🎥 Grow Hays to receive extra funding from city of Hays

City commissioners discuss outside agency funding during a second review of the 2020 budget draft.

After requesting funding from the city of Hays for the first time in two years, Grow Hays will receive a little more than it asked for.

Doug Williams, Grow Hays executive director, made a $100,000 funding request from the city’s proposed 2020 budget during a presentation in June.

During last week’s work session, commissioners agreed to Mayor Henry Schwaller’s suggestion not to renew the $45,000 city contract with business recruiter Retail Strategies for a third year, resulting in a savings of $42,500 in the economic development fund this year.

“They told us what we needed to know. … We know our trade area, we know who lives here, we know what they buy and what they’re seeking.

“We’re done. They can’t recruit anybody and we haven’t heard from them in a year,” Schwaller said.

“That’s where I’m at,” said Shaun Musil, vice mayor.

“We may see some impact on our retail side from additional work being done by Grow Hays,” Commissioner Sandy Jacobs said. Grow Hays was formerly the Ellis County Coalition for Economic Development.

“We have $42,500 for economic development in the 2019 budget that is not spent,” Musil pointed out. “I’d like to offer that to Grow Hays this year and possibly that same amount next year.”

Jacobs went further, offering the remaining $42,500 this year plus the total economic development budget of $87,500 in 2020 “since we’re not going to renew with Retail Strategies,” she said.

The total would be $130,000 to Grow Hays over the 2019/2020 budget cycle. All the commissioners agreed.

“We would also hope that their solicitation of investment from local businesses increases as well,” added Phelps.

The commission will vote on the $42,500 expenditure for 2019 at their meeting tonight.

Commissioners also gave their consensus to the following funding requests:

  • CARE COUNCIL – $168,000, up from $164,000
  • Fort Hays State University Scholarship Program – $100,000
  • Downtown Hays Development Corporation – $50,973
  • Ellis County Historical Society – $12,000
  • Hays Arts Council – $12,000
  • Wild West Festival – $9,500

“That $100,000 investment is realized over and over during the school year,” Phelps said of the FHSU allotment.

Mellick praised DHDC for asking for 5% less this year.

“I’m happy with that. I think that’s showing some restraint in not thinking this is an entitlement,” Mellick said.

“They do good things. … We’ve given them lots of money over the years and lots of opportunity, and they have ran with that money well. But they need to slowly – to a certain extent – become a little more self-funded.”

The Ellis County Historical Society is working on a strategic plan, which could include a new building. The museum is housed in the First Presbyterian Church, 100 W. 7th, located in the city’s historical district. Mayor Schwaller noted it would require a resolution from the city commission to raze the church.

Sternberg researchers interact with public through fossil ID program

The Sternberg Museum has opened its backroom to show the public the transformation of fossils from the field to something that can enter the museum’s collection.

A big part of this has been the opening of the newly renovated Dane G. Hansen Paleontology Center. In addition to new state-of-the-art equipment, the lab has windows through which museum visitors can see scientists working on fossils.

As there was no line waiting for Byrd’s services, I took my own “fossils” in for identification. I have been hunting crinoids with my dad in the gravel pits on my grandfather’s farm every since I can remember, so I dug into my box of rocks and fished out three promising specimens.

Two of my “fossils” weren’t fossils, Byrd said. They were just interesting rocks.

The one fossil was a mold of the inside of a clam. Byrd said although the shell of the clam was gone, sediment had likely deposited inside of the clam to form the mold.

Although I had not marked the fossil, based on the box I found it in, I think this came from the area below the Tuttle Creek Dam. Many fossils were found there after flooding washed away topsoil and rock in 1993.

Byrd said she enjoys the opportunity to interact with visitors thanks to new lab space.

“I think being able to interact with the scientist who is actually doing the work is so important,” she said. “I get stuck downstairs so often that I love the opportunity to come up and talk to everybody about the stuff I get to do everyday.”

The day I visited, she was working on a mosasaur skull. Mosasaurs were large aquatic reptiles that lived during the Cretaceous period from 100 million to 66 million years ago. They inhabited the inland see that covered Kansas at that time.

Byrd’s specimen on Friday was found in Gove County. Of the museum’s 21,000 catalog fossils, 14,000 of them were found in Kansas.

If you visit the lab, you can see the stages fossils move through as they are being prepared.

The fossil is first removed from the surrounding material and placed in a burlap and plaster cast for shipping. Once at the museum, the paleontologist has to remove the surrounding material.

My little clam fossil was pretty clean, probably because it was forcefully ripped out of the rock by a torrent of water. Not so for Byrd’s fossil. Her mosasaur skull was encased in a matrix.

The material surrounding the mosasaur skull was fairly soft, so Byrd was using dental tools to painstakingly clean the fossil. To add to the challenge, plant material had tried to grow into fossil.

Dinosaur fossils found in other areas of the U.S. can be located in much harder material. This can require pneumatic tools.

How long it takes to clean a fossil depends on its size and the material in which it was found. Some fossils can take years to prepare, Byrd said.

All of the paleontologists’ work is done under a microscope, but a monitor is mounted outside of the lab so visitors can see what the scientists are seeing.

“Because we do everything under a microscope, it is sometimes hard to see when someone is at the window because we are so focused. However, I can hear when they are interacting with that monitor,” Byrd said. “Because I hear a mom say, ‘Hey sweetie, see what she is working on there. You can actually see it up close there.’

“If I have the windows open I can say, ‘Hey, do you have any questions? Would you like to learn anymore about what is in here?’ Or kids will point and say, ‘What’s this?’ Having this larger window and broader space, people can see what is in here.”

All of the surrounding sediment materials cleaned from the fossils is saved. A specific researcher is using the material around the fossils to evaluate in what type of environment the animals lived.

“Once you have taken it all off, you have lost a specific detail of this bone’s history,” Byrd said. “It’s another clue. When you think about life, you have to think in the whole view. You can’t think in terms of just one animal. You have to think in the ecological view — the animals, the plants. What are the sediments telling us?

“Especially in the Western Interior Seaway since it was covered in water, the sediments can tell you a lot about what changes happened through time within those sediments. Did it get more course? Did it get finer? That can tell us different things about how water is moving throughout this area through that broad span of time that water covered the U.S.”

Microscopic creatures can be found in the sediment that also give clues to environment, such as temperature and salinity.

The original prep lab is now the histology lab. Scientists cut very thin slices of bone and grind them down to be viewed under a microscope.

Looking at the bone at the minute structural level can also gives clues about how the animals grew and what they ate. When reptiles experience a trauma, that can have arrested growth, which shows up in their bones.

Bone growth can also give researchers clues to the environment in which the animals lived, including water temperature and if the animal was warm- or cold-blooded.

One FSHU graduate student has been recently using histology to study the growth patterns of the Sternberg’s plesiosaur.

“You have all of these clues that confirm what scientists have been thinking of,” Byrd said. “It is just more evidence to support the case and give us a more solid understanding.

“We are taught to always question, but once you get enough information, we can say, ‘How much do we trust the current evidence? Test it again, see if we get the same results.’ If we continue to get the same results, then ‘OK that’s it.’ ”

You don’t have to have a fossil to visit the lab during the fossil ID ID time. You can just show up with questions. The event is free with admission.

Bazaar on the Bricks to offer hot deals this Saturday

Thousands of people are expected downtown this Saturday for the annual Bazaar on the Bricks event.

About 60 vendors, including downtown merchants, Downtown Hays Market vendors, and additional regional vendors will participate in the annual sidewalk sale.

Main will be closed starting Friday night from Seventh to 12th streets.  The market will run from 7 a.m. to 1 p.m. and is free to attend. The event is sponsored by Downtown Hays Development Corp.

Sara Bloom, DHDC executive director, said shoppers will have a wide selection to choose from, including some of the best deals of the summer from downtown merchants.

“Anything and everything,” Bloom said of what people will be able to purchase Saturday during the event. “We will have multiple downtown business that will be participating. Whether they are putting items out on the sidewalk or not, there are going to be great bargains inside their stores. These will be the biggest markdowns of the year for them, so we get excited for that.”

Goodwin Sporting Goods went out of business last year and will be selling the last of its merchandise at Bazaar on the Bricks. Bluetique is offering $10 and $15 shoes. Some businesses, such as Simply Charmed and Paisley Pear, began their sales earlier this week.

About 30 to 40 vendors who normally would be located at the Union Pacific Plaza Pavilion will move onto the street.

“You are going to find anything from essential oils and clothing to  handmade products — lots of produce. We have lots of produce coming this weekend — to honey and jewelry and everything in between.”

Children’s activities will be offered from 10 a.m. to 1 p.m. at the pavilion. These will include mini carnival games, arts and crafts, a bounce house, face painting, and the Nex-Tech train. All the children’s activities are free and open to the public.

“This is a tradition for Hays. The Bazaar on the Bricks — the sidewalk sale — has been going on in Hays for decades,” Bloom said. “This is a tradition we want to see continued in downtown Hays. It gives the stores an opportunity to come outside of their doors. It gives the community an opportunity to come out and interact with each other and the store owners.

“The Downtown Hays Market is only six years old, so it hasn’t been a part of this as long as the event has been going on, but it is a chance for them to showcase their products again and interact with those brick-and-mortar businesses.”

Kansas Rural Center announces panelists for town hall in St. Francis

TOPEKA – Panelists speaking at the upcoming Kansas Rural Center Town Hall meeting on July 31 in St. Francis have been announced and include Rachel Myslivy, Assistant Director of the Climate and Energy Project, Jeremy Cowan Assistant Professor of Sustainable Food Production Systems at K-state, and Jeeter and Nina Isley, organic farmers from Y-Knot Ranch in Bird City.

Kansans are invited to attend the upcoming “Kansas Future of Farming & Food” Town Hall on Wednesday, July 31, at Fresh Seven at 312 West Washington Street in St. Francis from 5:30 p.m. to 8 p.m. The Town Hall, hosted by the Kansas Rural Center, will feature a panel of experts on our food system and farming, climate and energy, and rural/urban community needs, and how we come together to address these. 

Following the panel comments, attendees will have time to respond, ask questions, and share their experiences or opinions about the issues addressed to help identify what is needed to advance opportunities in their communities and/or the region.

This is the fourth of five “Future of Farming and Food” Town Halls being organized across the state. The final town of the series will be in Kansas City on August 19th.  Town halls were held in Emporia, Wichita, and Garden City earlier this month.

CAMPBELL: Post-harvest weed control in wheat stubble

Post-harvest weed control in wheat stubble is very important to conserve soil moisture and prevent weeds from going to seed and adding to the weed seedbank. Excessively wet weather this spring, particularly in May and early June, will likely require earlier and more intensive weed management efforts this year. Also, where there are bare spots either due to hail damage or flooding, weeds may be growing quickly. Controlling these weeds while there is moisture and active growth, before they set seed, is a good idea.

The standard treatment for many years to control weeds and volunteer wheat in wheat stubble was glyphosate plus 2,4-D LVE. If kochia was present, we may have added some dicamba, but it generally wasn’t added in the eastern areas of Kansas because of drift concerns to soybeans. Glyphosate plus 2,4-D and/or dicamba remain a primary option for weed control in stubble, but with the development of glyphosate-resistant weeds, these options certainly don’t work as well or quickly as they used to.

Glyphosate used to be fairly foolproof, even on big weeds, but that is no longer the case. Dicamba and 2,4-D probably weren’t contributing as much to the weed control in those tank mixes as we may have thought, so now we are struggling to achieve acceptable control. Timing and weed size is much more critical with almost all other herbicides than it was with glyphosate. Consequently, it is very important to try and apply those treatments before the weeds exceed 4 to 6 inches tall, but that often doesn’t happen.  In addition, treatment before weeds exceed 4 inches tall may require a number of applications to manage multiple flushes of weeds, which adds significantly to the cost of control.

Higher rates of the 2,4-D and dicamba may improve control, but in most cases we probably don’t want to exceed 1 qt/acre of 2,4-D or a pint/acre of dicamba. Sharpen is another herbicide tank-mix partner that may help with control of the pigweeds and provide some residual control. Sharpen works best with the addition of methylated seed oil and can provide some pretty good burndown on smaller weeds, but if the weeds are very big, it tends to burn the tops and plants eventually resume growth. Applying 2 or 3 oz/acre of Sharpen instead of 1 oz/acre will improve control of larger weeds and provide longer residual control. Sharpen requires complete coverage so using 15 to 20 gallons/acre spray solution is important.

One herbicide alternative to glyphosate that can work well to control emerged pigweed and kochia is paraquat. Paraquat is a contact herbicide, so spray coverage is critical. Spray volumes of 20 gallons/acre or higher are preferred, especially on larger and thicker weeds. Paraquat also needs to be applied with a nonioinic surfactant or oil concentrate to enhance surface coverage of the plant foliage. A tank mix with atrazine will enhance control and provide some residual weed control if planning to plant corn or sorghum next spring. Likewise, metribuzin can be tank-mixed with paraquat if rotating to soybean to enhance control and provide some residual. If planting wheat this fall, a tank mix with Sharpen is an option to provide some residual control. Recent work at K-State suggests that making the paraquat application as soon as possible following wheat harvest allows for better coverage and more effective control especially of the pigweeds.

Another herbicide that can be added to the burndown treatments for residual broadleaf weed control in wheat stubble is flumioxazin (Valor and others).  Flumioxazin has been used as a pre-plant/pre-emergence treatment in soybeans for years, but it hasn’t been used much in wheat stubble because of the cost.  However, with the recent reduction in flumioxazin prices, it may be worth considering as part of our stubble management treatments for residual weed control, especially the pigweeds.   Wheat can be planted 30 days after 2 oz/ac, or 60 days after 3 oz/ac Valor application, if at least one inch of rain occurs between application and planting.  Corn, sorghum, cotton, sunflowers, or soybeans can be planted the following spring following flumioxazin treatment.   Residual weed control with flumioxazin will depend on rainfall for activation, just as with pre-plant treatment in soybeans.

Northwest Kansas man dies after crash with a semi

DECATUR COUNTY— One person died in an accident just after 2:30p.m. Wednesday in Decatur County.

The Kansas Highway Patrol reported a 2012 Ford F150 driven by David L. Simpson, 81, Oberlin, was northbound on Kansas 123 and stopped at the stop sign at the Kansas 383 Junction. The driver pulled out in front of an eastbound semi. The semi struck the driver’s side of the Ford.

The impact caused the driver, who was not wearing his seatbelt, to be partially ejected from the pickup, according to the KHP.

Simpson was pronounced dead at the scene and transported to Pauls Funeral Home.

The semi driver, Roger D. Owen, 64, Revenna, NE., was transported to the hospital in Oberlin with minor injuries, according to the KHP.

UPDATE: Missing Hays 7-year-old found safe

UPDATE, 9 p.m. Wednesday: According to Hays Police Chief Don Scheibler, a boy reported missing late Wednesday afternoon has been found safe and is home with his family.

Scheibler commended the community response, noting over 100 people responded to help search for the boy. The post on the HPD Facebook page and Hays Post Facebook page was shared by more than 2,000 people.

HAYS— Police in Hays are requesting assistance in locating a missing 7-year-old boy, according to the department’s Facebook page.

Landon Pohlman was last seen at 4:30pm walking toward Massey Park, 17th & Allen in Hays.

The child was last seen wearing a white t-shirt, bright orange shorts, and yellow shoes.

The missing child may be accompanied by two other juveniles, known only as Ben and Brayden.

Ben and Brayden are believed to be siblings. Anyone with information reference the missing child or the identity of Ben or Brayden are requested to contact the Hays Police Department at (785) 625-1011.

High-speed chase leads to crash, arrest in Russell County

A high-speed chase that began in Ellis County early Tuesday evening led to a crash and arrest of a Denver resident in Russell County.

At 6:48 p.m. Tuesday, a 2015 Chevy Camaro SS driven by Jeremiah Mullins, 26, Denver, approached a Kansas Highway Patrol trooper on Interstate 70 at milepost 147 eastbound, passing the trooper at 127 mph, according to KHP Trooper Tod Hileman.

The trooper attempted to stop the vehicle and a pursuit ensued.

Mullins continued driving east, until the Gorham exit when the vehicle exited and began traveling south on the Gorham blacktop.

The vehicle traveled south for approximately 4 miles until turning west for a mile and then began turning randomly on county roads until he returned to the Gorham blacktop, heading back toward I-70.

He returned to I-70 and began traveling eastbound through Russell County, avoiding stop sticks placed by Russell Police and the KHP.

As the pursuit continued, Mullins approached speeds of 150 mph, Hileman said.

After passing east of the Wilson exit, the KHP forced the vehicle off the road, where it crashed into the south ditch.

“The subject then fled on foot southbound from I-70, making about half a mile and went down into a ravine and was hiding out there,” Hileman said.

A KHP airplane assisted in the search, along with a KHP K-9 unit.

At 9:19 p.m., the K-9 unit and handler located the suspect and he was arrested without further incident.

Mullins was arrested on suspicion of allegedly attempting to flee and elude law enforcement, avoiding spike strips, reckless driving, drug possession and possession of drug paraphernalia
