Three-year-old Joanna Hodges of Hays has made a new best friend under the worst of circumstances.

The little girl was revived by 20-year-old lifeguard Morgan Mathews last week as she nearly drowned while playing in the water at the Hays Aquatic Park.

Joanna and her parents Daniel and Gwen Hodges said a heartfelt “thank you” to Mathews Wednesday night during a public ceremony at Hays City Hall.

“Words seem to come up short when you’re thanking someone for saving a life,” Gwen Hodges told Mathews in a tear-choked voice. “But we are so grateful…you will always be a part of, and a very important person to our family.”

Mayor Shaun Musil, who has three children, and City Commissioner Sandy Jacobs, who has four young grandchildren, also were emotional.

Musil read aloud a recognition of excellence  on behalf of Hays and its residents which said in part “…his prompt and infallible response saved a precious life. Morgan Mathews’ courage and leadership are highly commended…and to one little girl and her parents, he will be forever a hero.”

“I think it’s important to recognize this is the kind of youth we are raising, and we’re proud of that in this community,” Jacobs added, followed by a loud round of applause from the audience. There were many hugs and handshakes, including some from Hays and Ellis County emergency responders.

Musil also presented Mathews with a key to the city of Hays.

Grant Lacy and Roger Bixenman, Hays Recreation Commission, attended the ceremony.

From the audience, Roger Bixenman, Hays Recreation Commission superintendent thanked HRC Aquatics Director Grant Lacy, who was sitting next to Bixenman, and Lacy’s staff for the training provided to the swimming pool’s life guards.

“I want to thank Morgan for his quick response,” Bixenman said. “We appreciate it.”

Another life guard, Hannah Norris, came from her post at the HAP Lazy River to assist Mathews, according to Lacy. Hannah and her parents, Eric and Tami Norris, were in the audience.

Mathews, who has been an HAP lifeguard for four summers, said he was “very grateful that Joanna is doing so well and she’s made a full recovery.”

The youngster was unconscious when he pulled her from the deep end of the zero-depth entry pool mid-afternoon July 19.

“When I got out to her, I activated our EAP and that got everything set into motion. That calls 911, brings out the AED (Automated External Defibrillator) if we need it.” Before the pool opens each summer, the lifeguards practice their Emergency Activation Plan (EAP). “Everyone knew exactly what to do,” Mathews added.

Joanna is the first person Mathews has rescued from the water.

“I noticed when she was playing and jumping up and down, it didn’t look normal….looking closer, I noticed that her nose and mouth weren’t coming out of the water. And then, she started to float.

“By that time, I was out of my lifeguard chair and on the pool ledge thinking this is suspicious. I’ve never seen a kid do that. She’s little and little kids just can’t hold their breath that long. So I decided to check it out.

Mathews is thanked by a Hays Police officer for rescuing Joanna.

“Once I got to her, I immediately just grabbed her and took her to the side of the pool and began CPR right then. Thankfully, she came back after a minute, but it was very traumatic, very nerve-wracking for sure. When I got her rolled over, I just zoned in right away and she instantly became my entire world. This was my priority. All the training that I’ve done led up to that moment.”

According to the Hays Police Department, Joanna had been at the pool with a daycare provider and was lethargic when emergency responders arrived. Her parents were called to the scene. The Hodges declined to identify the provider Wednesday, saying their family has been with the provider for six years and is “appreciative of the day care staff.”  Joanna was responsive when the Hodges took their child to HaysMed.

She was released in good condition from the hospital and also was in good condition at a follow-up appointment with the doctor the next day.

Joanna gave Mathews a keepsake lifeguard whistle engraved with her initials and the date she was rescued by him.

At the conclusion of last night’s ceremony, Joanna ran from her parents to give her new friend Morgan a present, a silver lifeguard whistle engraved with her initials and the date of her rescue.

“Joanna was asking the next morning if she could go swimming again,” said her dad Daniel. “She’s obviously fearless,” her mom Gwen added with a smile.

The Hodges, and Mathews and his parents, Cammy and Brennan Uehing, posed together for pictures in the commission chamber room which was filled to capacity with more family and friends.

Mathews returned to Lawrence today, getting ready for the fall semester at the University of Kansas where he is majoring in geology.

He says he’ll “probably” continuing working as a lifeguard.

“I was having my doubts about wanting to stay because it has been four years and I was getting kinda tired of it,” Mathews admitted. “But after last Wednesday, I told myself I don’t know if I can afford to get tired of it because who knows, this might happen again. I really hope it doesn’t but you never know.”

UPDATE: 1 hospitalized after Amtrak train hits cattle truck

LYON COUNTY- One person was hospitalized after in an accident just after 8a.m. Thursday in Lyon County.

The Kansas Highway Patrol reported a 1997 Peterbilt semi hauling cattle and driven by  Ray. L., Tankersley, 54, Leoti, was traveling on Road X a mile west of Reading.

The driver  failed to yield at railroad crossing. The semi’s trailer was hit by an Amtrak Train.

The train engineer Jarrod W. McWhirter, 35, Marshall, MO., was transported to Newman Medical Center.

Tankersley was not injured.   Cattle were injured and died as a result of the accident.

LYON COUNTY – The Kansas Highway Patrol is investigating an accident just before 9a.m. Thursday involving an Amtrak passenger train that collided with a cattle truck in Lyon County.

The livestock trailer was split in half in the collision near Road 240 and Road X  outside the small town of Reading, northeast of Emporia.

Amtrak spokesman Marc Magliari told The Associated Press that at least two of the three crew members in the cab of the Southwest Chief sustained minor cuts and bruises.

He says none of the 211 passengers were hurt. The train left Los Angeles on Tuesday and will resume its trip to Chicago after a replacement crew arrives and the damaged lead locomotive is disconnected.

UPDATE: 14th case linked to Kan. serial rapists; $10K reward offered

MANHATTAN -Authorities on Thursday released new information about a serial rapist who is believed to have attacked 13 women from 2000 to 2008 in the college towns of Manhattan and Lawrence.

In a media release, police reported that in March of 2009, then Kansas Attorney General Steve Six announced that multiple incidents of rape committed over the course of eight years in both Manhattan and Lawrence appeared to be connected. These incidents began in October of 2000 and ended in December of 2008, involved the victimization of women in Manhattan and Lawrence, and all of them were students at either Kansas State University or the University of Kansas. A $10,000 reward is being offered for information that leads to an arrest in this case.

Each incident involved a masked intruder entering the victim’s off-campus residence, mostly between the hours of 2:00 a.m. and 4:30 a.m. as the victim slept, and all but one coincided with a break in the academic calendar. The residences themselves varied from apartment complexes to duplexes to single dwellings. While the point of entry was frequently identified, the means by which the suspect made entry were sometimes unknown. Many of the survivors reported having locked their door(s), yet there were no signs of forced entry. There were also indications that the survivors were surveilled by the assailant prior the incident. In all but two cases, the victim was alone.

The assailant was typically described as a white male between 5’9” and 6’0”, with various descriptions of build and estimations of weight and age. We have no confirmed description of the assailant from anyone other than the survivors of these crimes. In most cases a handgun was displayed, with which the assailant threatened the survivors as a means to gain compliance. While the physical violence of the assaults was usually limited to the rape itself, these were all violent acts carried out by an assailant who did so in a cold, calm, calculated manner.

Even before the Attorney General’s announcement in 2009, The Riley County Police Department and the Lawrence Police Department worked closely together to determine if these cases were related, and our joint investigation ultimately established a number of similarities, and a lack of significant dissimilarities, existed between the incidents to conclude that they were likely committed by the same suspect. Nothing in our continued investigation since that time has suggested otherwise.

In the early morning hours on this date in 2015, an unknown assailant entered a residence in the 1400 block of Watson Place in Manhattan with the intent to commit a sexual assault against the female resident, a student attending Kansas State University. A lengthy investigation into the incident has led us to conclude that there is a high probability that the assailant is the same assailant from the previous cases. In 2015, he was described as a white male, approximately 5’10”, and heavier set, most noticeably around the stomach and thighs. The prominent stomach was a frequently mentioned characteristic from previous cases. As to age, we believe the assailant was at minimum 33 years old at the time of the 2015 incident based upon the dates of the previous incidents.

We are announcing this connection between the 2015 case and the previous cases for three reasons. First, given the nearly seven year gap between December of 2008 and July of 2015, we would like to know if there have been similar, unreported incidents during that time span. We cannot say enough about the courageous women who have already stepped forward to provide vital information about their assailant. If anyone feels they had an encounter with an individual matching this description, please know that we want to hear from you, and we want to provide help for you. Your information, even if it is several years old, may help bring justice to all the survivors.

Second, we are making this announcement to solicit information from other individuals who might be able to assist in identifying the assailant. To that end, we are supplying more details than previously released regarding the locations of these incidents.  We are hoping that anyone living in the area at the time of these earlier offenses may recall something that could be useful in our investigation. We are currently working on a number of leads, but are not in a position to discuss those leads because to do so might jeopardize the investigation and any potential future prosecution.  Major cases are frequently solved with information provided by citizens, thus we need your help to hasten the assailant’s identification and prevent additional assaults.

Finally, we are making this announcement to increase safety awareness among students of Kansas State University and the University of Kansas. We have provided in this release information about the assailant’s description, demeanor, and possible pre-assault actions; and we would like students, as well as the general public, to be mindful of this and to be watchful for anything or anyone that might seem out of place. Do not hesitate to alert the police in such instances. From our perspective, if in any circumstance you wonder whether you should call the police, the answer is yes.

To aid in focusing attention on these cases and assist in providing information to identify and apprehend a suspect, we have dedicated a website, www.kansascollegerapist.com, on which we’ve posted this release along with other important material and resources.  Anyone with information relevant to this investigation can visit the site to see the options for contacting us. We also encourage people who want to provide tips to call Manhattan Riley County Crime Stoppers at 785-539-7777 or toll free at 1-800-222-TIPS (8477). In what is locally a rather unusual move, one which accentuates the community’s concern about these incidents; an anonymous local donor has provided $10,000 to the Riley County Police Department for use as reward money for information that leads to an arrest in these cases. This is in addition to the Crime Stoppers reward.

We also contacted Kansas Attorney General Derek Schmidt and Kansas Bureau of Investigation Director Kirk Thompson to brief them on the status of the investigation. Both continue to offer their support in our efforts to solve these cases. In addition, we contacted the administrations of both Kansas State University and the University of Kansas, as well as their respective police departments. We also re-issued an updated alert to law enforcement agencies nation-wide about this investigation in the event that other jurisdictions have experienced similar, unsolved cases. Finally, we want to the public to know that we have been working with the Kansas Bureau of Investigation, the FBI, and the US Marshal’s Service during the course of this investigation. Their valuable assistance has come in the form of evidence collection and evaluation, offender behavioral analysis, and investigative recommendations. We will continue to seek out organizations and individuals, law enforcement or otherwise, who could be of assistance in bringing these cases to successful resolutions.

MANHATTAN, Kan. (AP) — Authorities have new information about a serial rapist who is believed to have attacked 13 women from 2000 to 2008 in the college towns of Manhattan and Lawrence.

A news conference is planned for Thursday morning in Manhattan to discuss an ongoing investigation into the rapes that terrorized the Kansas State and University of Kansas campuses.

The Kansas attorney general’s office announced in 2009 that it was investigating the link between the attacks after the two communities sought help from the agency. Most of the attacks happened between 2 a.m. and 4:30 a.m. during school breaks. All were in off-campus housing where students commonly live.

Officials have said the suspect is usually armed and covers his face. He’s also believed to have conducted some sort of surveillance before the attacks.

Darrel E. Miller

Darrel E. Miller, 87, of Downs, KS, passed away on Monday, July 24, 2017 in Hays, KS. He was born on May 21, 1930 to Earl Lewis & Sarah Abigail (Carpenter) Miller in Lebanon, KS.

Darrel married Ruth Cheryl DeBey and to this union, 3 children were born.

Darrel was a publisher and editor of several local newspapers including the Downs News and the Smith Co. Pioneer. He was also a Past President of the Kansas Press Association.

Darrel is survived by: daughters, Michelle Doherty of Rockville, MD & Lara Ketter of Tipton, KS; son, Randy Miller of Bethesda, MD & 7 grandchildren. He was preceded in death by his parents and his wife, Ruth in 2013.

KU’s Mason named 2016-17 co-Big 12 Male Athlete of the Year

IRVING, Texas – Kansas basketball player Frank Mason III has been named the 2016-17 co-Big 12 Men’s Athlete of the Year, the conference announced Thursday. Mason shared the honor with Texas swimmer Will Licon, while West Virginia soccer defender Kadeisha Buchanan was the female recipient.

Nominees were submitted by Big 12 institutions and selected based on athletic performance, academic achievement and citizenship by a media panel as well as fan voting conducted through Big 12Sports.com.

Mason was the consensus 2017 National Player of the Year as well as a consensus All-America First Team selection while leading the Jayhawks to their 13th-consecutive Big 12 regular-season title. He also captured the Bob Cousy Point Guard of the Year Award and was named Big 12 Player of the Year and to the All-Big 12 First Team. Mason became the only player in KU and Big 12 history to average more than 20 points and five assists in the same season. He led the Big 12 in scoring overall (20.9 ppg) and during conference play (21.0 ppg) while averaging 5.2 assists.

A two-time national player of the week, Mason posted 23 games of 20 or more points, including his final seven contests and 10 of KU’s last 11 outings in 2016-17. The Petersburg, Virginia native was KU’s leading scorer in 26 games. Mason concluded his career No. 6 on the Kansas scoring list (1,885 points), No. 6 in assists (576), No. 8 in 3-point field goals (185), No. 13 in steals (165) and tied for third in consecutive starts (110). He is the first Jayhawk in school history to rank sixth or higher in both points and assists. Mason was one of the five ESPY nominees for 2017 Best Male College Athlete.

A May 2017 KU graduate, Mason was also active in the Lawrence community with activities that included Ladies Night Out, a yearly sold-out event that benefits Jayhawks for a Cure with all proceeds donated to Lawrence Memorial Hospital (LMH) and the KU Cancer Center in an effort to fund cancer research. A Big 12 Champion for Life, Mason was a counselor at the Wilt Chamberlain Special Olympics Clinic, participated in an annual youth holiday clinic in which men’s basketball student-athletes teach youth fundamentals of the game and visited local elementary schools to read to the students.

Mason is the third Jayhawk to be named Big 12 Male Athlete of the Year with all three being from men’s basketball. He joins Jacque Vaughn who won the honor in the first year of the conference in 1996-97 and Nick Collison in 2002-03.

Licon is an 11-time NCAA champion who won NCAA titles in all five of his events at the 2017 NCAA Men’s Swimming & Diving Championships. He became just the fourth swimmer in the history of college swimming, and the first in 17 years, to win NCAA titles in four different individual events through his career at the NCAA Championships. Licon’s 2017 national championships were in the events of 200 individual medley, 100 breaststroke, 200 breaststroke, 200 medley relay and 400 medley relay. He is the first Texas or Big 12 swimmer to win three individual national titles at a single NCAA Championship meet (athletes are limited to a maximum of three individual events).

Buchanan helped lead West Virginia to four Big 12 regular-season titles and three postseason crowns during her time in Morgantown, as well as a runner-up finish in the 2016 NCAA College Cup. This past season, she claimed national honors as the MAC Hermann Trophy recipient, Honda Sport Award winner for soccer and espnW and TopDrawerSoccer.com Player of the Year. She was also a 2017 ESPY nominee in the category of Best Female College Athlete.

Names of men involved in injury accident released

The names of two men involved in an accident in Ellis County Wednesday have been released.

Jack Garner, 19, of Trego County was critically injured when the Chevy S10 pickup he was driving collided with a semi driven by Galen Whisman, 23, of Ellis County  at 210th and Noose Road at 10:28 a.m. Wednesday.

The jaws of life had to be used to extricate Garner from the pickup. Garner was taken to HaysMed and was then sent via air ambulance to Wichita. Whisman reported minor injuries.

No further updates were available on Garner’s condition as of Thursday morning, according to Scott Brown of the Ellis County Sheriff’s Office.

Ellis County Sheriff Ed Harbin said Wednesday the semi had a stop sign, but the accident was still being investigated and no citations had been issued.

Sheriff’s personnel, a Kansas Highway Patrol trooper, Ellis County EMS and Rural Fire all responded to the accident. In addition, an off-duty Hays firefighter came upon the accident and helped at the scene until EMS arrived.

Video shows Kansas deputy injured during traffic stop

RENO COUNTY — Law enforcement authorities face many dangers during traffic stops as demonstrated in a video on social media by the Reno County Sheriff’s Department.

According to the Facebook post, the incident is not common but very serious. A Reno County Deputy was injured during a traffic stop on a vehicle on K61 Highway in Western Reno County.

As he is speaking to the driver, another vehicle merges left to pass. A hubcap comes loose from the wheel and the center of the hubcap strikes the deputy in the ankle. The deputy was evaluated and was fortunate to only have some painful bruising.

More than a year ago, Billy Sims BBQ named Hays as a potential location to expand the restaurant of Heisman Trophy winner and Oklahoma University running back Billy Sims. Fast forward a year later and Billy Sims BBQ is set to open on July 27 at 4310 Vine at Tebo Village.

Franchisee David Dunn will open his eighth location for the growing franchise when he opens the Hays restaurant. Dunn said the location and community were contributing factors to bringing the franchise to Hays.

“A lot of people go for the large cities. I like what I call the mid-markets. The population of Hays is perfect. I think the need for good barbecue is perfect, there’s not a lot of barbecue here and what we have is very good, so I think this community will really like it,” Dunn said. “The fact that it’s a college town helps bring a lot more people to town certain times of the year. I like that. I do like the fact that it’s right off of I-70. We get a lot of traveler traffic and the community is a big thing.”

The restaurant in Hays will be Dunn’s third location to open in the past month and is the seventh Billy Sims BBQ to open in Kansas.

“We have enjoyed tremendous growth in the past few years and much of that is owed to our success in Kansas,” said co-founder and CEO Jeff Jackson in a press release. “We’ve wanted to reach the northwest part of the state for some time, and now we can introduce Kansans in the Hays area to our menu and great barbecue.”

Billy Sims BBQ features a menu of nine meats that are smoked daily in-house and they also serve traditional sides such as potato salad, smoked baked potatoes, smoked corn, coleslaw and salads.

Billy Sims himself will be at the restaurant all day July 28 and from 11 a.m. to 1 p.m. July 29 to meet guests and customers and also sign autographs.

Janet Lynn (Moeder) Crawford

Janet Lynn (Moeder) Crawford, 47, Spearfish, South Dakota, formerly of Hays, unexpectedly passed away at home on July 22, 2017.

She was born March 5, 1970 in Hays, Kansas, the daughter of John E. and Dorothy A. (Werth) Moeder. Janet was the third of four children. She leaves behind her loving and dedicated husband, Chris Crawford, married August 13, 1994, their children, Dane Crawford, Andrea Bednar (Luke), and Alek Crawford (Shyla), her parents, her siblings, John Gary Moeder (Amy), Joannah Applequist (Myron), and Julie Brull (Jeffrey), her four darling grandsons, Tavis, Noah, Brantley, Elijah, and many more beloved family members and dear friends. 

Janet graduated from TMP-Marian High School in 1988 and received her degree in nursing from Fort Hays State University in 1995. She spent her nursing career at Hays Medical Center as a registered nurse in both the Emergency and Recovery rooms. She also worked in the Cardiac Care Unit at Hays Medical Center. She was passionate about helping and caring for others. She enjoyed traveling with her family, and was especially intrigued with visiting lighthouses across the country.  Janet was a kind, gentle, loving woman who will be deeply missed by many. 

Janet and Chris have spent the last year living in Spearfish, SD, making their way through many new adventures. Janet enjoyed volunteering at Black Hills State University, and her local Kiwanis group, and she enjoyed attending Countryside Community Church.

Funeral services will be at 10:00 am on Saturday, July 29, 2017 at the Robbins Center, north of Gross Memorial Coliseum, on the campus of Fort Hays State University. Burial will follow in St. Joseph Cemetery. Visitation will be from 5:00 pm until 7:00 on Friday at Hays Memorial Chapel Funeral Home, 1906 Pine St., and on Saturday from 9:00 am until service time at the Robbins Center, One Tiger Place.

Memorials are suggested in Janet’s memory to TMP-Marian High School or to the Department of Nursing at Fort Hays State University, in care of the funeral home. Condolences may be left for the family at www.haysmemorial.com of via email at [email protected].

Viola M. Castens

Viola M. Castens, 82, of Atwood, died Tuesday, July 25, 2017, in Atwood. She was born April 2, 1935, in Atwood, to William J. and Irene (Zwickle) Rummel. Viola married Harvey Wright on Dec. 21, 1952 and to this union three children were born. As the children grew up, the family lived on a farm in Achilles, where she helped with the farm duties and raised the children. After moving to town, she worked for the hospital before joining the Rawlins County Extension Office, where she worked for over 25 years. In her spare time she enjoyed gardening, flowers, and keeping a meticulous yard.

She was preceded in death by her husbands, Harvey Wright, Harlan Ross and Donnie Castens; her parents and grandson, Tate Schneider.

She is survived by her children, Kathy (Mike) Schneider, Collyer, KS, Debbie (Mike) Fanders, Atwood and Lynn Wright, of Achilles, KS; brother, Bill (Barbara) Rummel, Topeka, KS; grandchildren, Adam, Kahl and Chauncy Schneider, Becky Hammeke, Mary Herskowitz, Cassidy, Tegan, and Dayne Fanders and Nathen, Shelby and Cody Wright and twenty two great grandchildren.

A memorial service will take place at 10 a.m. Friday, July 28, 2017 at Baalmann Mortuary, Atwood, with inurnment in Fairview Cemetery. Memorials are suggested to Rawlins County Fair Board -beautification plantings-, in care of Baalmann Mortuary, PO Box 391, Colby, KS 67701.
