SBA small business lending momentum continues

WASHINGTON – The U.S. Small Business Administration announced FY18 lending numbers showing that it guaranteed over $30 billion to small businesses that otherwise would not have had access to capital.

“We are providing tools, resources and access to capital for America’s 30 million small businesses, and our FY18 numbers bear that out,” SBA Administrator Linda McMahon said. “SBA’s 7(a) and 504 loan programs have never been more dynamic, easy to use and accessible—helping small businesses succeed and thrive. Our loan programs in FY18 continue to show strong performance, and we believe the President’s tax cuts and deregulatory actions will help more small businesses grow and prosper in the coming year.”

In FY18 there were approximately 60,353 7(a) loans made, with a total dollar amount of $25.37 billion. The 7(a) program is SBA’s flagship program, which offers guarantees on loans to small businesses of up to $5 million on reasonable terms and conditions. 7(a) loans are commonly used for acquiring land, purchasing equipment, or working capital.

The SBA’s 504 loan program had another year of high performance for lending, with 5,874 loans made for a total dollar amount of over $4.75 billion. In FY18 SBA launched the 25-year Debenture, which offers an extra 60 months of financing at a fixed rate for small businesses. Since its introduction in April, over 1,000 debentures had been sold by the end of September.

“The 25-year Debenture is designed to help free up cash flow and offer fixed rates in a rising interest rate environment for 504 borrowers and we are pleased to see over $1 billion has been disbursed in less than six months,” Associate Administrator for SBA’s Office of Capital Access William Manger said.

In FY18 there was significant growth in the SBA’s smaller loans, including a record volume of dollars lent in the Microloan and Community Advantage Programs. Specifically, over 5,000 loans were approved for over $72 million in the Microloan program and over 1,000 loans for over $150 million in SBA’s Community Advantage program.

The SBA continued to innovate and improve processes by leveraging enhanced technologies. Lender Match is an SBA technology platform that gives entrepreneurs the ability to complete a quick online form, without registration or cost, and be connected with an approved SBA lender within 48 hours. To date, Lender Match has generated 3.6 million leads on behalf of small businesses to our lenders and over 160,000 unique borrowers have been contacted by lenders with financing options.

Another technological innovation was the development of the SBA’s Franchise Directory which was launched this year and has resulted in an over 50 percent increase in eligible franchise brands. There are currently 3,192 brands on the Franchise Directory. When the directory was first published in October 2017 there were only 2,034 brands. In FY18, SBA has seen a year over year increase of over 21 percent in 7(a) and 504 dollars going to franchises.

About the 7(a) and 504 loan programs

The 7(a) loan program is the SBA’s primary program for providing financial assistance to small businesses and offers guarantees on loans to small businesses of up to $5 million on reasonable terms and conditions. 7(a) loans are commonly used for acquiring land, purchasing equipment, or working capital. The CDC/504 loan program helps small businesses acquire fixed assets to promote economic development in the form of long-term fixed rate financing for fixed assets on reasonable terms. Under this program, the SBA authorizes CDCs (Certified Development Companies) to provide financing to small businesses with the help of third-party lenders (typically banks). The maximum loan amount is generally $5 million; however, certain eligible energy-efficient or manufacturing projects may qualify for more than one 504 loan up to $5.5 million each.

Child critically wounded in Kan. road-rage shooting, suspects in custody

SEDGWICK COUNTY — Law enforcement authorities are investigating a road-rage shooting and have a suspect in custody.

Just before 5p.m. Wednesday, two vehicles were traveling on Broadway at 13th Street in Wichita, according to Police Chief Gordon Ramsay.  There was some type of one vehicle cutting off the other that turned the situation into a road rage incident, according to Ramsay. 

The vehicles traveled to the 1200 Block of North Topeka and two shots were fired at the SUV with 6 children under age of ten in it, according to Ramsay.   A 4-year-old boy was wounded in the stomach. He was transported to the hospital in critical condition, according to Ramsay.

The suspect’s vehicle described as a Ford Mustang fled the scene. Police located it and interviewed the occupants.

According to the Sedgwick County arrest report, Tylin Deshone Atkinson, 19, was booked just after 11:30p.m. Wednesday for aggravated battery with a deadly weapon, criminal discharge of a firearm; recklessly at an occupied vehicle and numerous vehicle and traffic violations.

Police also booked 21-year-old Ramonayka Smith for criminal discharge of a firearm, aggravated battery, and speeding, according to the Sedgwick County arrest report.

Police are expected to release additional details Thursday.

Vice President Mike Pence to arrive in Kansas today

SEDGWICK COUNTY — The Vice President of the United States is coming to Kansas.  Mike Pence will appear at a campaign event in support of Kansas candidate for governor Kris Kobach.

The dinner and reception is scheduled for Thursday evening at the Air Capital Flight Line Building in Wichita. Tickets for the event were $150 per person. Photographs with the Vice President were also available for significantly more money.

The trip by the Vice President follows a Saturday October 6 stop in Kansas by President Donald Trump.

Sheriff: One man dead after Kansas construction accident

JACKSON COUNTY — Authorities are investigating the cause of a fatal construction accident. Just after 2p.m. Wednesday, first responders were called to a home in the 500 Block of Iowa in Holton, according to Sheriff Tim Morse.

Two workers were injured when they were thrown from the basket of a lift on a mobile crane while working on the three-story home.

The men were transported to the hospital in Holton where one died, according to Morse. The other man had an arm amputation and was transported to the University of Kansas hospital.
Authorities are expected to release additional details on Thursday.

KS Supreme Court accepting comment on proposed changes to complaints against judges

TOPEKA—The Kansas Supreme Court is accepting public comment on proposed changes to Rules 602 through 627 relating to complaints against judges.

Through the proposed amendments, the court seeks to create a clearer and more comprehensive complaint process for the benefit of both complainants and judges.

The court will accept comment until 5 p.m. Monday, December 17, 2018. Comment may be made by email to [email protected] with “Rules 602-627” in the subject line.

The proposed amended rules ares available for review on the Kansas Supreme Court website at www.kscourts.org under the heading What’s New.

Rules 602 through 627 govern the Commission on Judicial Qualifications and its role helping the Supreme Court exercise its responsibility in judicial disciplinary matters. The Supreme Court created the commission in 1974 under authority granted by Article 3 of the Kansas Constitution.

Judges are guided by the Kansas Code of Judicial Conduct, which establishes standards for ethical conduct by judges and judicial candidates. The code’s guidance is to help judges maintain the highest standards of judicial and personal conduct, and to provide a basis for regulating their conduct through disciplinary procedures.

Kansas man on parole for 9 days jailed for 3 armed robberies

SEDGWICK COUNTY — Law enforcement authorities are investigating a suspect in connection with a series of armed robberies this week.

On Tuesday, the Wichita Police Department Violent Crimes Task Force and patrol officers worked jointly to locate the suspect identified in connection with the robberies at the Quick Trip, 1532 South Seneca, Pete’s Liquor, 322 West Harry, the ExpressMart and 565 South Market, according to Wichita Police Captain Brent Allred.

Just after 4:30p.m. Tuesday, officers found the suspect identified  as Willie Smith inside a residence in the 800 Block of South Topeka in Wichita, according to Allred.  A SWAT team and negotiators were called in to assist with the arrest due to safety concerns. After approximately a 3-hour standoff, police negotiators convinced Smith to exit the residence. He was arrested without incident and booked on three counts of aggravated robbery, according to Allred.

Smith has an arrest history for aggravated escape from custody, robbery, theft, flee and elude, according to Allred.  He was released from prison on Monday, October 8.  He was on parole but had not checked in with his parole officer, according to Allred.

Police will present the case against Smith to the U.S. Attorney’s office Wednesday or Thursday.

Licence plate reader helps police catch Kan. robbery suspect

TOPEKA– A Kansas man was indicted in federal court Wednesday on a charge of robbing a Walgreens store, according to U.S. Attorney Stephen McAllister.

Bill Oliver Chavez, 42, Topeka, Kan., is charged with one count of robbing a commercial business. The indictment alleges that on Sept. 13, 2018, Chavez robbed a Walgreens store at 3696 S.W. Topeka, Blvd.

Documents filed in court allege the lifted his shirt and showed the cashier what appeared to be the butt of a gun. The cashier emptied the register and the robber left the store with the money.

Surveillance video showed the robber was driving a four-door Nissan Maxima with a sunroof. An investigator used data from a license plate reader to help narrow the search for cars of the type in the video and owners who fit the description of the robber.

If convicted, Chavez faces a penalty of up to 20 years in federal prison and a fine up to $250,000.

Driver arrested after crash into Kan. deputies working accident

SEDGWICK COUNTY — Law enforcement authorities are investigating an accident involving two Kansas sheriff’s deputies.

On Wednesday morning, the Sedgwick County Sheriff Deputies were assisting the Wichita Police Department with an injury accident at Pawnee and Seneca in Wichita, according to Lt. Tim Myers.

The deputies had their vehicles positioned to assist with traffic control at the intersection.  Both law enforcement vehicles had the overhead lights activated.

Just before 8 a.m., a vehicle driven by 39-year-old Charles S. Grant, drove through the intersection at a high rate of speed and struck two civilian vehicles and two law enforcement vehicles.  There were no reported injuries from the accident.

Authorities arrested Grant and booked him in jail on suspicion of driving under the influence of alcohol and/or drugs, possession of narcotics, and drug paraphernalia.

Despite proposal for tougher work rules, Kan. Chamber endorses Kobach for governor

TOPEKA — With the statement, “It’s important to have leaders who understand the fundamental role business plays in the state’s economic health,” the Kansas Chamber of Commerce announced on social media Wednesday their support of republican candidate Kris Kobach for governor.

The announcement is significant after Kobach promised Wednesday to pursue tougher work requirements for recipients of food stamps, cash assistance and state health coverage if he’s elected Kansas governor.

Kobach, the Kansas secretary of state, outlined a proposal Wednesday that builds on laws enacted in 2015 and 2016. Those laws require cash assistance and food stamp recipients to work at least 20 hours a week, be looking for work, or be enrolled in job training.

Kobach proposes to increase the work requirement to 30 hours a week for able-bodied adults without children. He wants to impose a 30-hour requirement in the Medicaid program providing health coverage for the needy.

He said such requirements will encourage people to work in a strong economy.

Democratic nominee Laura Kelly has sharply criticized the 2015 and 2016 laws.

Kansas nonprofit says wounded dog recovering from surgery

MISSION, Kan. (AP) – A pit bull that survived being shot in the face in Missouri is recovering from surgery.

Unleashed Pet Rescue in Mission, Kansas, began caring for the dog, named Gloria, after she was found last week near Slater, Missouri.

The nonprofit’s CEO, Danielle Reno, says in a Facebook post that the veterinarians who operated on her Tuesday suspect someone meant to shoot her between the eyes. Instead, it appears Gloria jerked her head upward, leaving her alive but with a massive cheek wound.

Gloria will need to undergo additional surgeries and will be staying in a foster home for at least the next couple of months as she recovers. Reno says she “continues to amaze everyone who meets her!!!”

Investigators in Missouri are following leads to find the shooter.

Kansas woman’s arm severed in workplace accident

SALINE COUNTY — A Kansas woman lost an arm and severely damaged the other while helping put in fence posts Tuesday afternoon in Saline County.

The 50-year-old Salina woman was helping put in fence posts at Salina KOA, 1109 W. Diamond Drive when her jacket got caught in the power take-off shaft of the tractor that was running the post hole digger, according to Saline County Sheriff Roger Soldan.

She lost her left arm and her right arm was severely damaged above the elbow.

The woman, who was not identified, was transported to Salina Regional Health Center and later transferred to a Wichita hospital, according to Soldan.

Floodwaters recede in Kansas after last week’s deluge

HUTCHINSON, Kan. (AP) — Floodwaters are receding in Kansas after several creeks and rivers overflowed in the state.

Water levels on the Cow Creek and the Arkansas River in the Hutchinson area had shown a 2.5 foot drop Tuesday from their peaks last week. First responders need the levels to drop even further before the damages can be assessed.

Reno County Emergency Management listed 37 road closures on Thursday, but the dangerous situations that led to six water rescue calls last Thursday have diminished.

Last week, Gov. Jeff Colyer has issued a state of disaster declaration, Amtrak rerouted some passengers on buses and some farmland was inundated. The flooding also claimed the life of 78-year-old Hazel Phillips, who was found dead Friday inside her car near Osawatomie.

Police: Kansas man wanted for attempted murder jailed in Texas

CRAWFORD COUNTY — Law enforcement authorities are investigating a weekend shooting and have a suspect in custody.

Eric James Cravey,  34, wanted in connection with a shooting on Saturday that injured Vanessa Rae McWhirt-Martin, 37, Chetopa, Kansas was arrested early Wednesday by the Hill County, Texas Sheriff’s Department, according to a social media report from the Pittsburg, Kansas police department.

On Saturday, McWhirt-Martin was a passenger in a black, 2011 Dodge Nitro driven by Cravey.  She got out of the SUV during an argument with Cravey and was shot with a handgun, according to witnesses. 

McWhirt was taken to the hospital in critical condition for emergency surgery, according to police.

Cravey is being held on a warrant issued for his arrest for attempted murder and will face extradition proceedings in the coming days, according to police.
