Salina Police Chief Carson Mansfield said Wednesday that he did not see anything that could have been done differently by an officer during a call last Friday night at a Salina bar where an officer is on video knocking a person to the ground, while another person was being arrested.
Mansfield said the officer who threw the person to the ground was coming to the assistance of another officer who was arresting a 22-year-old man for disorderly conduct.
The male who was thrown to the ground apparently struck the arresting officer in the back and then ran away from the area after being knocked down on the ground.
The Salina Police Department released the following timeline concerning the event at the Speak Easy Bar and Grill. The Following is a release from the Salina Police Department on th timeline of the event Friday night:
1) at 1115 Dispatch received a 911 call from an employee of the Speak Easy 2030 S. Ohio stating there was a large fight involving 20 people in the area of the bar.
2) All available units were dispatched to the scene. Five units responded.
3) The first unit arrived at 1117.
4) At 1118 two additional officers arrived on the scene.
5) At 1119 the officer advised that the parties involved had departed and there were no injured parties at the scene.
6) At 1121 Two additional officers arrived at the scene.
7) As the three officers exited from inside of the bar employees pointed out a large gathering of 8 to 10 white males and one white female outside in the parking lot about 30 feet from the entrance of the bar. The employee indicates that these individuals were involved in the physical altercation on the patio. The employee advised officers that these people were not welcome to enter the bar.
8) Officers advised the group they were not to re-enter the bar or they would be arrested for trespassing.
9) The group appeared to be under the influence of alcohol, was very abusive, loud and profane toward the officers. They advised the officers they were waiting for taxis to transport them. Officers instructed the group to wait off of the property instructing them to move to City sidewalks.
10) The group slowly moved east toward the sidewalk but continued their profane,vulgar, verbal abuse toward the officers.
11) Officers contacted their supervisor and advised that four officers would remain in the area to make certain the angry agitated group would leave and not return to the bar.
12) The group slowly moved to the south side of the building and then to the west parking lot and back towards the front of the building.
13) one individual from the group went to the front door and opened it in an attempt to go inside of the bar. The officers stopped him and told him he could not enter the bar. The individual was loud and profane.
14) A female patron from inside the bar exited the front door of the bar. The individual who had attempted to get into the bar was yelling profanities which included the “F” word. An officer asked the female patron is she was offended by the abusive language and she indicated that she was.
15) An Officer went to the disorderly subject and advised him he was under arrest. The subject attempted to back away from the officer. Another individual charged toward the back of the arresting officer and the subject he was attempting to arrest. Another officer seeing the individual charging toward the back of the arresting officer intervened and grabbed the subject who was now at the back of the arresting officer. The officer threw the subject to the ground and then assumed a guard position to make certain no other individual from the group attempted to jump on the back of the arresting officer who was now on the ground handcuffing the disorderly subject.
16) The arrested subject was removed and placed in the back of the arresting officer’s patrol vehicle. the arresting officer returned and asked which individual had struck him on the shoulder while he was arrested the disorderly subject. No one in the group admitted to the battery of the officer. The arresting officer then transported the disorderly subject to the jail.
17) the group continued to be verbally abusive toward the three remaining officers. The group was instructed to leave the parking lot. Eventually the group did leave. Taxis arrived, however the individuals refused to utilize the services of the taxis.
18) At about 1202 on October 5th the officers left the area as the majority of the group had departed the area by riding in private vehicles which had arrived to pickup the individuals from the group.
19) On October 5,2013 during the shift briefing Officers involved in the disturbance the night before viewed the You-Tube video and were able to ascertain the identity of the subject who had physically interfered with the arresting officer. An arrest affidavit was completed and delivered to the court seeking a warrant for the arrest of the individual, for one count of Battery of a Law Enforcement Officer, and one count of Obstruction of an officer.
