UPDATE: 15-year-old Kan. girl in serious condition after shooting

SEDGWICK COUNTY— Law enforcement authorities are investigating a shooting and asking for help to identify suspects.

Just after 6p.m. Wednesday, police responded to a shooting at a residence in the 1300 block of north Estelle in Wichita, according to officer Charley Davidson.

Upon arrival officers located a 15-year-old girl in the street with a gunshot wound in the back.  She was transported to an area hospital in serious condition.

Investigators determined there were five juvenile boys having a bb-gun war outside the residence.  Six other individuals were at a nearby residence.  It was reported that a silver car drove up the block and an unknown individual from the vehicle shot a gun multiple times and hit the girl. She is expected to make a full recovery, according to Davidson.

He also said the shooting was not random. Police believe it was gang related. One of the juveniles is a gang member and possibly an intended target, according to Davidson.

Police continue questioning individuals to determine what happened. Davidson did not release the girl’s name.

Clay Center man sentenced for ag loan fraud

WICHITA – A Clay Center man was sentenced Thursday to two years on supervised release for selling assets he had pledged as collateral on a federal loan, U.S. Attorney Tom Beall said today. The defendant was ordered to pay approximately $84,594 in restitution.

Harold R. Mugler, 64, Clay Center, Kan., pleaded guilty to one count of criminal conversion. In his plea, he admitted that in 2009 in received a $100,000 loan through the U.S. Department of Agriculture’s Farm Service Agency. Over the following years, he sold off various pieces of farm machinery that he had pledged as collateral on the loan. He was behind on his loan payments in 2015 when the government learned of the sales.

Beall commended the USDA-OIG and Assistant U.S. Attorney Aaron Smith for their work on the case.

Kansas State University officials say food supply threatened

MANHATTAN, Kan. (AP) — The president of Kansas State University has told Congress that the country is unprepared to deal with its food supply that he says is threatened by both terrorism and natural plant and animal diseases.

University President Richard Myers was invited to testify Wednesday by Republican U.S. Sen. Pat Roberts of Kansas. He says there’s an urgent need to protect the country’s food supply from “naturally occurring and intentionally developed and delivered biological threats.”

Myers also said the university needs federal funding to continue research on four emerging animal diseases.

The university has been using its own biological isolation labs to research the diseases in anticipation of the opening of the National Bio and Agro-Defense Facility.

Roberts says Myers’ recommendations should be written in Congress’ next farm bill.

Gella’s sets toy drive for KVC Wheatland Hospital

Gella’s Dinner and Lb. Brewing Co. will sponsor a toy drive for KVC Wheatland Psychiatric Hospital of Hays on Saturday.

Gella’s General Manager Derrick Broeckelman’s girlfriend works at KVC. They began to talk about the situation of the children who are in residential mental health treatment at the hospital. Both Broeckelman and his girlfriend wished they could do something to make the holiday brighter for the children who are undergoing treatment at the facility.

“She felt bad for the kids and said they were never able to give them a proper Christmas,” he said.

The owners of Gella’s came on board and said they would sponsor a toy drive for the facility.

Stop by Gella’s on Saturday and drop off $20 worth of toys or necessities for children 6 to 17 and receive $10 in bonus bucks for any food or products at the brewery or diner. You must have your receipt for the toys to claim your bonus bucks.

Broeckelman said necessities could be toothbrushes or socks. The staff at the hospital is trying to get the children to engage with other people, so things like games or Legos would be good.

“I know management and our owners have been huge supporters of this,” Broeckelman said. “As a cornerstone store in downtown and the Hays community, it is our duty to help in other areas of the community too.”

Gella’s will open at 9 a.m. Saturday and accept gifts through regular business hours. Complimentary pastries will be served from 9 to 11 a.m.

Charlotte Doris Scott Utley

Charlotte Doris Scott Utley, 87, passed away on Dec. 12, 2017 at Park Lane Nursing Home in Scott City, Kansas, after a long struggle with cancer.

Charlotte was born in Cumberland, Wyoming, on March 18, 1930 to Mary (Perner) and Joseph Houston Scott. She was the second of four daughters raised in Scott County, Kansas.

She attended school in Scott City and graduated from SCHS in 1948. In 1951, Charlotte received her degree from KU School of Nursing in Kansas City and practiced as a registered nurse for over 40 years.

Charlotte married Charles Maclyn Utley on Sept. 11, 1954 at the First Christian Church in Scott City, Kansas. They eventually settled in Duncan, Oklahoma, where they lived for over 50 years. They had three children, six grandchildren, and four great-grandchildren.

She was an active member of the First Presbyterian Church, serving at every level from Sunday School teacher to church elder. Charlotte was an excellent knitter and seamstress. She liked to be busy and knitted countless afghans for family and friends through the years.  After retirement, she took up quilting. She enjoyed the Tuesday Morning Quilting group and with them created beautiful and elaborate quilts.

In 2015, Charlotte moved back to her home town and enjoyed living close to her sisters and their families. She was an avid card player, loved quilting with her friends, working and worshiping with her church family, and spending time with her family, especially if a good game of cards was involved.

Charlotte is survived by sons, David and (Sally) Utley of Columbia, S.C., Kevin and (Beth) Utley of Tucson, Ariz,, and a daughter Cathy and (Charles) Wright of Gering, Neb.; grandchildren Sara Utley, Seth Utley, Clinton Wright, Connor Wright, Christopher Wright, and Catherine Winter, and great-grandchildren Gavin, Evelyn, Samantha and Landon; sisters Madeline Murphy of Scott City and Marvel Hopkins of Scott City. She was preceded in death by her parents, husband Charles Utley and sister, Patricia Miller of Leoti, Kansas.  

Services will beat 11 am on Tuesday, Dec. 19 at the First Presbyterian Church, Duncan, Okla. She will be laid to rest next to her husband in Duncan Cemetery. In lieu of flowers memorials are suggested to Hospice or the First Christian Church of Scott City. Carter Smart Funeral  home will be overseeing services.

Kansas man dies in Ness County rollover accident

NESS COUNTY — A Kansas man died in an accident just before 9:30p.m. Wednesday in Ness County.

The Kansas Highway Patrol reported a 2001 Dodge Stratus driven by Travis Lee Smith, 27, Ness City, was southbound on X road just north of Kansas 96.

The driver lost control of the vehicle. It hit embankment. The vehicle rolled, ejected the driver and came to rest on its wheels facing north east in a field.

Smith was pronounced dead at the scene and transported to Fitzgeralds Mortuary. He was not wearing a seat belt, according the KHP.

Hays Public Library director resigns

Katherine Wolfe, chairperson of the Hays Public Library Board of Directors, announced today the organization’s Board of Directors has accepted the resignation of James Agee as library director.

Wolfe said, “We wish Jim the best and appreciate his service to the Hays Public Library.”

The board will begin the task of searching for a new library director.  

The Hays Public Library serves the cultural, informational and recreational needs of the residents of the community and contributes to Hays’ quality of life.

The library is funded primarily by a tax levy on property within the city limits of Hays. It is governed by a Board of Directors. The Hays Public Library Board of Directors consists of seven members appointed by the mayor with the approval of the city commission.

Woman Claiming Harassment By Ex-Kan. Official Pursues Discrimination Complaint

A newspaper report published over the weekend says a former official at the Kansas Department for Aging and Disability Services continued to work at the agency even after he faced allegations of sexual harassment.

A discrimination complaint filed earlier this year by a Tennessee woman who claims a former Kansas Department for Aging and Disability Services official sexually harassed her is still pending before the Kansas Human Rights Commission.

The complaint filed by Jennifer Gill in February charges that Equi-Venture Farms, a day and residential service provider for Kansans with developmental disabilities, violated state law by firing her after she reported the alleged harassment to her supervisor.

“From September 2016 to December 2016, I was subject to sexual harassment in the form of sexual comments, text messages and video,” Gill states in the complaint.

In a recent report published by the Topeka Capital-Journal, Gill said Brandt Haehn, a former KDADS commissioner of disability services, sent her graphic videos and offered her a management position at the agency in exchange for sex.

In the complaint, she claims that Equi-Venture fired her in “retaliation” for complaining about Haehn, who oversaw the agency’s licensing of service providers.

When KDADS Secretary Tim Keck learned of the allegations, he immediately suspended Haehn pending the outcome of a formal investigation.

The newspaper account indicated that Gill stopped cooperating with the investigation when an agency attorney asked her if she had encouraged Haehn.

Haehn returned to work but left the agency several months later to accept a position with Amerigroup, one of the three private insurance companies that administer KanCare, the state’s $3 billion Medicaid program.

Lt. Gov. Jeff Colyer, who is preparing to take over when the U.S. Senate confirms Republican Gov. Sam Brownback’s nomination to a State Department post, said there would be no tolerance of harassment in his administration but declined to say what, if any, policy changes he is considering.

“Believe me, this makes me very angry,” Colyer said. “We want a tone where everybody is respected and that harassment will not be tolerated.”

Ruth Glover, executive director of the human rights commission, said state law precludes her from commenting on Gill’s discrimination case other than to confirm it remains open.

If Gill, who moved to Tennessee in search of a job and a fresh start, cannot reach a settlement with Equi-Venture, the seven-member commission will decide the case.

USGS: 2 earthquakes reported in Kansas

HARPER COUNTY — A pair of earthquakes shook portions of Kansas on Thursday. At 10:29a.m., a quake measuring a magnitude 2.9 was reported approximately 21 miles northeast of Anthony, according to the U.S. Geological Survey.

The second quake at 10:35 a.m. also measured 2.9 and was centered in the same general area approximately 20 miles northeast of Anthony.

These are the first quakes since a 2.5 quake in Harper County on November 13.

There are no reports of damage or injury from Thursday’s quakes.

Update: Suspect used pepper spray during Kansas bank robbery

SEDGWICK COUNTY— Law enforcement authorities are investigating a bank robbery and asking the public for help to identify a suspect.

On Wednesday afternoon officers responded to a robbery at the Fidelity Bank in the 1300 block of north Woodlawn, in Wichita, according to officer Charley Davidson.

Three bank employees told police the suspect entered the bank and used a handgun to demand cash. He took an undisclosed amount of money and also used pepper spray on employees, according to Davidson.  The suspect fled the scene in a black Volkswagen CC.

No bank employees were injured, according to Davidson.

Police ask that if anyone knows the identity of the suspect to call Crime Stoppers at 316.267.2111 or 911.

Shepherd receives All-America Second Team honors from Associated Press

Fort Hays State senior defensive lineman Nathan Shepherd received All-America Second Team honors from the Associated Press for 2017, landing on the organization’s Division II All-America Team. This is Shepherd’s second All-America selection this year after receiving first-team honors from the AFCA.

Shepherd was the MIAA Defensive Player of the Year, making it two straight years a player from FHSU earned the distinction. He helped FHSU to its first-ever MIAA Championship as the Tigers posted a perfect 11-0 record in regular season play. Shepherd finished the year with 38 tackles, 12.5 tackles for loss, and four sacks, but constantly disrupted offenses by drawing double and triple teams on the line.

In his three years at Fort Hays State, Shepherd amassed 168 tackles, 27 tackles for loss, and 10 sacks. He is an All-America selection for the second straight year after earning an honorable mention nod from the Don Hansen Football Committee last year. He is a three-time All-MIAA selection, earning first team this year, second team in 2016, and third team in 2015.

Shepherd will compete in two prestigious all-star games in January. He will participate in the NFLPA Collegiate Bowl, played at the historic Rose Bowl in Pasadena, California, on January 20. That game will air nationally on Fox Sports 1. A week later on January 27, he will participate in the Reese’s Senior Bowl, held in Mobile, Alabama. That game will air on NFL Network.

Kan. drug suspect accused of pointing gun at police skips court

RENO COUNTY— A Kansas man arrested a week ago on drug and other charges was scheduled for court Wednesday for the formal reading of charges but was a no-show.

Lucas Mobley 34, and his father Murray Mobley, 60, Hutchinson,  are both accused of pointing a gun at the officers. In both cases, they were ordered to drop the weapons after repeated warnings — both finally did.

On December 6, Police saw Lucas Mobley, 34, near a shed in the 2400 block of Broadacres in South Hutchinson. That led to a search of the shed and officers found a modified shotgun and other gun parts, as well as drugs, including 4.5 grams of methamphetamine, a digital scale and drug paraphernalia.

Police arrested Murray Mobley for aggravated assault with a deadly weapon on a law enforcement officer and felony interference. He made a first appearance on the charges against him Tuesday.

Police arrested Lucas Mobley for criminal use of a firearm, the shotgun with a barrel under 18 inches, possession of methamphetamine and paraphernalia with intent to distribute, possession of methamphetamine, personal use drug paraphernalia, possession of a firearm by someone addicted to meth and an unlawful user of a controlled substance.

Magistrate Judge Cheryl Allen issued a warrant for Mobley’s arrest with a $50,000 bond.
