Kansas man sentenced to life in prison for abduction, death

prison.pngKANSAS CITY, Kan. (AP) — A northeast Kansas man has been sentenced to life in prison for kidnapping his girlfriend’s 5-year-old daughter and shooting the child to death during a 2014 police chase.

Thirty-two-year-old Marcas McGowan of Atchison declined to address the judge during his sentencing hearing Tuesday in Kansas City, Kansas.

McGowan already had pleaded guilty to kidnapping resulting in death, and to discharging a firearm during a crime of violence.

Authorities say McGowan abducted Cadence Harris on July 18, 2014, after arguing with her mother at their home.

During a chase that followed the argument, McGowan fired at police and fatally shot the girl. Authorities pursued him into neighboring Missouri before he crashed through a barricade near Leavenworth, Kansas.

Officers shot him after he pointed a gun at them.

KANSAS CITY, Mo. (AP) — Operators of a Kansas water park where a state lawmaker’s 10-year-old son was killed on a waterslide last summer say that ride will be demolished.

Schlitterbahn Waterparks and Resorts and the family that runs it said in a statement Tuesday that the 168-foot “Verruckt” at the Schlitterbahn park in Kansas City, Kansas, will eventually be torn down.

The ride has been closed since authorities say Caleb Thomas Schwab was killed Aug. 7 while on the Verruckt, which is German for “insane.” Two other riders in Caleb’s raft, both women, were injured.

Attorneys for Caleb and the women are investigating the accident. No charges or lawsuits have been filed as of Tuesday. Messages left by The Associated Press for the attorneys were not immediately returned.

ACLU urges Kansas district to stop barring safety pins

aclu-logoMISSION, Kan. (AP) — The American Civil Liberties Union is urging a Kansas school district to stop barring staff from wearing safety pins on their clothes in a sign of solidarity to the disenfranchised.

The ACLU sent a letter Tuesday to the Shawnee Mission School District’s superintendent about the pins, which have gained popularity in the U.S. following the election of Donald Trump. The pin is intended to show that the wearer is a safe person to turn to.

The district said in a statement Monday that employees’ communication inside the classroom “is considered speech on behalf of the school district.”

Doug Bonney, chief counsel for the ACLU’s Kansas chapter, says litigation is “a very real probability” but that the organization wanted to give the district time to make a change first.

1 worker hurt in explosion at Kansas chemical plant

screen-shot-2016-11-22-at-3-12-29-pmNEODESHA (AP) — Federal safety inspectors are investigating an explosion and fire at a southeast Kansas chemical plant that injured one employee.

The explosion occurred about 7 a.m. Tuesday at the Airosol, Inc., plant in Neodesha, a town of about 2,500 residents. It was still not contained early Tuesday afternoon.

A 57-year-old male employee was taken to a hospital with burns. Cassandra Edson, spokeswoman for Wilson County Emergency Management, says his injuries were not considered life-threatening.

The Occupational Safety and Health Administration says it has begun an investigation.

Several blocks around the plant were evacuated and the town’s schools closed for the day. Residents also were asked not to drink city water.

The plant, about 100 miles southeast of Wichita, manufactures and packages aerosol, liquid and other specialty chemicals.

Public hearings tonight for proposed development projects in north Hays

Hays city commissioners discuss the requested addition to a draft development agreement with Hays Investors LLC.
Hays city commissioners discuss the requested addition to a draft development agreement with Hays Investors LLC during the Nov. 17 work session.

By BECKY KISER
Hays Post

The Hays City Commission will meet tonight, Tue., Nov. 23, rather than Thursday because of the Thanksgiving holiday.

Three public hearings are on the agenda.

Commissioners will conduct two hearings for Community Improvement District (CID) requests from Hays Extended Stay Hotel Partners LP which seeks two 1% sales tax CIDs related to construction of a Marriott Town Place Suites west of Home Depot.

The commission will also consider approving ordinances and development agreements for the project.

The third public hearing is for a 1% CID sales tax request from Hays Investors for a proposed 73,000 square feet retail development directly north of Home Depot. Again, if commissioners vote to proceed with the request, they will next consider the Development Agreement and ordinance adoption.

Other agenda items are the issuance, payment, and security of $5.9 million in General Obligation Refunding Bonds. City Finance Director Kim Rupp expects the refunding will lower the debt service on the bonds approximately $58,000 per year for the remaining term.

The complete agenda may be seen here.

The meeting begins at 6:30 p.m. tonight in Hays City Hall, 1507 Main.
