Orioles beat Royals for 2nd winning streak of season

BALTIMORE (AP) – Adam Jones homered, scored three runs and had three RBIs, and the Baltimore Orioles outslugged the Kansas City Royals 11-6 Thursday night to emerge with their second winning streak of the season.

Manny Machado and Trey Mancini also went deep for the Orioles, who trailed 4-0 in the first inning and 6-3 in the second before rallying to beat the Royals for the second night in a row. The only other time Baltimore (10-27) won successive games this season was April 5-6 at Yankee Stadium.

The Orioles had seven extra-base hits and eclipsed their previous season high of eight runs by the fourth inning.

Miguel Castro (1-1) replaced ineffective starter Chris Tillman and blanked Kansas City over 4 2/3 innings, his longest outing of the season.

Salvador Perez hit a grand slam for the Royals, who were seeking their second series win of the year.

Staked to a 4-0 lead before taking the mound, Ian Kennedy (1-4) left with the Royals down 9-6. He went four innings and allowed eight hits, including three home runs.

At least he lasted longer than Tillman, who yielded six runs and got only four outs.

Tillman has given up 13 runs over 2 1/3 innings in his last two starts, raising his ERA over seven starts to an unsightly 10.46.

After starting Tuesday night’s game at Camden Yards with a 10-run first inning, the Royals settled for a four-run first in the finale. A single and two walks set the table for Perez, who ripped an 0-2 pitch from Tillman over the right-field scoreboard.

Machado connected with a man on in the bottom half to make it 4-3, but Tillman gave up a two-run single by Jorge Soler in the second, prompting his early exit.

Jones hit a two-run shot in the third to get Baltimore to 6-5, and the Orioles completed the comeback in the fourth.

After Chance Sisco doubled in two runs, Mancini followed with his fourth home run.

TRAINER’S ROOM

Royals: CF Abraham Almonte did not play because he was still experiencing symptoms of the illness that caused him to be removed from Wednesday night’s game. … RHP Justin Grimm (back stiffness) threw a bullpen session and could start a rehab assignment next week, manager Ned Yost said.

Orioles: An MRI on RHP Darren O’Day’s hyperextended elbow was “remarkably clean,” manager Buck Showalter said. There is no indication yet whether O’Day can come off the DL when eligible on May 16. … INF Engelb Vielma fractured his kneecap when he tripped over the bullpen mound while chasing a foul ball in a minor league game. Vielma played in six games with Baltimore this season.

UP NEXT

Royals: Still looking for his first win, Jason Hammel (0-4, 4.78 ERA) makes his eighth start of the year Friday night as KC opens a three-game series in Cleveland.

Orioles: Kevin Gausman (2-2, 3.30) helps Baltimore open a four-game series against the visiting Tampa Bay Rays on Friday night. The right-hander has lowered his ERA in each of his last six starts.

Kansas Supreme Court amends rules for mandatory electronic filing in all courts

OJA

TOPEKA—The Kansas Supreme Court announced today that it has amended two rules to facilitate the requirement that all attorneys must electronically file documents in all state courts effective June 25, 2018.

The requirement applies to all Kansas-licensed attorneys who are permitted to practice law under Rule
208(a), and it applies to all case types processed by Kansas courts. Self-represented parties will continue to file paper documents.

“Electronic filing has been required in the appellate courts since November 2015, and many judicial districts have mandated efiling as well,” said Chief Justice Lawton Nuss. “This statewide mandate is an important step in our move toward centralized case management, which is part of our Kansas eCourt initiative, and the standardization that will come with it.”

To advance the efiling requirement, the Supreme Court amended two rules for district courts:

  • Supreme Court Rule 122: Electronic Filing and Service by Electronic Means. This amended rule requires a Kansas-licensed attorney who is permitted to practice law under Rule 208(a) to electronically file documents in the district courts, unless there is a failure of the filing attorney’s technology. Other amendments address electronic service, certificates of service, and filings made untimely if an efiling system is unavailable.

Notice of Electronic Filing

The Supreme Court also authorized modifying the notice of electronic filing generated by the Kansas Courts eFiling system to include a link that allows an attorney of record to directly access an electronically filed document. Currently, the notice of electronic filing alerts the attorney in a case that a document has been electronically filed, and the attorney must log in to the Kansas Courts eFiling system to access the document.

Once the enhancement is in place, the notice of electronic filing will include a link to the document if an unsealed document is electronically filed in the Kansas Courts eFiling system. If the document is sealed, the attorney will need to log in to the Kansas Courts eFiling system to access the document.

The enhancement to the notice of electronic filing is expected to be in place by fall, and attorneys will be notified as soon as it is available.

Documents Deemed Accepted on Submission

The Supreme Court also decided to work toward implementing policy that a document is deemed accepted as soon as it is filed, and it is immediately available for review, unless it is subject to an exception, such as a sealed document. Implementation of this policy is expected to coincide with the Kansas judicial branch’s transition to a new centralized case management system.

Attorneys Encouraged to Sign-up to Electronically File

Attorneys who have yet to start filing electronically are encouraged to visit the Kansas Courts Electronic
Filing web page
on the judicial branch website to register to efile, access training videos, and enroll in webinars.

Since electronic filing’s inception in Kansas courts in 2013, more than 4.4 million documents have been efiled in district and appellate courts. Currently, 24 judicial districts representing 79 counties require attorneys to efile in some or all case types. The remaining seven judicial districts representing 26 counties accept documents filed electronically but do not require it.

Of the 11,700 Kansas-licensed attorneys who are registered as active, more than 6,000 have registered to efile. Some attorneys may never efile if they do not litigate in Kansas state courts.

Mandatory efiling important step toward centralized case management

Mandatory electronic filing is an important step toward centralized case management, which will allow all district and appellate case data to reside on a single web-based platform and transform the way the state court system serves the people of Kansas.

The primary goals of centralized case management are to:

  • Improve case processing in the district and appellate courts.
  • Increase the efficiency of information delivery to district and appellate court judges.
  • Increase operational efficiency and effectiveness through automating certain activities and streamlining other operations.
  • Improve data quality and integrity.
  • Improve performance measurement, analysis, and reporting through enhanced information collection, storage, retrieval, and analysis.
  • Enable work sharing between district courts, primarily among clerks and court services.
  • Maintain and improve data sharing between various governmental and public entities.
  • Maintain and improve the ability to process electronic payments.
  • Enable web-based sharing of public information.

As a result of action by the 2014 Legislature, the centralized case management project is funded by a portion of the docket fees collected by the courts.

The conversion to the centralized case management system is expected to take three to four years. The order in which courts will be brought onto the new system is described in the fact sheet Kansas eCourt: Statewide Rollout Plan.

Hays softball ends regular season with Andover Central

Hays High hosted Andover Central on Thursday to close out their regular season schedules.  Both teams entered the day 9-9 and both already knew their fate in next week’s regional tournament.  The Lady Indians found out the day before they earned the top seed of the four team tournament that will be held in Buhler on Tuesday.

Game 1

Andover Central 13 – Hays 4

The Indians took an early 1-0 lead after an error on the Jaguars in the bottom of the first inning.  Andover Central answered back with three in the second, including a two run home run, and two more runs in the third.

Hays couldn’t take advantage of runners on the base path in the second and third inning while Andover Central added another three runs in the fourth.  Kalei Cline, who homered in the second inning, added another in the fourth to open a second three run inning that pushed the advantage for the Jaguars to 8-1.

Hays scored a second run on a throwing error in fifth inning for an 8-2 score.  Andover Central tacked on five more runs in the top of the seventh inning to end any thoughts of a comeback in game one.  The Indians scored a pair of runs in the bottom of the seventh for the 13-4 final.

Kaitlyn Brown took the loss in game one.

Game 2

Hays 12 – Andover Central 9

Highlights

Each team recorded three hits and an error in the first inning of game two.  The result was a 3-2 lead for Andover Central.  The Jaguars increased the lead to three once again with two runs in the top half of the second.  Down 5-2, Hays used four hits and three hit batters to score five runs in the bottom of the second to take their first lead of game two.

The Indians increased their lead to three following a two run third with all the runs scoring with two outs.  Hays led 9-6 entering the fourth but Andover Central pushed three across the plate to tie things up at nine a piece.

Hays again answered and did so with two outs in the bottom of the fourth.  Cassidy Prough singled home a run to regain the lead and then Kaitlyn Brown doubled in two runs for a 12-9 lead.

Each team went scoreless in the fifth and sixth innings for the first zeroes posted in game two.  Before the fifth Andover Central changed pitchers to their game one winner Audrey Orlowski.  While Orlowski held Hays scoreless for the fifth and sixth, Jaysa Wichers did the same to the Jaguars in the fifth, sixth and seventh for a Hays High 12-9 victory.

Both Hays and Andover Central finish the regular season at 10-10.

Coach Erin Wagner

Hays moves on to the regional tournament in Buhler next Tuesday.  The Indians are the one seed and will face 0-20 Buhler at 3:00.  6-14 Abilene will play 4-16 McPherson at 4:30.  The winners will play for a spot at the state tournament at around 6:00.

Firefighter acquitted of spitting on black child at Hooters

OVERLAND PARK, Kan. (AP) — A white Kansas City, Missouri, firefighter has been acquitted of spitting on a black 3-year-old at a suburban Hooters restaurant, uttering a racial slur and threatening the child’s grandfather.

The Kansas City Star reports that 42-year-old Terrence “Jeremy” Skeen was found not guilty Wednesday of battery, assault and disorderly conduct in Overland Park, Kansas, Municipal Court. Judge Cynthia Cornwell said that the witness statements were incomplete and contradictory.

Surveillance video was shown but didn’t capture the key portions of what prosecutors alleged happened in February when the toddler wandered away from a birthday celebration.

Skeen denied in court using a racial slur and spitting on the child, but acknowledged a hostile exchange with the boy’s grandfather. He has kept his job while the case works through the courts.

Kansas district sued over handling of sexual harassment case

LANSING (AP) — A Kansas school district is accused in a lawsuit of assigning a high-school student to the homeroom of a teacher who’d been disciplined for making sexually inappropriate comments about her.

The Kansas City Star reports that the suit was filed Tuesday in federal court against the Lansing School District. The suit said the teacher made a series of sexually charged statements beginning in September, including joking that the student was likely to get pregnant that school year. The suit says the teacher was placed on paid suspension two days before holiday break.

The suit says the district hasn’t properly vetted other claims of sexual harassment and continues to entrust the teacher with the supervision of minor female students. The district didn’t immediately return a phone message from The Associated Press.
