41st Street east of Home Depot now open

CITY OF HAYS

After nearly five months of construction, 41st Street east of Home Depot to Vineyard Park in Hays, is open to traffic as of late Wednesday afternoon.

Projects for Phases I and II totaling $4.4 million were approved in 2004 by a TDD ordinance and a 3/4-cent sales tax was enacted April 1, 2005, both for a maximum 22 years. The city then issued $1.77 million in TDD sales tax bonds to finance Phase I.

The TDD tax outperformed projections allowing the Phase I bonds to be called early and completed in January 2018. It was determined the 3/4-cent TDD sales tax could continue until March 2027 to fund a portion of Phase II improvements.

 

TMP Sounds of the Game, week 2

The TMP-Marian football returns home for the first time this season Friday night for a Mid-Continent League showdown with the Plainville Cardinals at Lewis Field in Hays.

Last Friday the Monarchs scored a touchdown in the final minutes and rallied to beat the Ellis Railroaders 19-16 for their first win of the season.

Rita J. Buehler

Rita J. Buehler, age 72, passed away on Wednesday, September 18, 2019, at the Scott County Hospital in Scott City, Kansas. She was born on October 13, 1946, in Longmont, Colorado, the daughter of Charles Grant and Nadi-ene Ebel Neeley. A resident of Scott City, Kansas since 1964 moving from Dighton, Kansas, she was a Cosmetologist.

She was a member of the First Baptist Church in Scott City, Kansas.

On May 31, 1964, she married Richard D. Buehler in Dighton, Kansas. He survives.

Survivors include her Husband – Richard Buehler of Scott City, Kansas, Two Sons – Darin & Robin Buehler of Scott City, Kansas, Shane Buehler of Kearney, Nebraska, Two Daughters – Tara Buehler of Aurora, Colorado, Richel & Curtis Stagner of Aurora, Colorado, One Brother – Paul Neeley of California, Five Grandchildren and One Great Grandchild.

She was preceded in death by her Parents.

Funeral arrangements will be announced at a later date.

There will be no calling times.

Beverly Ann Franklin

Beverly Ann Franklin, age 62, passed away on September 17, 2019 at the Grisell Memorial Hospital in Ransom, Kansas. She was born on July 19, 1957 in Ransom, Kansas the daughter of Wayne and Laura (Wyman) Turner.

Beverly was a 1975 graduate of Ransom High School. Throughout high school Bev loved cheerleading and even sewed her cheerleading uniform along with many other clothes. Bev was the mother of three daughters. She was the assistant vice-president and operations officer at the First State Bank, Ransom where she had worked for 33 years. She was a member of St. Aloysius Church and the Altar Society, both of Ransom. Bev enjoyed country music, concerts, rodeos, being at the lake, and hiking. She loved her family deeply and greatly enjoyed the times when her brothers and sisters got together. Bev was devoted to her daughters and would drive hundreds of miles to be sure she was there to celebrate birthdays and other events with her children and grandchildren.

On August 19, 2006, Bev married Bruce Franklin in Utica. He preceded her in death on May 9, 2008.

Survivors include her mother, Laura Turner of Ransom; daughters, Kim Kendall and her husband, Joe, of Pratt, Amy Engelbert and her husband, Zane, of Edmond, Oklahoma, and Val Klitzke and her husband, Bryce, of Pratt; brothers, Gary Turner of Miltonvale and Mike Turner and his wife, Tessie, of Dixon, California; and her sister, Vicki Schmidt and her husband, Rich, of Mulvane; and nine grandchildren. She was preceded in death by her father, Wayne Turner, her husband, Bruce Franklin, and an infant son.

Funeral service will be on Saturday, September 21, 2019, 10:30 a.m., at the St. Aloysius Church, Ransom. Burial in the Vansburgh Cemetery, Brownell, Kansas. Visitation will be on Friday, September 20, 2019, from 6:00 PM – 8:00 PM at Fitzgerald Funeral Home, Ness City, Kansas.

In lieu of flowers memorial contributions may be given to the St. Jude Children’s Hospital or the Ransom VFW.

Chiefs left tackle Eric Fisher headed for groin surgery

KANSAS CITY, Mo. (AP) – Pro Bowl left tackle Eric Fisher is headed to Philadelphia to have surgery on his injured groin, leaving the Kansas City Chiefs without their blindside protector for Patrick Mahomes for the foreseeable future.

Fisher hurt his groin in practice Friday but tried to play Sunday in Oakland. He only lasted a few plays before Cam Erving replaced him, and Fisher underwent additional testing when he returned to Kansas City.

Chiefs coach Andy Reid said Wednesday that Fisher would have surgery Thursday, but he declined to say how long the former No. 1 overall draft pick would be out. Erving is expected to replace him when the Chiefs play their home opener against the Baltimore Ravens on Sunday.

In other injury news, LeSean McCoy was limited in practice with a sprained ankle. Fellow running back Damien Williams did not work out with a bruised knee.

Sex offender from Great Bend convicted on federal child porn charges

WICHITA – A registered sex offender living in western Kansas was convicted today on federal child pornography charges, U.S. Attorney Stephen McAllister said in a news release Wednesday.

A federal jury convicted Wayne Benjamin Wasson, 59, Great Bend, on four counts of uploading child pornography to the internet and one count of possessing child pornography.

During trial, a prosecutor presented evidence that Yahoo and Google detected child pornography originating from Wasson’s residence. The digital trail led investigators to Wasson, who admitted he had received child pornography via Skype and had operated a number of other accounts. Investigators found child pornography within the accounts and on Wasson’s devices.

Wasson registered as a sex offender in 2007 following a conviction for possession of child pornography.

Sentencing is set for Dec. 13. He faces a penalty of not less than 15 years in federal prison and a fine up to $250,000.

McAllister commended the FBI and Assistant U.S. Attorney Jason Hart for their work on the case.

KBI: Barton Co. Sheriff’s Office employee arrested on suspicion of rape

BARTON COUNTY – A civilian employee of the Barton County Sheriff’s Office was arrested today by the Kansas Bureau of Investigation, according to a news release Wednesday.

On Wednesday, at approximately 10:40 a.m., KBI agents arrested 64-year-old Jimmy L. Hapes, Great Bend, at 1408 Kansas, in Great Bend. He was arrested for one count of rape connected to an incident that occurred on June 7.

Hapes is a civil process server for the sheriff’s office, and was placed on administrative leave following the accusation.

The KBI initiated the investigation on June 24, when the Great Bend Police Department requested KBI assistance after the rape was reported to them.

The Barton County Attorney is expected to prosecute the case.

Ellis City Council approves engineering contract for waterline improvement

ELLIS — At the regular Ellis City Council meeting Monday, the council unanimously approved an engineering contract with Driggs Design Group, completing another step in the process of applying for a Community Development Block Grant that would cover half of the cost of $824,000 project that would replace four waterlines through the city.

The council approved the grant submission at its meeting on Sept. 3.

“It’s generally the same as the application we submitted two years ago with the exception that we added another waterline to it to try to capture some more money,” said Buck Driggs of Driggs Design Group.

The contract with the firm is also the same as during the previous submission, covering design and construction. The contract is contingent upon the city receiving the CDBG grant.

Approving the contract is a part of the application process and signifies the city is ready to move forward if the grant is received, Driggs told the council.

“By doing this in a public hearing, that gets two of the boxes checked,” he said.

Driggs expects the grant application to be submitted next week.

In other action:

  • The council approved a proposal to perform a survey for the swimming pool improvement project.
  • The council authorized the mayor to sign a letter of support for ACCESS Public Transportation. The letter will be used with grant applications.
  • The council approved a contract with the Ponderosa Tree Farm and Nursery.
  • The council approved a continuation of a tax abatement for the Ellis Days Inn. The abatement has been requested as the current owners are looking for a buyer and will only take effect if also approved by the Ellis County Commission and the Ellis Board of Education.
  • The council accepted resignation letters from Police Chief Taft Yates and Public Works Director Alan Scheuerman. Scheuerman will continue in his position until Nov. 1. Yates will continue in his role until Nov. 29.

Pick up a registration form at EPL, fill it out and return it by Oct. 1 to reserve your spot and to ensure we have enough supplies. (No late registration) This event is open to ages 7-12, but kids younger than 8 should probably have a helper.

Also attend Makey Makey Monday Model Make ‘N’ Take.

Come to the EPL Maker Space at the Ellis Public Library at 4 p.m. Monday, Oct. 7 for a Model Make N Take hosted by Steve and professional model builder Mark Logan.

You can build either a Tom Daniel’s designed Chopper “Roar and Peace” or the “Leap Hog” 3 Wheeler produced by Atlantis Models.

These are the kits like your Grandpa built. The class is open to girls and boys ages 7-12, but kiddos younger than 8 will probably need a helper.

Lila Marie (German) Atwell

Lila Marie (German) Atwell, the daughter of Delmar and Birdie (Neff) German, was born on August 1, 1931, in Glen Elder, Kansas. She departed this life September 15, 2019, at Salina Regional Health Center at the age of 88.

Lila grew up on the family farm south of Glen Elder, attended rural Grellet Grade School, and graduated from Glen Elder High School. She received a BS in Home Economics from Kansas State University where she met her future husband, and in 1951, a BS – Registered Nurse from Kansas University Medical Center in 1954.

Lila married her husband, Leroy Atwell, on September 7, 1952. To this union were born three children, Linda, Leon and Lance, whom she greatly loved. Lila and her husband moved to Utica, Kansas, in 1954, to join the Atwell farm and ranch operation while Lila worked at the Grisell Memorial Hospital in Ransom, Kansas. In 1961, they moved to the Edgar Williams farm east of Norton. After moving to Norton, Lila worked as a nurse at the Andbe Home. In 1975, she established the Norton County Health Department and later the PRN Home Health Agency administering those agencies for 23 years. Caring for the health of others and her family was a high priority in her life. She always appreciated nature and enjoyed tending to her flower and vegetable gardens and yard.

Lila grew up in the Friends Church in Glen Elder, of which her ancestors helped establish. Later she was a member of the Utica Christian Church and the Norton Christian Church where both she and her husband were youth leaders. Lila was a 4-H youth leader and a Farm Bureau leader. She received the Farm Bureau State Health and Wellness Award, Business and Professional’s Woman of the Year Award and was nominated for the Nursing Heart of Healthcare Award.

Survivors include: daughter, Linda, and husband, Ken Ziegler, of Oakley, Kansas; two sons, Leon, and wife, Treva (LeCount,) of Norton, Kansas, and Lance, and wife, Christine (Nonnweiler,) of Garner, Iowa; five grandchildren, Amber (Russ Wolters,) Brett (Kylie Shoemaker,) Leron, Kallie and Lindsey, and three great grandchildren, Elizabeth, Benjamin and Braxton, along with nieces, nephews and extended family and friends.

She was preceded in death by her husband, Leroy, parents, Delmar and Birdie German, brother Max German, parents-in-law, Merritt and Thelma Atwell, Tom and Elita Bentley, Darrell and Agnes Holmes.

Visitation will be at the Enfield Funeral Home in Norton, from 5:00 pm to 7:00 pm on Friday, September 20, 2019. Memorial services will be at the Norton Christian Church on Saturday, September 21, 2019, at 11:30 am. Private family interment services will be at the Norton Cemetery.

A memorial has been established to the Lila Atwell Memorial Fund in support of the Norton County Health Department.
