Special election rules to change in Kansas

TOPEKA, Kan. (AP) — Kansas legislators have given final approval to a bill rewriting rules for special congressional elections so military personnel overseas have more time to vote.

The Senate approved the measure on a 40-0 vote Tuesday. The House passed the bill last week. It goes to Gov. Sam Brownback and he is expected to sign it.

The measure arose from congressman Mike Pompeo’s nomination by President-elect Donald Trump as Central Intelligence Agency director.

If Pompeo is confirmed, the 4th District in south-central Kansas would have the state’s first special congressional election since 1950.

State law says a special election must occur from 45 to 60 days after the governor declares a vacancy. The bill would make the window from 75 to 90 days to give people overseas more time to return ballots.

Morris with career-highs, leads Wichita St. over Evansville

EVANSVILLE, Ind. (AP) – Shaquille Morris matched a career-high with 17 points and grabbed a career-best 10 rebounds, and Wichita State beat Evansville 82-65 on Tuesday night.

Wichita State (16-4, 6-1 Missouri Valley) bounced back from a 76-62 loss to conference-leader Illinois State on Saturday that snapped a six-game winning streak. Evansville (10-10, 1-6) has lost six of seven.

The Purple Aces led 46-42 with 13 minutes left. Conner Frankamp then made consecutive 3-pointers, sparking a 29-11 run and the Shockers led 71-57 with about four minutes left. Frankamp added another 3 and finished with nine points, and Morris had six points, including a dunk, during the stretch.

Frankamp was 4 of 4 from long range and had 14 points. Landry Shamet and Darral Willis Jr. added 11 points apiece for the Shockers, who shot 51 percent from the field.

Jaylon Brown scored 28 points and made four 3-pointers to lead Evansville. Ryan Taylor added 17 points.

TMP boys/girls open MCL Tourney with wins

HAYS, Kan-The TMP Lady Monarchs matched up with Smith Center for a second consecutive game on Tuesday in the quarterfinal round of the Mid Continent League Tournament.  TMP took control of the game early with a 17-2 first quarter with all 17 of those coming from Madyson Koerner who wouldn’t score the rest of the game.  The second quarter wasn’t much better for the Lady Red as TMP outscored them 18-8 to take a 35-10 lead at halftime.

TMP pushed their lead to 55-17 after three quarters and cruised to the 57-25 win with a running clock in the fourth quarter. TMP improves to 10-1 on the season and face Hill City in the semi-finals on Friday in WaKeeney. The Ringnecks were 43-33 winners over Norton.

HILL CITY, Kan-It was quite a battle in Hill City on Tuesday in the quarterfinals of the MCL Tournament.  TMP started the game on a 4-0 run and the Ringnecks answered with a quick 9-0 run to take the lead.  TMP would answer and take a 14-13 lead after the first quarter.

The Monarchs would extend their lead to as many as five points in the second quarter when Hill City answered again and close the gap to a single pint a couple of times.  TMP would use some timely shooting from Ryan Karlin who scored 8 first half points.  That helped the Monarchs to a 27-23 lead at the break.

TMP would extend their lead to eight points in the third quarter and settled for a 44-37 lead after three quarters. Hill City would cut the TMP lead to one twice in the fourth quarter but TMP would score the final five points of the contest from the free throw line and picked up the 59-53 victory.  The win is the third in a row for a Monarch team that improves to 7-4 on the season and will play in the championship semi-finals on Friday in WaKeeney.

House arrest possible for woman accused in 1989 Kan. murder

KANSAS CITY, Kan. (AP) — A $1 million bond was cut in half for a Missouri woman charged in the 1989 killing of a Kansas teenager.

Carolyn Heckert, of Smithville, was charged last year with first-degree murder in the stabbing death of 18-year-old Sarah DeLeon after the investigation into the case was reopened.

DeLeon was found stabbed to death along railroad tracks in Kansas City, Kansas, in December 1989.

The Kansas City Star reports Heckert has been in custody since she was charged in October. Investigators haven’t said how she was linked to the crime.

During a hearing Monday, her bond was reduced to $500,000 after her attorney argued no evidence linked Heckert to the killing and she was not a risk to flee.

Heckert will be on house arrest if she makes bond.

Bill drafted on transgender student bathroom use in Kansas

TOPEKA, Kan. (AP) — A conservative Kansas House member says he’s drafting a bill to require transgender students in public schools to use bathrooms associated with their genders at birth.

Republican Rep. John Whitmer of Wichita said Tuesday his bill also would impose the same policy for locker rooms and accommodations for students on overnight trips.

Whitmer said he plans to introduce the measure soon. He said it will not apply to private schools or higher education, and it won’t allow people to sue for damages if a school violates the policy.

He and other supporters of such a policy believe it would protect students and their privacy.

But LGBT-rights advocate Tom Witt says transgender students shouldn’t be singled out because it will make them targets for bullying.

Dog who brought comfort to Kansas funeral home mourners dies

LEAVENWORTH, Kan. (AP) — A Labrador retriever who brought comfort to mourners at a Kansas funeral chapel has died.

The Leavenworth Times reports that the dog, named Windsor, frequently went to work with his owners, Davis and Debbie Moulden, at their Davis Funeral Home in downtown Leavenworth. Davis Moulden says he observed “pain melt away” from mourners when Windsor put his nose or paw on them.

Davis said he didn’t train Windsor to be a comfort dog and that Windsor “did it on his own.” Windsor died earlier this month at the age of 10 of cancer.

The Mouldens also have a 5-month-old yellow Lab who already is making the rounds. His name is JC, which stands for James Collier. James Collier Davis was Davis Moulden’s grandfather and former Leavenworth mayor.

Obama praises outgoing press secretary, Kansas City native

WASHINGTON  — President Barack Obama made a surprise visit to the final daily press briefing on Tuesday with White House Press Secretary Josh Earnest.

Obama praised Earnest for “his smarts and his maturity,” but added that one of his best qualities has been his integrity.

In May of 2014,  Earnest replaced Jay Carney as the White House Press Secretary.

Earnest attended Rice University, where he majored in political science and policy studies. He joined then-Senator Obama’s presidential campaign in March 2007 as his Iowa Communications Director.

He attended the private Barstow school in Kansas City.

Obama says Earnest is “tough and didn’t always give you guys what you wanted,” but that he tried to make sure to share as much of the administration’s vision and policy as possible.

Earnest praised the journalists attending the briefing, saying that they serve a role that is a “uniquely American feature of our government.

He said, “it’s made President Obama a better president and a better civil servant.”

Gambling machines seized at 2 Central Kan. stores

EL DORADO, Kan. (AP) — Law enforcement officials have seized 10 gaming machines from two El Dorado businesses.

KAKE-TV reports Butler County Sheriff’s officers and the Kansas Racing and Gaming Commission seized the machines last week after a two-month investigation.

Butler County Sheriff Kelly Herzet the machines aren’t allowed in businesses because gambling is not legal in Kansas anywhere but in casinos.

Four machines and $4,200 were seized from the True Lies Bar & Grill. Six machines and $6,800 were seized from the Jump Star Convenience Store.

Driver hospitalized after semi rolls in Thomas Co.

THOMAS COUNTY – A semi driver was injured in an accident just before 3p.m. on Tuesday in Thomas County.

The Kansas Highway Patrol reported a 2008 Kenworth Semi driven by Chad Terrell, 44, Loomis, NE, was northbound on U.S. 83 at County Road 36 near Rexford.

The truck went off the road. When the driver tried to correct, the truck went sideways and rolled into the south ditch.

Terrell was transported to the hospital in Colby.

He was properly restrained at the time of the accident, according to the KHP.

Obama commutes leaker Manning’s prison sentence

WASHINGTON (AP) — Chelsea Manning, the former Army intelligence analyst who leaked classified documents to WikiLeaks, won’t have to serve a 35-year-sentence after all.

President Barack Obama has commuted Manning’s sentence after six years in prison.

Obama also pardoned 64 others people, including retired Gen. James Cartwright. He was charged with making false statements during a probe into disclosure of classified information.

Obama’s term in office set to end on Friday. He has now commuted the sentences of 1,385 people and granted a total of 212 pardons.

FHSU ranked 23rd in latest WBCA poll

LILBURN, Ga. – After sitting in the receiving votes category for the last four weeks, the Fort Hays State women’s basketball team jumped to 23rd in the latest edition of the WBCA NCAA Division II Coaches’ Poll. The Tigers earned 91 points in the voting process of the new poll, released Tuesday (Jan. 17) by the organization.

It is the seventh time the Tigers have been listed in the poll this season, with this being their highest ranking on the year. Their previous high ranking of 25th came on Nov. 29 after their 6-0 start.

The Tigers have a 51-20 record while ranked in the NCAA Division II Coaches Poll, including a 47-19 mark under coach Hobson. FHSU is 1-1 while ranked 23rd in the country all-time.

Fort Hays State is one of five MIAA schools recognized in the latest release. Pittsburg State climbed two spots to third in the country, while Emporia State fell to ninth after losing to No. 12 Central Oklahoma. Central Missouri is the first team listed in the receiving votes category, one point behind 25th-ranked Regis.

In addition, the Tigers are ranked 19th by Hero Sports this week and are receiving votes in the newest D2SIDA Media Poll.

A three-game road trip for the Tigers continues this weekend with a trip to Missouri Western Thursday (Jan. 19). First tip with the Griffons is set for 5:30 p.m. from St. Joseph, Mo.

Man jailed in Kansas; killed dog during robbery spree

LAWRENCE, Kan. (AP) — A Kansas City man accused of participating in animal cruelty and a string of armed robberies this summer in Lawrence is currently being held at Douglas County Jail.

The Lawrence Journal-World reports 19-year-old Pierre Percy Walker was booked Friday on suspicion of one felony count of cruelty to animals and three felony counts of aggravated robbery.

Police say three armed men approached three unrelated victims in separate locations on June 6 and robbed them. All suspects used a shotgun, and a dog was shot to death in one incident while on a walk with its owner.

Walker was initially at Wyandotte County Jail after being arrested a month after the incidents, on suspicion of what police say was an unrelated aggravated robbery. He was later transferred to Douglas County to face

Police: 2 wounded in midday Kansas shooting

SHAWNEE COUNTY – Law enforcement authorities in Shawnee County are investigating a shooting.

Just before 11:30 a.m. on Tuesday, police were dispatched to the intersection of Southeast 7th and Southeast Brookside Drive in Topeka, according to a media release.

First responders found two white, male subjects suffering from gunshot wounds. One man’s wounds appeared to be life-threatening.

Both victims were transported to a local hospital.

No additional details were released.
