Dr. Michael Madden

Dr. Michael Edward Madden, 58, died February 22, 2019, near Hays.  He was born to Edward F. Madden, Jr. and Leona  (Lee) Madden.   Survivors include his loving wife, Theresa, nurse clinician at FHSU, and two sons, Levi and Luke, of whom he was most proud.   Levi is a mechanical engineer and his wife, Kelsey, an architect,  in Salt Lake City, Utah.  Luke is currently pursuing a doctorate degree in mechanical engineering at Texas A & M, College Station, Texas.  Mike was preceded in death by his father, Edward (Eddie) Madden.

Mike was the oldest boy in a family of seven children.  He is survived by his mother, three sisters, Kim (Doug) Porter, Hutchinson, Shelley (Steve) Lowen, CO Springs, and Shannon (Jim) Roberts, Hutchinson, and three brothers, Joe (Tammy) Olathe, Bill, Omaha, Neb, and Charles (Lisa), Falls Church, Virginia, and numerous nieces and nephews.

Dr. Madden was the unlikely combination of college professor and country cowboy.   He grew up in Hays, was a graduate of Hays High School, received his B.S. from FHSU and earned his PhD in human anatomy at KU.  He was a research assistant at the KU Medical Center in Kansas City, where he met his wife, Theresa,  but  being a country boy at heart, he chose to return to his roots.

He accepted a position in the Allied Health Department at FHSU, teaching radiology technology, where he was held in high regard by both faculty and students.   He also taught a virtual class for the Univ. of NE and authored multiple textbooks on human anatomy, one even translated into Portuguese.    On evenings and weekends, come rain or shine, he headed for the country to mend fences, build corrals, and tend cattle.  He drove a mean 4-wheeler.   His life was a balance between mental and physical activity and it worked well for him and his family, until his body gave out.

He was known as a caring, kind man with a ready smile.  His life was not long, but he touched so many in such a positive way.  He leaves behind a great legacy, the family he loved with all his heart, and the many students he taught and encouraged.  He will be missed and long remembered.

Memorial services will be held at 10:00 a.m. Saturday, March 2, 2019 at St. Nicholas of Myra Catholic Church, Hays.  Private family inurnment will be at a later date.

Memorial Visitation will be Friday 5:00 to 8:00 p.m. with memory sharing at 7 p.m. all at Brock’s-Keithley Funeral Chapel and Crematory, 2509 Vine, Hays.

In lieu of flowers, memorials are suggested to: The Fort Hays State University Foundation or the Hays Medical Center Foundation and may be sent in care of the funeral home.

Andrew Wesley Totten – infant son, of Tom and Sara (Vine) Totten, of Hays, Kansas died Saturday, Feb. 23, 2019, at Children’s Mercy Hospital in Kansas City, Missouri. He was born Feb. 14, 2019 in Hays, Kansas.

Survivors include his parents, Tom and Sara Totten, of the home; one brother and one sister, Lukas Totten and Ashlyn Totten, of the home; grandparents, Trace and Sherry (Combs) Totten, Hays; Kevin and Patty Vine, Ellis; Renee (Herrman) Vine, Hays; great-grandparents, Larry and LaVonne Totten, Tulsa, Oklahoma; Larry and Julia Hoke, Russell; Roy and Hilda Herrman, Hays; Sharon Height, Bartlesville, Oklahoma;  two uncles, Alan Vine, Hays; Robert Sanetta, Ellis; two aunts, Shawna Becker and husband, Caleb, Overland Park; Denise Ball and husband, Jack, Ellis; and eights cousins.

He was preceded in death by his great-grandparents, Harold and Wauneta Vine.

Funeral services is at 11 a.m. Friday, March 1, 2019, at Westview Church, 3000 W. 41st St., Hays, with burial in Mount Allen Cemetery, Hays.

The family will receive friends from 10 to 11 a.m. Friday, at Westview Church.

Memorials are suggested to Tom and Sara Totten.

FHSU women’s basketball up to third in both national polls

The Fort Hays State women’s basketball team will open the final week of the regular season ranked third in the country according to both national polls released Tuesday (Feb. 26). This week’s position in the WBCA Division II Coaches Poll matches the Tigers’ top ranking so far this season, while FHSU is third in the D2SIDA Media Poll for the third week in a row.

The Tigers reached No. 3 in the coaches poll earlier this season (1/15/19) after opening the year 15-0. Fort Hays State is 8-2 all-time as the third-ranked team in the coaches poll, including a 1-1 mark this season.

Central Missouri is the only other MIAA institution listed in either poll, coming in 24th once again in the coaches poll while jumping to 23rd according to the media.

Fort Hays State wraps up the regular season at home this weekend, beginning with a 5:30 p.m. contest Thursday (Feb. 28) against Missouri Southern.

Hays Aquatic Park taking applications for lifeguards

The Hays Recreation Commission is currently taking applications for the 2019 season for the Hays Aquatic Park!

If you are a certified lifeguard or at least 15 and want to be a lifeguard, apply by April 3rd and attend the interview listed on the application! Those hired that are needing certification will be trained!

We are also taking applications for Admissions and Concessions at the Aquatic Park!

FHSU softball games at Newman postponed

The softball doubleheader between Fort Hays State and Newman University in Wichita, Kansas on Tuesday (Feb. 26) has been postponed until a later date. The weather conditions and forecast in the Wichita area for Tuesday have worsened, so the teams have rescheduled the doubleheader for Wednesday, April 24 at 3 pm.

FHSU baseball moves home series to Bolivar

HAYS, Kan. – For the second week in a row, winter weather has forced the Fort Hays State baseball team to adjust its scheduled conference series. Instead of playing at home this weekend, the Tigers will travel to play Southwest Baptist in Bolivar, Mo. in their three-game MIAA set. The Tigers will play all three games as the home team.

The teams will target a single game on Thursday, February 28 beginning at 2 p.m. before wrapping things up with a doubleheader on Friday, March 1 beginning at 11 a.m. Live stats and video are scheduled to be available at the links above.

The Tigers are 24-15 all-time against Southwest Baptist, including a 12-12 mark in Bolivar. Fort Hays State took two out of three on the road against the Bearcats last year.

Kanopolis Lake level drawn down for construction work

MARQUETTE – Due to construction work at Kanopolis Lake in Ellsworth County, the lake will be drawn down an additional foot to elevation 1461.0 feet. Dive work associated with the construction work requires releases to be shut off for safety purposes.

The lake will be drawn down before the dive work starts then releases will be shut off while dive operations are active. Nightly releases will likely be made to slow the rise of the lake during this period. The current plan is to release up to 500 cubic feet per second each night. Once the lake reaches the top of the multipurpose pool elevation 1463.0 feet, dive work will stop until the lake can be drawn back down. Additional rain in the basin may impact construction and release schedules.

With changing lake elevations and river levels, the public is encouraged to exercise safety on and near the water. BOWERS: Senate Scene Week 6

SENATE HIGHLIGHTS

Last week marked the sixth week of session with the first half of the legislative session almost behind us.  As we approach “turn-around” the Senate held floor debate on Tuesday and Wednesday and worked bills which were sent out of committees to the full Senate.  The bills voted on by the full Senate now cross over to the House of Representatives where the process starts over.  Conference committees will meet to iron out the differences between the Senate and House versions before the 2019 session ends in May.  

FLOOR ACTION

EXPIRATION DATE OF RISK-BASED CAPITAL INSTRUCTIONS – SB 28 will change the date specified in the Insurance Code for risk-based capital (RBC) instructions.

EXEMPTING CERTAIN DOMESTIC INSURERS FROM FILING ENTERPRISE RISK REPORTS –SB 66 will modify registration requirements in the Insurance Holding Company Act related to filing exemptions for enterprise risk reports.

M DRIVER’S LICENSES OPERATING UNDER TEMPORARY PERMIT – SB 17 will remove an exception for motorcycles operated with a temporary registration permit from requirement for each operator of a motor vehicle in Kansas to hold a license classified for the operation of the motor vehicle.

CLAIMS AGAINST THE STATE – SB 25 will authorize expenditures of $82,886 in FY 2019 to pay claims against the State of Kansas.

APPROACH OF AN EMERGENCY VEHICLE – SB 40 will remove language requiring a law enforcement officer to issue a warning citation from, and after, the effective date of the act, and prior to July 1, 2001. This is for provisions requiring a driver to move into a nonadjacent lane or, if changing lanes is not possible or unsafe, proceed with due caution upon approaching an authorized emergency vehicle or police vehicle using flashing or hazard warning lights.

SEAT BELT USE IN TRAFFIC INFRACTIONSB 41 will amend the Uniform Act Regulating Traffic to specify the violation of law that requires seat belt use by occupants ages 14 and older in passenger cars or autocycles. This will now be considered a traffic infraction.

KANSAS FARM BUREAU MEMBER HEALTH CARE BENEFITS – SB 32 will allow the Kansas Farm Bureau to establish a health care benefit that offers coverage specifically for Farm Bureau members in Kansas. Senate Bill 32 aims to reduce the number of uninsured Kansans by creating competition and free-market options for health care. Senate Bill 32 is the Farm Bureau’s solution to addressing the critical need for KFB members to find affordable health care coverage. A recent study pointed out that 65 percent of agriculture producers view health care as the number one threat to the future of their operation. 

KANSAS REAL ID LICENSE

Passed by Congress in 2005, the REAL ID Act enacted the 9/11 Commission’s recommendation that the Federal Government “set standards for the issuance of sources of identification, such as driver’s licenses.” Starting October 1, 2020, every state and territory resident will need to present a REAL ID compliant license/ID, or another acceptable form of identification, for accessing Federal facilities, entering nuclear power plants, and boarding commercial aircraft.  This is called “card-based” enforcement.  The card, itself, must be REAL ID compliant unless the resident is using an alternative acceptable document such as a passport.  The card that is Real ID compliant will feature a gold circle with a star cut out symbol printed in the top third of the card on the front right side.  Real IDs are optional and Kansas residents can choose between either Real ID card or a Nonreal ID card and there are no changes to fees for Kansas cards.  In order to receive a Real ID card, a proof of lawful presence is required such as a birth certificate, unexpired US passport or naturalization certificate.  Also required is a social security card, current W-2 or 1099 or current pay stub showing full social security number.  Proof of Kansas residency is required by several means including a rent or lease agreement, renewal postcard, vehicle registration, utility bill or financial institution documents such as a bank statement, deed or mortgage.  More information can be found at https://www.ksrevenue.org/dovrealid.html.  You can order certified vital records like birth certificates at https://www.kdheks.gov/vital/birth.html.

The State Library has online interactive eBooks, storybooks, and puzzles for children.  These resources encourage new and reluctant readers to develop a love for reading. BookFLIX (PreK to third grade) pairs children’s video storybooks with related nonfiction titles. TumbleBooks offers animated talking picture books and read-along chapter books that improve sight word recognition. VISITORS FROM SENATE DISTRICT #36

The sixth week of session was another busy week with visitors to the Kansas legislature. Three hundred plus 4-Hers from across Kansas held their mock Legislative session in the House Chamber on Sunday evening and then met us for lunch on Monday in the Capitol.  Mental Health Centers, Kansas Association of Conservation Districts and students and staff of the Kansas After School program were in the Capitol for their annual visit and receptions.

I always encourage you to stay informed of the issues under consideration by the Kansas Legislature. Committee schedules, bills, and other helpful information can be easily accessed through the legislature’s website at www.kslegislature.org. You are also able to ‘listen in live’ at this website.  The House meets at 11:00AM and the Senate at 2:30PM.  Please do not hesitate to contact me with your thoughts, concerns, and suggestions.
