Financial management policy to be reviewed by Hays city commission tonight

A short agenda for the Hays city commission work session tonight.

Commissioners will hear an annual report from NCKTech president Eric Burks about operation of the North Central Kansas Technical College Big Creek Technical Training Center.

The Center is housed at 101 S. Main Street in cooperation with the city of Hays.

Kim Rupp, Director of Finance, will present the 2015 Comprehensive Financial Management Policy Review.

The work session begins at 6:30 p.m. in Hays City Hall, 1507 Main Street.

Senate confirms Kansas Secretary of Administration

TOPEKA–The Kansas Senate Wednesday, by a vote of 37-3, approved Governor Sam Brownback’s cabinet nominee for Secretary of Administration, Sarah Shipman.

“I am pleased Sarah’s qualifications were so widely recognized by members of the Senate,” said Governor Brownback. “She is deeply knowledgeable about the department’s responsibilities and extremely well suited for this position. She will serve the citizens of Kansas well.”

Shipman was appointed by the Governor on July 24, 2015.

She has been with the Department of Administration since October 2011 and served as its Deputy Secretary and Chief Counsel since March 2014. She received her Juris Doctor from Washburn University School of Law and her bachelor’s degree from Southwestern College.

ACLU sues Kansas over proof of citizenship law for voting

ACLUWICHITA, Kan. (AP) — The American Civil Liberties Union is challenging a Kansas law requiring proof of citizenship when people register to vote at state motor vehicle offices.

A federal lawsuit filed Thursday contends the documents requirement violates the National Voter Registration Act, a federal law that aims to increase voter participation by eligible citizens.

That law is sometimes called the “Motor-Voter Law” because of a provision requiring states to provide voter registration services in conjunction with drivers’ license applications.

The ACLU lawsuit contends more than 35,000 Kansans have been blocked from voting since Kansas implemented the documentary proof-of-citizenship requirement.

Kansas Secretary of State Kris Kobach did not immediately return phone and email messages.

Dale Ho, the ACLU’s director of voting rights project, contends Kansas has become the nation’s “epicenter of voter suppression.”

HPD identifies suspect, recaps Wednesday standoff in Hays

On Feb. 17, at approximately 4:18 p.m., the Hays Police Department received a report of a domestic disturbance in the 500 block of West 17th Street.

Officers responded to the area and learned that Rodney L. Walters, Hays, was armed with a rifle and had made threats to harm himself and others. Officers from the Hays Police Department, Ellis County Sheriff’s Office and the Kansas Highway Patrol established a perimeter around the house, and attempts to talk Walters out of the house were unsuccessful.

The Thomas More Prep-Marian High School was locked down as a precautionary matter. The Hays Police Department later assisted in escorting students and staff off the school grounds.

The Hays Police Department Special Situation Response Team, along with resources from the Kansas Bureau of Investigation, were called to the scene. At approximately 8:45 p.m., the SSRT entered into the residence and arrested Walters for criminal threat and criminal use of a firearm. No one was injured during the incident.

The Hays Police Department is grateful for the patience and the assistance of the community throughout this incident.

Dole will deliver FHSU commencement address

Fort Hays State University will award its first-ever honorary doctorate in May to Robert J. “Bob” Dole, a western Kansas native who earned national and international acclaim over a lifetime of public service. The doctorate will be presented during the university’s two Commencement ceremonies on May 13 and 14, where Sen. Dole will be the keynote speaker.

The Kansas Board of Regents voted unanimously on Wednesday to approve the honorary Doctor of Arts degree.

“First as a grievously wounded soldier in World War II and then throughout a lifetime of community service, Sen. Bob Dole has served Kansas and the nation as the consummate model of good citizenship,” said Dr. Mirta M. Martin, FHSU president. “Dole hails from Russell, less than 30 miles from the FHSU campus, so those of us in the Tiger family have a special appreciation for what Sen. Dole has accomplished. He is part of the Tiger family.”

Saying that it would take many pages to list all of Sen. Dole’s accomplishments, President Martin focused on just a few that are deserving of special notice: “Sen. Dole served 35 and a half years in Congress. He was elected Senate majority leader in 1984 and was our nation’s longest-serving Republican leader. He has earned national acclaim for his leadership on behalf of the disadvantaged and disabled, serving as one of the most powerful advocates for the Americans with Disabilities Act. He also has been a major spokesman on issues involving veterans, hunger and nutrition, agriculture, and men’s health. And, Sen. Dole was the 1996 Republican nominee for president.”

President Martin said that perhaps most importantly, Sen. Dole was the very definition of a statesman. “He is respected on both sides of the aisle for his views on bipartisanship, deficit reduction, economic growth and health care, and for his mastery of foreign affairs.”

The president emphasized that even with his worldwide fame, Sen. Dole – as a native son of western Kansas – holds a special place in the hearts of the FHSU family. She recalled that just a year ago, Fort Hays State was honored to have Sen. Dole speak at the dedication of a lobby on campus in memory of his two sisters. He donated $100,000 to honor his sisters – Norma Jean Steele and Gloria Nelson — who both passed away in 2012. He said it was important to recognize the value they placed on education.

“Sen. Dole has agreed to give the address at Commencement in May,” President Martin said. “It is a most fitting and appropriate tribute for Fort Hays State, with the unanimous endorsement of the Kansas Board of Regents, to bestow this honorary Doctor of Arts degree on a great Kansan.”

Warm front expected to bring record high temps to NW Kansas

Record warm temperatures will blanket much of western and central Kansas on Thursday.

Meteorologist Ray Burgert with the National Weather Service in Dodge City said a dry-line will move across western Kansas. Behind that dry-line, temperatures will soar into the 70s and 80s Thursday afternoon.

Burgert said it is not unusual in February to see a warm-up at this time of year before a cold front returns to the central plains.

“The warm-up during either late January or into February is not completely unusual,” said Burgert. But the “warmth is.”

Part of the warm-up will include windy conditions, Burgert said, noting wind gusts up to 40 and 45 mph can be expected in the Hays area.

The high temperatures combined with the heat and dry conditions will create an increased fire danger. Counties from west Texas and southeast New Mexico through eastern Colorado, Oklahoma, Kansas and western Missouri and northwest Arkansas are all under a red flag warning on Thursday.

A red flag warning means that critical fire conditions are occurring and outdoor burning should not be postponed.

A weak cold front is expected to move into the region Friday, and temperatures are expected to return to near normal, around 50 this weekend and at the beginning of next week.

Search continues for Kansas man in Wednesday’s Amber Alert

WICHITA— Law enforcement authorities in Sedgwick County and across Kansas continue to search for David Earl Hatcher, the father of 2 girls involved in a state-wide Amber Alert on Wednesday.

Police say that Hatcher crashed into a room at a Wichita Days Inn around 1 a.m. Wednesday after arguing with his girlfriend on the phone and then abducting the children.

The 5- and 2-year-old girls were located shortly before 11:30 a.m. Wednesday at a Wichita home. They were not injured.

The vehicle used in the abduction was found abandoned around noon, according to police.

Hatcher was last seen wearing black jeans, black hoodie, and black shoes, according to the KBI.

Police: Kansas man hospitalized after moped crash

HUTCHINSON- A Kansas man was injured in an accident just before 7 p.m. on Wednesday in Hutchinson.

Christopher Lyle Hamby, 41, Hutchinson, was riding a moped that crashed near the intersection of Grandview and East 3rd, according to Hutchinson Police.

Police reported speed may have been a factor in the crash.

Hamby suffered head injuries and was transported to Hutchinson Regional Medical Center and then flown to St. Francis in Wichita for treatment.

He was not wearing a helmet at the time of the accident, according to police.

Costa Rican president to give Landon Lecture at KSU

MANHATTAN, Kan. (AP) — Costa Rica’s president is scheduled to give a Landon Lecture at Kansas State University.

Luis Guillermo Solis will speak May 19 at the Manhattan campus. The university says he will be the second Costa Rican president to give a Landon Lecture, joining Oscar Arias Sanchez who spoke in 1987.

Solis also has served in other political posts and published more than 10 books.

The lecture series is named for former Kansas Gov. Alf Landon, who was the 1936 Republican nominee for president. The series was established in 1966 to bring in speakers to discuss issues facing business, politics and international relations.

Stegman named latest Hometown Hero

Chris StegmanChris Stegman has been named the most recent Covenant Builders Hometown Hero.

He will be honored at Thursday’s Fort Hays State University basketball games, scheduled to begin at 5:30 p.m.

“Chris has served in the Army Reserves and was deployed to Operation Desert Shield/ Desert Storm in 1990. After getting back to the United States, he rejoined the Ellis County Rural Fire Department, which he had originally joined in 1989, and was the Chief of Company 5 until he got hired by City of Hays Fire Department in 1998. He has worked his way up through the ranks and is now the Captain of the Hays Fire Department. He’s a life member at the Veteran of Foreign War Post #9076 and has served and still continues to serve as the Commander on the Post level.”

Viola Lucille Dumler, 96, of Russell, Kansas, died on Wednesday, February 17, 2016, at the Via Christie Village in Hays, Kansas.

A celebration of Viola’s life will be held at 11:00 A.M. on Saturday, February 20, 2016, at the Emmanuel Lutheran Church in Milberger, Kansas, with Pastor Nancy Mitchell officiating. A graveside service will be held at 2:00 P.M. Saturday afternoon at St. John Lutheran Cemetery in Russell, Kansas. Visitation will be from 9 A.M. to 8 P.M. on Friday, February 19, 2016, at the mortuary with family greeting guests from 6 P.M. to 7 P.M. Friday evening.

Memorials can be given to St. John Lutheran Church, Emmanuel Lutheran Church or Vintage Place and sent in care of the mortuary. Pohlman-Varner-Peeler Mortuary of Russell, Kansas, is in charge of the funeral service arrangments.

56c503e62b6c9Jose Antonio Valencia, age 39, of Hays passed away Tuesday, February 16, 2016 at the University of Kansas Medical Center. He was born January 29, 1977 in Salamanca, GTO, Mexico to Roberto Valencia Ramirez and Felisa Ramirez.

Antonio was a roofer with RK Roofing and he attended Immaculate Heart of Mary Church. He was a loving and caring person who always had a smile on his face and was quick to help anyone who needed it. He was an especially proud father of Marina, Triton and Greg and soul mate of Melanie Cole.

He is survived by his significant other Melanie Cole; his daughter, Marina Darlene Valencia; step sons, Triton and Greg Cole and extended family, Norris and Darlene Cole all of Hays and Tammy and Tom Winters and daughters, Danielle, Ashley and Bailey all of Plainville; his mother Felisa Ramirez, his sisters San Juana Valencia, Maria De Jesus Valencia, his brothers Remedios Valencia, Domingo Valencia, Martin Valencia, Arnulfo Valencia from his family in Mexico. He is also survived by his brother Roberto Valencia in Florida, Adrian Valencia in Montana, and Lily Nunez in Texas, as well as 33 nephews and nieces.

He was preceded in death by his father and a sister, Maria Guadalupe Valencia.

Funeral services will be 10 AM Saturday, February 20, 2016 at Immaculate Heart of Mary Church in Hays. Inurnment will follow in St. Joseph Cemetery in Hays.
