Carlos Israel Gallaway

Carlos Israel Gallaway, 28 years old, passed away on August 24, 2019, in Ellis, Kansas. Carlos was born on January 14, 1991 in Santo Domingo, Ecuador. In September 1999, Carlos and Diego flew into Kansas City to begin a new life in Kansas with Ron, Gail, and brothers, Aaron and Andrew, and sisters, Andrea and Alissa.

Carlos was a young boy full of energy with dark curly hair and a contagious smile. He and Diego added a new adventure to our family. He quickly learned English and adapted quickly to his new family.

We have many good memories with Carlos, the trips to Oregon to meet grandparents and other family members teaching him about this new land by exploring the Oregon coast.
In the spring of 2003 Carlos realized his need for a savior and accepted Jesus Christ as his personal savior. He was later baptized at North Oak Community Church. He was involved in Teens for Christ during Junior High and High School.

Carlos loved athletic sports. His speed and athletic coordination helped him to excel in a variety of sports, but wrestling was his favorite. He wrestled at the State level several years. He not only enjoyed competing but loved to watch sports and cheer on the Oregon Ducks, and the Seattle Sea Hawks.

Carlos loved to fish and sometimes he would take a camp stove with him so he could cook and eat his catch before returning home.

We will all miss his smile and wit, but we celebrate his passing on to his heavenly home with Jesus and his brother, Diego.

Carlos is survived by his parents, Ron and Gail Gallaway of Stockton. Kansas; brothers, Aaron Gallaway and fiancé Kayla Tonne of Hillsboro, Andrew Gallaway and wife April of Ranier, Oregon; sisters, Andrea Cheveallier and husband Christian of Newberg, Oregon, and Alissa Mauk and husband David of Lindsborg, Kansas; grandfather, LeRoy (Bud) Rodman of
Stockton, Kansas and numerous other relatives.

Carlos is preceded in death by his brother, Diego Gallaway; grandparents, Irene Rodman, Paul and Evelyn Gallaway; and a sister-in-law Brittney Gallaway.

A Celebration of Life Service will be held on Saturday, August 31, 2019, at 1:00 P.M. at the Main Street Christian Church in Stockton. There will be a book signing at Plumer-Overlease Funeral Home from 10 A.M. until 5 P.M. A private family inurnment will be held at the Stockton Cemetery.

Chiefs lose backup QB Henne to broken ankle, sign Moore

KANSAS CITY, Mo. (AP) – The Chiefs lost backup quarterback Chad Henne to a fractured ankle in their penultimate preseason game, and they signed veteran Matt Moore on Monday to provide depth behind starter Patrick Mahomes.

Henne will have surgery on the ankle he broke during Saturday night’s game against San Francisco.

The Chiefs have two other quarterbacks on their roster in Chase Litton and Kyle Shurmur, but neither has distinguished himself in the preseason. The two were competing for a No. 3 job behind Mahomes and Henne, with Shurmur appearing to have the edge heading into Thursday night’s game in Green Bay.

The 35-year-old Moore sat out last season after playing 10 seasons with the Dolphins and Panthers. He started 30 games and threw 45 touchdown passes with 36 interceptions.

Inmates reach $1.45M settlement over taped attorney-client phone calls at Kan. prison

Less than two weeks after a judge issued a blistering opinion on the taping of attorney-client conversations at the Leavenworth Detention Center, a settlement has been reached with inmates who alleged their calls were illegally recorded.

The settlement, which needs court approval before it becomes final, calls for the private operator of the prison and the provider of its phone system to pay $1.45 million into a settlement fund for the inmates.

The suit named CoreCivic Inc., which owns and runs the facility, and Securus Technologies, which contracts with the prison to provide phone and video conferencing services. The plaintiffs sought at least $5 million in damages for alleged violations of state and federal wiretap laws.

The suit followed a similar one filed by two attorneys who alleged their phone calls and meetings with clients at the facility were recorded. In September, U.S. District Judge Stephen R. Bough certified the case as a class action. That suit is pending.

Under the terms of the inmate settlement, CoreCivic, formerly known as Corrections Corporation of America, will pay $1.1 million into the settlement fund and Securus will pay $350,000. About a third of the money will go to the plaintiffs’ attorneys. The balance will be distributed among roughly 539 current and former Leavenworth inmates. A few may be eligible for up to $10,000 in payments.

“It’s a significant settlement for the detainees,” said Kansas City attorney Bob Horn, who represented the plaintiffs.

CoreCivic and Securus officials did not immediately respond to a request for comment. Kansas City attorney Amy Fitts, who represented CoreCivic in the case, declined to comment.

In the past, CoreCivic has claimed it did nothing wrong because it said outgoing calls subject to recording were preceded by a pre-recorded message to that effect.

The settlement comes after U.S. District Judge Julie Robinson found the U.S. Attorney’s Office in Kansas in contempt for disobeying her orders to preserve documents and recordings as part of an investigation into the recordings at the prison.

Robinson, who launched the investigation three years ago after the Federal Public Defender in Kansas brought the recordings to light, wrote there was evidence the U.S. Attorney’s Office had a “systematic practice of purposeful collection, retention and exploitation of calls” made between detainees and their attorneys.

More than 100 people charged with or convicted of federal crimes could have their sentences reduced or their cases dropped based on their claims of prosecutorial misconduct and violations of the attorney-client privilege. Those cases will be taken up on an individual basis.

In their lawsuit, Huff and Rapp alleged that CoreCivic and Securus continued to record attorney-client phone calls even after Robinson in 2016 ordered CoreCivic to halt the practice.

The settlement covers all detainees at the Leavenworth Detention Center whose calls with their attorneys were recorded between June 1, 2014, and June 19, 2017, and who had specifically requested that those calls be private.

Broncos cut vets Kerr, Watson, free up $3.5M in cap space

ENGLEWOOD, Colo. (AP) – The Denver Broncos cut a pair of veterans on Monday, releasing sixth-year defensive lineman Zach Kerr and 10th-year outside linebacker Dekoda Watson and freeing up about $3.5 million in salary cap space.

Kerr played the last two seasons in Denver after a three-year stint in Indianapolis. He played in all 16 games last season and collected 33 tackles and 1 1/2 sacks and broke up a pass.

The Broncos acquired Watson during a draft weekend trade from the San Francisco 49ers. He had played in Denver in 2016 and also has played for the Buccaneers, Jaguars, Cowboys and Patriots.

Kerr was due a $1.5 million salary this season with a cap hit of just over $2 million. Watson’s salary and cap hit were both $1.55 million.

Police have identified the victims as 22-year-old Leovardo Moreno Jr. and 28-year-old Austin Quijas. They were cousins.

Witnesses told investigators that a vehicle pulled up alongside a group of people and opened fire around 2:15 a.m. Sunday near the Power & Light District.

Police spokesman Jacob Becchina says it doesn’t appear that the shooting was random.

Quijas’ father, Alexander Quijas, said that the victims apparently were on their way to their vehicle after getting a drink at a bar in the area. He says he doesn’t know who would have shot the men, but he pleaded for witnesses to step forward.
