Man admits getting shave, haircut after Kansas City bank robbery

KANSAS CITY– A Kansas City, Mo., man pleaded guilty in federal court Wednesday to robbing Arvest Bank, after which he changed his appearance by getting his hair and beard shaved off at a nearby barber shop, according to Tom Larson, Acting United States Attorney.

Joshua Aaron Hoover, 34, of Kansas City, pleaded guilty before U.S. District Judge Gary A. Fenner to the charge contained in a March 7, 2017, federal indictment.

By pleading guilty, Hoover admitted that he stole $5,800 from Arvest Bank, 8959 E. 40 Hwy., Kansas City, Mo., on Feb. 22, 2017.

According to court documents, Hoover approached a teller at the bank and twice demanded, “Give me $5,800 or I’ll shoot you in the face.” Hoover instructed her to place the money in an envelope, then fled from the bank on foot.

Hoover then ran to nearby Stadium Cuts, 3300 S. Blue Ridge Cut Off, Independence, Mo. A barber told police that Hoover was out of breath when he came into the business; Hoover told the barber he just ran from work and wanted to get a haircut during his lunch hour. Hoover had most of his hair and his beard cut off, then bought a hat for $20 and changed clothes in the business’s bathroom. Hoover later told investigators that he stopped an unknown person in the area of the barber shop and requested a ride to an area near his house; Hoover said he grabbed an unknown number of $100 bills from the proceeds of the bank robbery and gave them to the driver.

The FBI disseminated surveillance photographs of the bank robbery to local media outlets and almost immediately began receiving tips from both the public and law enforcement that identified the bank robber as Hoover. Hoover was located at Ameristar Casino, where he was preparing to attend a poker tournament, and he was arrested. Hoover had in his possession $2,115 in cash, $2,000 in poker chips, a $1,000 gaming voucher and a preferred member players card. Hoover told police officers he was afraid the serial numbers on the bills could be tracked and decided to exchange the money at the casino to receive clean bills that were not directly related to the bank robbery.

Under federal statutes, Hoover is subject to a sentence of up to 20 years in federal prison without parole. The maximum statutory sentence is prescribed by Congress and is provided here for informational purposes, as the sentencing of the defendant will be determined by the court based on the advisory sentencing guidelines and other statutory factors. A sentencing hearing will be scheduled after the completion of a presentence investigation by the United States Probation Office.

TOPEKA, Kan. (AP) — Sam Brownback remains the governor of Kansas while he awaits U.S. Senate confirmation to take an ambassador post in the administration of President Donald Trump.

But he has allowed fellow Republican Lt. Gov. Jeff Colyer to make major decisions for the administration, leading to an awkward situation in running the state.

Colyer is now overseeing the drafting of budget proposals that will be submitted to lawmakers in January. Brownback has delegated two Cabinet appointments his successor.

Colyer attended a significant announcement Wednesday in Wichita involving aircraft manufacturer Spirit Aerosystems, while Brownback was lighting the Statehouse Christmas tree.

Some legislators said they don’t know which one of them to approach about important issues.

Kan. drug enforcement unit arrest two after raid at rural home

DICKINSON COUNTY — Law enforcement authorities are investigating two suspect on drug and weapons charges.

On Tuesday, the Dickinson County Sheriff’s Department drug enforcement unit executed a search warrant at 2191 Eden Road Lot #22 Red Bud Lake in rural Dickinson County, according to a media release.

During the search of the residence officers reported they seized one-half ounce of methamphetamine and $2,790 in drug proceeds, along with the paraphernalia items used to package, weigh, sell and consume methamphetamine.

Deputies arrested Steven Ray Fuller, 46, Abilene, on suspicion of felony counts Possession with the intent to Distribute Methamphetamine, Possession of Marijuana, Acquiring Drug Proceeds, No Drug Tax Stamp, one count each of felony and misdemeanor Possession of Drug Paraphernalia, and misdemeanor allegations of Possession of Drug Paraphernalia and Criminal Use of a Weapon.

Deputies also arrested Morgan Befort, 22. Salina, on a felony Probation Warrant out of Finney County.

Fuller has five previous convictions for drugs and burglary in Saline County, according to the Kansas Department of Corrections.

The case is ongoing and further arrests are possible, according to the sheriff’s department.

Chiefs suspend cornerback Marcus Peters for Raiders game

KANSAS CITY, Mo. (AP) – The Chiefs have suspended Marcus Peters for Sunday’s game against Oakland after the volatile young cornerback’s embarrassing tantrum during a last-minute loss to the Jets last weekend.

Chiefs coach Andy Reid said Wednesday that Peters would not practice with the team as it prepares to face the Raiders in a crucial showdown between teams tied atop the AFC West.

Peters, an All-Pro last season, will return the following week against the Chargers.

Peters has been involved in a series of incidents that have reflected poorly on the Chiefs, but his antics last Sunday in New York pushed Reid to act. Peters threw an official’s flag into the stands after a late penalty, stalked off the field with a smile even though he had not been disqualified, then had to run back to the sideline without wearing socks when he realized his mistake.

Supreme Court asked to leave in place DACA document order

WASHINGTON (AP) — Several states and others suing over the Trump administration’s decision to end a program protecting young immigrants from deportation are asking the Supreme Court to leave in place a judge’s order requiring the government to disclose documents.

Attorneys for the U.S. Department of Justice last week told the high court that the order by U.S. District Court Judge William Alsup in San Francisco was too broad and would require the administration to turn over protected and nonpublic documents.

States, the University of California and others are suing over the administration’s decision to end the Obama-era Deferred Action for Childhood Arrivals program, called DACA. The states said Wednesday in a Supreme Court filing that “the public is entitled to know on what basis” the government “made this decision.”

Options to offer two more nights of Holly Jolly Shopping

Options Domestic and Sexual Violence Services is offering child care in December to allow parents time to go Christmas shopping.

The event is titled Holly Jolly Nights of Shopping. The final nights will be 6 to 8 p.m. Dec. 14 and Dec. 21 at Trinity Lutheran Church in Hays. The organization will take children six months and older. Registration will be limited to 15 children each night.

All families are welcome to register their children for the event. Registration is required by 5 p.m the Monday before the shopping night. That can be done by calling Ashley Hecker at 625-4202. There will be games and snacks offered.

Cost of participation in the event will be one donation per child of an unwrapped gift for one of Options’ clients or their children. This will include families in the Options’ shelter. Those not participating in Holly Jolly Nights of Shopping can also bring donations to Options at 2716 Plaza Ave., Hays, KS 67601.

Options will be working with Toys for Tots for gifts for young children, but could use help with donations for parents and teens. Hecker said gift cards can be good gifts for teens.

Other items that can be donated include wrapping paper, gift bags, bows/ribbons, children’s toys, nail polish, new make-up, sporting goods, bath and body items, candles, new blankets, sleep wear in men’s, women’s and children’s sizes, sweets, candy and popcorn, new board/card games, jewelry, home decor, dishes, cookware.

Monetary donations will also be accepted.

City to hear annexation request of portion of W. 45th Street

The owner of the proposed Ottley Addition in northwest Hays, Mark Ottley, wants a portion of his property to be annexed to allow for development of the property and connection to city services.

Assistant Hays City Manager Jacob Wood says city staff is recommending approval of the request. “This is a property that’s located just to the west of Walmart, just behind Walmart. This is a standard annexation that the property owner’s requested that a portion of his property become a part of the city,” said Wood.

The property is surrounded by existing Commercial (C-2) zoning, Walmart, Carrico Implement, and Mid-Kansas Auto Auction. Ottley is the owner of Mid-Kansas Auto Auction.

According to P.I.E. Superintendent Curtis Deines, all public utilities are abutting the property allowing for development once the utilities are extended.

Ottley’s request will be heard during Thursday’s Hays city commission work session. The preliminary plat of the Ottley Addition was approved November 20.

A public hearing for rezoning the property from Agricultural to Commercial General District will be held December 18 by the Hays Area Planning Commission.

Other agenda items include more discussion of the possible opt-out of the Public Employer-Employee Relations Act (PEERA), as originally suggested by Commissioner Lance Jones.

Commissioners will also hear an update of improvements to the 911 dispatch center and emergency radio communications, as well as a recommended bid award to replace the back-nine cart paths at the Fort Hays Municipal Golf Course.

The city of Hays Water Resources Department has contracted Infra Track to conduct sewer line cleaning and inspections at the locations described below and shown on the map.

Cleaning began on Tuesday, November 7, 2017, and will continue through Fri., December 22, 2017. The date may change due to breakdowns, weather or other problems.

On Thursday, December 7, 2017, crews will continue working in the following areas:

  • From 13th St. & Golden Belt Drive west to 13th St. & Haney Drive.
  • From 13th St. & Haney Drive south on Haney Drive.

Door hanger notices will be placed on homes and businesses affected before the cleaning.

Kansas teen sentenced for role in killing during botched robbery

TOPEKA, Kan. (AP) — One of three people charged in a fatal shooting outside a fast food restaurant in Topeka has been sentenced.

The Topeka Capital-Journal reports that 17-year-old Shayden Byrd was sentenced Tuesday for first-degree murder and two other charges in the death of 18-year-old Justice Mitchell.

Mitchell was found suffering from two gunshot wounds June 26 in the parking lot of a Church’s Chicken. He was taken to a hospital, where he died.

Police say another suspect is accused of shooting Mitchell during a botched effort to rob him of drugs and cash. Byrd is accused of plotting the robbery with the suspected gunman.

Byrd was 16 years old at the time of the shooting and charged as a juvenile. He was sentenced to 60 months plus six months of aftercare.

Kansas airplane parts firm announces major expansion

WICHITA—Spirit AeroSystems  Wednesday announced plans for major expansion and growth, including the addition of 1,000 jobs and capital investments totaling $1 billion over the next five years at its Wichita, Kan., facility, according to a media release.

The growth is fueled by a number of factors: increasing production rates on existing commercial aircraft programs, growth in Spirit’s Fabrication and Defense businesses and other new business pursuits. The announcement solidifies Spirit’s presence in Wichita and Kansas for decades tocome.

with generations of aircraft employees who have worked in our plant. And now future generations will have those same opportunities. Mary Beth (Tieperman) Bunker

Mary Beth (Tieperman) Bunker, age 84, passed away November 28, 2017 in Dallas, TX.

She was born on May 2, 1933 in Great Bend, KS, the daughter of Clyde Earl and Edna May (Long) Tieperman. Mary Beth was a homemaker, farmer’s wife and antique proprietor. She was a lifelong resident of Stafford County, longtime church member and gardener, moving to Dallas in 2012.

She graduated from St. John High School in 1951 and married Eldon Lee Bunker on November 11, 1956 at St. John, he preceded her in death.

Survivors include three daughters, Linda (Sheldon) Ganstrom, Hays, KS; Carol (Karl) Mai, Dallas, TX; Barbara Bunker, Hays, KS; a son, David (Christina) Bunker, St. John, KS; eight grandchildren, six great grandchildren. She was preceded in death by both parents, her husband Eldon, two infant twin sisters, JoAnn and JoVan, infant brother, Henry and brother, Duane Tieperman.

Memorial service will be 2:00 PM, Saturday, December 16, 2017 at Minnis Chapel, St. John, KS, with Pastor Nathan Gift presiding. Inurnment service will follow at the Fairview Park Cemetery, St. John, KS.

Memorials may be given to Hospice in care of Minnis Chapel, P.O. Box 34, St. John, KS.
