Hays Police are investigating  reports of burglary and theft that happened over the past week. According to Lt. Ron Rounkles, “Hand tools were stolen out of a vehicle at M & D Excavating, in the 1100 block of East 8^th Street between May 24-28, and a blue & white paddle boat was reported stolen Monday evening from a back yard in the 100 block of E 14^th  Street.
