The developer of the Stone Post Apartments on South Main in Hays is again seeking support for federal tax credits for a new development south of HaysMed. Overland Property Group’s Matt Gillam says the funding through the tax credits is less than in the past, and so to make up the gap, the developer is asking to also use a Rural Housing Incentive District.

Hays City Manager Toby Dougherty says the RHID is a valid economic development tool, and staff is developing a policy for its use.

The new development would include a 32 multi-family apartment complex with a clubhouse. The apartments would be income restricted. Overland Property Group applied for tax credits for a similar development last year, but was denied.

Next week the commission will consider a resolution of support for tax credits and a letter stating that the city will consider a RHID.
