The Hays City Commission signed off on the project to rehab the airport’s runway over a month ago, but work hasn’t started. City Manager Toby Dougherty says the FAA grant is being held up in Washington.
If the grant isn’t approved by July 31st, the city will have to rebid the project. Even if it is approved, construction may be pushed back to next spring
