New online KTRAN program to assist motor carriers

Semi truckKCC

TOPEKA – The Kansas Corporation Commission (KCC), the agency that regulates motor carriers in the state, has launched a web based system designed to help motor carriers meet regulatory requirements and successfully manage their businesses.

KTRAN, which stands for the Kansas Trucking Regulatory Assistance Network, is a one-stop shop where users can apply and pay for authorities, waivers, renewals and Unified Carrier Registration (UCR) fees as well as receive important alerts and messages from the KCC.

This week letters are being sent to all Kansas motor carriers with a USDOT number instructing them to register with KTRAN using their USDOT number and newly assigned KCC personal identification number (PIN). Step-by-step instructions are provided in the mailing. Users must register online in order to receive messages, alerts, and both intrastate renewal and UCR renewal notices.

KTRAN can be accessed from the KCC website at https://kcc.ks.gov/ktran.

KTRAN features include:
· An online database providing greater ease and efficiency in motor carrier operations and regulation.
· Web-based tools to determine requirements for motor carriers who plan to operate point-to-point in Kansas. This includes:

  1.  Application
  2.  Payment and delivery
  3.  An interactive site to communicate updates and receive compliance information

· Kansas based interstate carriers can now pay their Unified Carrier Registration (UCR) through KTRAN.

The KTRAN network is funded by a grant from the Federal Motor Carrier Safety Administration (FMCSA).

Kansas lawmakers disagree over next step on raising your taxes

TOPEKA, Kan. (AP) — The Latest on the Kansas Legislature’s debate on increasing income taxes to fix the state budget and provide additional funds for public schools (all times local):

Kansas legislators disagree about their next step after the Senate rejected a plan for fixing the state budget with a big income tax increase.

The Senate voted 22-18 on Wednesday against a bill that would have rolled back past income tax cuts championed by Republican Gov. Sam Brownback. It would have raised more than $1 billion over two years.

Senate Vice President and Emporia Republican Jeff Longbine said lawmakers must consider smaller proposals and work toward a plan that Brownback would sign rather than toward a bigger tax hike with veto-proof support.

Several Democrats rejected the idea and said a plan must provide additional funds for public schools.

Kansas faces projected budget shortfalls totaling $887 million through June 2017 and the state Supreme Court has said education funding is inadequate.

FHSU’s Perkins qualifies for National Championship

SIOUX FALLS, S.D. – Fort Hays State golfer Hannah Perkins qualified for the 2017 NCAA Women’s Golf Championship after finishing fifth at the Central Super Region Championship this week. The sophomore fired a final round 3-over 74 Wednesday (May 10) to finish at 13-over for the tournament.

“There are not many shots that I would change from these past three days,” said Perkins. “I just played really solid.”

Perkins is the first Tiger to qualify for nationals in program history. The top three teams and the top three individuals not on those teams advanced to nationals. The Wichita, Kan. native was the top individual after the top four players in the standings were all on advancing teams.

“She was very steady all week,” said head coach Rich Guffey. “It’s been a good experience for us as a team, and we’re excited to keep it going.”

“I had a good front nine and was able to keep that rolling on the back,” said Perkins.

Wednesday’s round matched her best round of the season. She recorded up two birdies on the day, matching her total from rounds one and two combined.

“This has been an awesome ride, but I’ve still got work to do,” said Perkins.

Perkins will compete in the National Championship next week (May 17-20) at Findlay Country Club in Findlay, Ohio. The 72-hole tournament will be held over four days, with one round each day.

KDHE investigating meningitis death in central Kansas

Meningitis image CDC

BARTON COUNTY -The Barton County Health Department (BCHD) along with the Kansas Department of Health and Environment are investigating the death of a Central Kansas adult due to meningitis.

According to a media release, the health department reported laboratory results are not yet final and the death is suspected to be caused by Neisseria meningitidis, which can cause severe and fatal cases of meningococcal meningitis, an infection of the tissue that surrounds the brain and spinal cord.

Signs and symptoms of meningococcal meningitis include a sudden onset of fever, headache, stiff neck, chills, and feeling unusually weak or tired. Nausea, vomiting, altered mental state, and a dark purple rash may also be present.

BCHD is working to identify all persons at high risk of exposure to the individual and are actively providing recommendations for antibiotic prophylaxis. Currently, there is no evidence to suggest the general public is at an increased risk of developing meningitis.

Neisseria meningitidis is only spread from person-to-person by sharing throat or respiratory secretions (saliva or spit). You must be in close contact with a sick person’s saliva or respiratory secretions in order for the bacteria to spread. Close contact can include being directly sneezed or coughed upon, kissing, sharing a water bottle, or sharing eating/drinking utensils. It is not spread by casual contact or by simply breathing the air where a person with meningitis has been.

The Centers for Disease Control and Prevention (CDC) recommends post-exposure antibiotics for household, close, or intimate contacts during the 7 days prior to illness onset. Healthcare professionals who had unprotected contact with the respiratory secretions will also receive post- exposure antibiotics.

If you are experiencing symptoms of meningococcal meningitis, immediately visit your primary care physician, an urgent care medical clinic or emergency room. If you have any questions, please contact the Barton County Health Department at (620) 793-1902.

Water may still be discolored following water transmission line break in Russell

russell water tower and us flagCITY OF RUSSELL

RUSSELL–The city of Russell experienced a break in one of its raw water transmission lines.

Due to high demand, our water tower levels were quickly lowered.

The raw water transmission line has been repaired and water production has resumed.

However, the upset in the system may cause a slight discoloration of the water which can affect taste, clothes washing, and other water use. To help prevent any problems with use of water while the system is flushed, water customers may want to run their water for several minutes before using it to ensure residual sediments have been completely flushed through. We thank you for your patience.

If you have any questions please contact Rich Krause, Russell Public Works Director, at (785) 483-6311.
