In a video released by the City of Hays, City Manager Toby Dougherty speaks about growth for Hays.

“The City of Hays’ current pattern of development does not match the growth rate of it’s population,” according to the video description. “The video is meant to bring awareness to our current unsustainable growth rate and to start a conversation to develop solutions to address the issue in order to build a Stronger Hays.”
