Kansas bill hearing discusses welfare for lottery winners

TOPEKA, Kan. (AP) — Supporters and opponents have weighed in on a proposed bill that would give the Kansas Department of Children and Families secretary the authority to cross-check lottery winnings against a list of welfare recipients.

The department’s economic and employment services director, Sandra Kimmons, said at a Senate Public Health and Welfare Committee hearing Monday that anyone who wins more than $10,000 would have to verify their income and resources to see if they’re still eligible for poverty programs.

Recipients who are excessively replacing their benefits cards would be reviewed by the department’s fraud division. The agency would also verify the identities of all the household’s adults.

The Wichita Eagle reportsthat several groups oppose the bill.

Jonathan Rupp, a Fort Hays State University campus police officer, graduated from the Kansas Law Enforcement Training Center in Hutchinson on Jan. 15, 2016, with the 237th basic academy class.

Rupp was hired with the University Police department on Aug. 10, 2015.

Before that, Rupp spent seven years in the oilfield doing a variety of different jobs. Rupp enjoys hunting, fishing, golf and spending time with family and friends.

Rupp is a lifelong Hays residents and a Hays High School graduate. He and his wife, Amanda, have an 8-month-old son, Ivan.

Autopsy completed on inmate who died at Trego Co. Jail

KBIWAKEENEY- An autopsy was conducted on an inmate who died on Sunday at the Trego County Jail in WaKeeney.

Paul Darrell Mondary, 43, died of a heart attack, according to Sheriff Richard Hanks.

Mondary was being housed in Trego County on Ellis County charges.

WAKEENEY -An investigation is underway following the death of an inmate at the Trego County Jail in WaKeeney.

The name of the inmate and details of the death have not been released by the Kansas Bureau of Investigation.

Trego County Sheriff’s office is referring all calls about the incident to the KBI.

Hays chamber banquet rescheduled

Due to power outages and changing weather conditions, the Hays Area Chamber of Commerce has rescheduled its annual banquet to Feb. 28.

Recall issued for Microsoft Surface Pro power cords

Microsoft is recalling about 2.44 million AC power cords for its Surface Pro, Surface Pro 2, and Surface Pro 3 computers sold before March 15, 2015, because of a potential fire hazard.

The U.S. Consumer Product Safety Commission says users have reported 56 incidents of the cords overheating and emitting flames, and five incidents where the cords gave users an electric shock.

Last week, Apple recalled some two-pronged AC power adapters sold for use in continental Europe, Argentina, Brazil, Australia, New Zealand and South Korea, saying that the plugs could break and cause an electric shock.

FHSU women hold at No. 7 in latest WBCA rankings

Fort Hays State held its ground in the latest edition of the WBCA Division II Poll, released on Tuesday (Feb. 2). The Tigers are ranked No. 7 in the nation for the second straight week after pulling out a thrilling 82-81 overtime win at Nebraska-Kearney this past weekend.

Fort Hays State is back to being the top ranked team from the MIAA in the poll. The Tigers currently own a record of 18-2 overall and 12-2 in the MIAA. Missouri Western took its second loss of the season last week and slid from No. 6 to No. 9 in the latest poll. Emporia State took its fourth loss of the season on Saturday and dropped from No. 11 to No. 16. Pittsburg State is knocking at the door of the top 25 after its win over Missouri Western last week, the third-highest vote receiving team outside the top 25.

Fort Hays State prepares for a pair of home games this week against Central Missouri (Thursday) and Southwest Baptist (Saturday). Missouri Western and Emporia State are also both at home this week. FHSU sits only a half game back of the MIAA lead, held by Missouri Western at 13-2 in the conference.

NORTON–The massive winter storm and high winds that started yesterday in Colorado, Nebraska and Kansas are continuing to cause extreme travel difficulties. Many roadways are closed in central and western Kansas with hotels being filled up and semis stranded along highways.

As of early this afternoon, westbound I-70 is closed from Salina to the Colorado border. Eastbound I-70 is closed from Hays to the Colorado border.

Numerous other highways in northwestern Kansas are also closed, or have recently been closed, including stretches of U.S. 36, U.S. 40, U.S. 27, U.S. 83, K-9, K-161, K-117 and K-25. Several highways in southwest Kansas are snow packed and icy.

“There is little to no visibility on parts of I-70, and the weather conditions are worse on many highways north of I-70 in western Kansas,” said Kansas Department of Transportation District Engineer Jeff Stewart in Norton. “There is also currently no truck parking along I-70 west of Salina.”

Motorists are encouraged to check all road and weather conditions before traveling. KDOT has information in several places:

Prolonged power outages possible in areas of Ellis Co. UPDATE

UPDATE: At 9 p.m., more outages were reported in northeast Ellis County. Cross arms were reported broken due to wind and ice load, according to Midwest Energy spokesman Mike Morley. Crews were expected to be working through the night, but prolonged outages are possible, he said.

Just before 2 p.m. Midwest Energy reported power outages around Hays and Ellis as snow continued to fall in Hays — and winds picked up.

According to the outage viewer on the Midwest Energy’s website, at the peak outage, more than 6,000 customers were affected in various areas of both towns.

Midwest spokesman Mike Morley said there were more than 80 outages across the area due to “galloping lines” touching tree branches.

The outages caused traffic lights throughout Hays to turn off. HPD was dispatched to control traffic at the busiest intersections while crews worked to restore power.

Just before 2 p.m., fire crews also were dispatched to the area of Sternberg Museum to a report of a blown transformer.

Death of inmate at Kansas prison under investigation

LANSING – The Kansas Bureau of Investigation is conducting an investigation of an inmate death.

Just before 2:50 p.m. on Monday, a medical emergency was called at Lansing Correctional Facility after inmate Charles Strauch was found unresponsive in his living unit, according to a media release from the Kansas Department of Corrections.

Facility staff immediately initiated a full medical response until medical care was transferred to local EMS at approximately 2:55 p.m.

Strauch died just before 3:25 p.m.

He was convicted of First-degree murder and aggravated sodomy in 1984. according to the Kansas Department of Corrections.

The KBI was notified of the Strauch’s death in accordance with state law. As a result of the ongoing investigation no further information is available at this time.

Hays crews picking up some downed limbs

In addition to removing snow, Hays city crews are picking up some tree limbs that have fallen onto public property today.

“A few limbs have come down into streets, over sidewalks and in some alleyways,” said Jeff Boyle, Director of Parks. “We have a couple guys out getting the tree limbs removed and the rest of us are clearing sidewalks.”

Boyle took a quick break shortly before 11 a.m. to fill his truck with gas, and then was back at work as the north wind began to blow and gust.

“Doing the best we can under these conditions,” he said.

The conditions include a “very wet snow that’s sticking to the trees pretty good,” Boyle explained, “and that covers all the surface area of the limbs, which get heavier. If the limb is weak, it breaks off.”

Boyle said employees from Public Works are trying to keep the roads clear, and the entire Parks Department crew is out picking up limbs from sidewalks, streets and alleyways.

“If we get the need, we’ll call in the Utilities Department and whoever else we need to,” Boyle added.

Kansas hunting outfitters target of federal investigation

WICHITA, Kan. (AP) — Court documents show a federal raid of a hunting lodge in the Flint Hills capped a months-long investigation that included the use of undercover hunters, GPS tracking of vehicles and camera surveillance.

Federal agents executed the search warrant on Jan. 26 on Eagle Head Outfitters Lodge in Grenola. Court documents filed Friday in U.S. District Court in Kansas show authorities seized cameras, phones, photos, firearms, ledgers, waterfowl and other items.

Its owner, Josh Hedges, did not respond to telephone and email messages seeking comment.

The U.S. attorney’s office said Monday that no charges have been filed.

Prosecutors typically don’t make charging decisions until months after searches.

An affidavit shows agents are investigating allegations that include hunting out of season, killing more game than allowed, and illegally baiting fields with feed.

NW Kansas students receive WKMA scholarships

One scholarship remains available at NCK Tech (North Central Kansas Technical College).
