Schlegel attends Public Policy Certification program

Lisa Schlegel, Ellis County Treasurer, attended the annual meeting of the National Association of County Collectors, Treasurers and Finance Officers (NACCTFO) in Nashville, Tennessee, July 11-12, completing professional coursework in public policy administration.

The conference included education courses in policy and management offered by the Public Policy Administration program at the University of Missouri-St. Louis (UMSL) as part of the university’s Chancellor’s Certificate program and in partnersnip with NACCTFO.

“Our Chancellor’s Certificate program allows NACCTFO members to learn about cutting-edge practices and to share their experiences,” said Dan Sise, interim director of the Public Policy Administration program at UMSL. “Members come away from these sessions with valuable ideas to implement in their own offices.”

The education program included sessions on adaptive leadership, future technologies and trends, and disaster preparedness.

“Schlegel’s participation in these sessions demonstrates her commitment to carely manage scare county resources,” Sise said.

Resident Firearm Either-Species Deer Permits still available

PRATT – One hundred and thirty resident firearm Either-species, Either-sex deer permits are left after the computer drawing was completed in July. The leftover permits are valid during the firearm deer season, Nov. 28-Dec. 9, 2018, in the Eastern Mule Deer Zone, which includes Deer Management Units (DMU) 3, 7, 4, 5, and 16. A limited number of resident-only Either-species, Either-sex permits are allocated through the drawing and allow successful applicants to take a mule deer or white-tailed buck or doe.

The leftover permits are available first-come, first served only through the Kansas Department of Wildlife, Parks and Tourism Operations Office in Pratt. Permits can be purchased over the counter or by calling (620) 672-0728. All other resident deer permits are available for purchase online at www.ksoutdoors.com or over the counter wherever licenses are sold. A hunter may purchase one permit that allows the harvest of an antlered deer. After purchasing that permit, a hunter is eligible to purchase up to five additional Whitetail Antlerless Only permits.

The 2018 deer seasons kick off with the special season for youth and hunters with disabilities – Sept. 8-16; followed by the muzzleloader season – Sept. 17-30; archery – Sept. 17-Dec. 31; pre-rut whitetail antlerless only – Oct. 6-8; and the firearm season – Nov. 28-Dec. 9.

On January 1, 2019, all unfilled permits convert to firearm Whitetail Antlerless Only permits, valid during the extended whitetail antlerless only seasons. Unit restrictions listed on the permit remain in place. The extended seasons include the following: DMUs 6, 8, 9, 10, 16, and 17 – Jan. 1, 2019; DMUs 1, 2, 3, 4, 5, 7, 11, 13, and 14 – Jan. 1-6, 2019; and DMUs 10A, 12, 15 and 19 – and Jan. 1-13, 2019. There is an extended archery whitetail antlerless only season in Unit 19, Jan. 14, 2019. (Unit 10A is Ft. Leavenworth and is only open to active and retired military personnel. Unit 19 is the urban deer management unit.)

Kan. woman caught driving stolen van accused of 4th burglary

JACKSON COUNTY—A burglary suspect that was arrested last week has been tied to a fourth alleged burglary in Jackson County, according to Sheriff Tim Morse.

On August 9, Saleena Rae Masquat, 33, of Mayetta, was arrested after a deputy stopped to help a disabled van that Masquat apparently had been driving.

The van was found to be stolen from the Sac and Fox Casino earlier in the day.  Masquat was subsequently arrested.

On the same day, deputies and detectives investigated three burglaries, two being in the rural Whiting area.  One of the burglaries was an occupied residence and the other was an unoccupied residence.

The third burglary was a shed in the area of 254th and P. Road. Much of the property that had been reported stolen has been recovered.

On August 13, a fourth report was made to the sheriff’s office in reference to a burglary to a shed located at 26028 P. Road in rural Holton.

The victim reported missing an assortment of tools and power tools.  The burglary is also believed to have occurred on August 9th.

Many of the items are believed to be recovered from the fourth burglary.  Masquat who is being held in the Jackson County Jail was booked for the new burglary charge and her  bond  was raised to $20,000.00, according to Morse.

The sheriff’s office has some unidentified property that doesn’t appear to be associated with these four cases.  If you have been a victim of burglary or theft in recent days and did not report the incident, please contact the Jackson County Sheriff’s Office at 785-364-2251.

First week of practice for Hays High complete

Coach Tony Crough had his team at Lewis Field Stadium on a picture perfect Saturday morning to wrap up the first week of practice.  The Indians still have 70 plus players at practice each day are looking to have a separate group of players for each offense and defense.

The Indians will have practice next week which will included the Maroon and Gold Scrimmage on Friday night.

The first game of the season is August 31st in Junction City.

 

Deputies seize nearly $1M worth of marijuana near Kansas City

PLATTE CITY, Mo. (AP) – Sheriff’s deputies in northwestern Missouri’s Platte County say they’ve seized more than 200 pounds of marijuana from a van that led them on a chase.

The incident happened Friday afternoon when a white van refused to pull over, despite a squad car’s lights and sirens behind it.

Authorities say when the van finally pulled over, deputies searched it and found the marijuana, valued at $922,000.

Deputies arrested a man and a woman identified as Destiny Browning, 37, Louisville, Kentucky, and Paul Deliz, 41, Mesquite, Texas, according to Platte County Jail report.

They are being held on suspicion of felony delivery of a controlled substance. Browning who was driving, also faces traffic charges.

The Rooks County Sheriff’s Office is requesting the public’s assistance in a hit-and-run investigation that occurred in the Rooks County Fairgrounds parking lot Friday night.

The vehicle was parked where the (X) indicates on the map in the pictures below. The vehicle was parked in the parking lot from the hours of 10 p.m. to 11:35 p.m. on Friday, when the pictured vehicle was struck. The striking vehicle left the scene of the accident without reporting the accident.

Man who shoved teen referee no longer with Wichita police

WICHITA, Kan. (AP) — A Wichita police captain who was recorded shoving a teenage referee during a youth basketball game earlier this year is no longer with the department.

Officer Paul Cruz said that Kevin Mears’ employment with the Wichita Police Department ended Monday. Cruz didn’t say whether Mears was fired or resigned.

Mears was found guilty in July of misdemeanor battery and disorderly conduct, sentenced to six months’ probation and ordered to pay $450 in fines.

Mears was placed on leave shortly after video of the January game in Augusta appeared to show Mears shoving the 17-year-old female referee. Mears testified he didn’t shove her and was just trying to get to his son, who was injured.

The referee testified Mears ignored her orders to leave the court and was shouting obscenities before he pushed her.

Tigers hold second preseason scrimmage Saturday

HAYS, Kan. – Jmari Davis hauled in four touchdown passes, three of them from starting quarterback Jacob Mezera, to highlight Fort Hays State’s second and final scrimmage of their preseason camp Saturday morning at Lewis Field.

The redshirt-freshman from Muskogee, Oklahoma caught a 44-yard strike from Mezera on the first possession between the No. 1 offense and No. 1 defense. He then grabbed a 50-yard pass from Mezera on the first play of the second session with both No. 1 units.

His third touchdown catch came from backup signal caller Chance Fuller from 58-yards out. He rounded out his day by catching an 18-yard pass from Mezera during a session inside the red zone.

Fuller, a redshirt freshman from Arlington, Texas, also connected with redshirt-freshman Manny Ramsey on a 35 touchdown strike with the No. 2 offense and defense.

True freshman Blake Sullivan out of Goddard hit fellow freshman Terrance Anglin for three touchdown passes with the No. 3 offense and defense.

The No. 1 defense picked off two passes, one by defensive end Irick McDonald which was returned 50-plus yards for a touchdown. Starting safety Connor Shadeed also had an interception against the No. 1 offense during the two-minute drill.

With the start of classes Monday, the Tiger shift to afternoon practices starting Monday as they prepare for their season opener vs. Central Missouri on Thursday August 30th.

Thelma C. King, 97, Hillsboro, formerly of Hays, died Friday, August 17, 2018 at the Hillsboro Community Hospital.

Ottilia “Tillie” Kuhn, 98, Victoria, died Friday, August 17, 2018, at The Regent, in
Wichita, Kansas.

She was born October 2, 1919, in Severin, KS, to Peter J. and Barbara (Windholz) Miller. She married Alfred J. Kuhn on January 27, 1941 at Severin. She was a homemaker and worked at St. John’s Rest Home in Victoria. Her memberships include The Basilica of St. Fidelis, the Daughters of Isabella and the Christian Mothers, all of Victoria. She enjoyed cooking for her family, quilting, working in the garden, and traveling to the casinos with her friends.

Survivors include, six daughters Elaine (Dallas) Roberts, Carol (Roger) Wiggett, and Tillie (Jerry) Brin, all of Wichita. Delores (Mike) Bohm, of Redmond, WA. Stella Wise, Derby, and Mary Jane (Stan) Dreiling, Hays; two sons Marvin Kuhn and Joseph (Diane) Kuhn, both of Victoria; sister-in-law Pauline Miller of Hays; 18 grandchildren, 15 great-grandchildren, and two on the way.

She was preceded in death by her parents, five brothers; Hilary (Regina), Norbert (Mary), Cele, Robert (Lorene), and Pat Miller, one sister; Mary (Rich) Wagner, a daughter-in-law; Bernita Kuhn, and two great-grandchildren.

Mass of Christian Burial will be at 10:00 a.m. on Tuesday, August 21, 2018, at The Basilica of St. Fidelis, Victoria, KS. Burial will follow in the church cemetery. Visitation will be held from 5:00 until 8:00 p.m. on Monday at the Hays Memorial Chapel Funeral Home, 1906 Pine Street, Hays, and from 9:00 until 9:45 a.m. on Tuesday at the church. A vigil service will be held at 6:00 p.m. followed by a Christian Mothers and Daughters of Isabella rosary, all on Monday at the funeral home. FHSU’s Levy presents at international conference in Spain

Dr. Patricia Levy, a Fort Hays State University professor of social work, recently presented at the 10th EDULEARN18, an international conference on education and new learning technologies in Palma de Majorca, Spain.

“An Online Pedagogical Model Teaching Mass Trauma Interventions to Homeland Security Responders” was created jointly with Dr. Rudolph Bustos, chair of the Department of Homeland Security at Trident University, Cypress, Calif.

“The presentation examined an instructional online format covering intervention with first responders and others who have experienced mass trauma from the point of initial contact through continuing follow-up by multidisciplinary counseling resources,” said Levy.

“It also included attention to those responders who suffer secondary effects such as difficulties to continue working in emergency services,” she said.

The online format includes simulations similar to the 2014 Boston marathon bombing, logistics, hospital surge capacities, triaging and long-term support. A discussion of readings, assignments, case studies and interactive group methodologies were examined.

“This online approach facilitates the delivery of educational content of mass trauma and furthers the pedagogy trauma intervention for the student and service providers involved in homeland security,” said Levy.

“In addition, the presentation demonstrated a pedagogical framework for the delivery of online educational content to aid in effective training and preparation of homeland security first responders to face critical incidents requiring mass trauma intervention.”

Kan. woman facing double-murder retrial remains jailed on $1M Bond

TOPEKA, Kan. (AP) — A Kansas woman facing a retrial in a double-homicide case will not be released on lower bond.

A Shawnee County judge this week rejected 58-year-old Dana Chandler’s request that her bond be lowered from $1 million to $100,000.

Chandler is charged with first-degree murder in the 2002 slayings of her ex-husband, Michael Sisco, and his fiancee, Karen Harkness in their Topeka home.

The Kansas Supreme Court in April vacated Chandler’s 2012 conviction in the deaths, citing prosecutorial misconduct in the first trial. District Attorney Mike Kagay announced in May that he would retry Chandler. A tentative trial date was set for Oct. 1.
