Hays city commissioners will get an update on progress of the wastewater treatment plant reconstruction during their meeting Thu., Aug. 24. Work started June 1 and is scheduled for completion Aug. 29, 2019.
A live camera feed of the construction is now available on the city’s website.
Other agenda items include adopting updates of the 2017 versions of the Uniform Public Offense Code (UPOC) and the the Standard Traffic Ordinance (STO) for Kansas cities.
Changes to the 2017 UPOC include:
Domestic Battery – The crime of Domestic Battery has been amended to include battery involving persons who are in or have been in a dating relationship. The definition of a dating relationship is a social relationship of a romantic nature.
Unlawful Use of a Communication Facility – This new law makes it a Class A misdemeanor to use a communication device in committing, causing, or facilitating the commission of the crime of buying sexual relations. This is a new law that was passed to
help battle crimes involving human trafficking.
There are two changes to the 2017 STO:
Lamps and Other Equipment on Bicycles – Requires that a bicycle in use between sunset and sunrise be equipped on the rear with any one of the following: 1) a red reflector visible from 100 feet to 600 feet, or 2) a lamp that emits a red light visible from 500 feet, or a device worn by the operator that emits a red or amber light visible from 500 feet.
Seat Belts – Increased the fine for a seatbelt violation from $10 to $30. The additional $20 goes directly to the State to support the SAFE Program, a high school driver safety program focusing on increasing teen restraint compliance through education, positive rewards and enforcement.
Commissioners are also expected to award bids for reflective glass beads to be used on runway markings at the Hays Regional Airport, and for storm sewer lining and inlet basin rehabilitation.
