ShootingInvestigationSHAWNEE COUNTY – Law enforcement authorities in Shawnee County are investigating a shooting.

Just after 4 p.m. on Wednesday, police in Topeka responded to report of a shooting in the 2100 Block of Southeast 12th Street, according to a media release.

Justin Lee McCoy, 27, Topeka, was shot during a dispute with another individual. McCoy was transported to a local hospital with non-life threatening injuries.

Police are looking for a person of interest. No additional details were released early Thursday.

Yankees overcome 4-run deficit, beat Royals in 13

KANSAS CITY, Mo. (AP) – Brian McCann delivered a sacrifice fly in the 13th inning and Dellin Betances shut down the Kansas City Royals in the bottom half to give the New York Yankees a 5-4 victory Wednesday night.

Royals reliever Chris Young (3-9) gave up a single to Didi Gregorius and a double to Starlin Castro to lead off the decisive frame. Matt Strahm came in against McCann for a lefty-lefty matchup, and the New York designated hitter lofted a fly ball to left to score the go-ahead run.

Ben Heller (1-0) pitched a perfect 12th to earn his first major league win, while Betances wrapped up a winning series for the Yankees by working around a leadoff walk for his seventh save.

Castro hit a two-run homer for the Yankees. Kendrys Morales hit one for Kansas City.
