The City of Russell no longer wants to participate with Hays in a study of the feasibility of creating low head dams to replenish the aquifer. Hays City Manager Toby Dougherty says Corps of Engineers and the state still would participate with Hays in the study, and it would now include additional research.

Dougherty says this additional information would put the city in a better position for permitting from the Division of Water Resources.

The commission will consider the $20,000 expense next week.
