UPDATE: Riley Co. PD director hospitalized after car, bicycle accident

RILEY COUNTY — Riley County Police Department Director Brad Schoen was injured in an accident just before 1p.m. Tuesday in Riley County.

The Kansas Highway Patrol reported a 2005 Chrysler Town and Country driven by Rafael Cuevas Huerta, 57, Manhattan, emerged from a private drive in the 2700 Block of Mohlman Road and failed to yield right of way.

Schoen, 58, Manhattan, was westbound on a bicycle when the van and bike collided.

Schoen was transported to Via Christi. He was wearing helmet, gloves and protective glasses.

Just before 1p.m. Tuesday, the Riley County Police Department Dispatch Center received a call regarding an injury accident in the 2700 block of Moehlman Road in Manhattan, according to public information officer Hali Rowland.

When officers arrived on scene, they found a vehicle vs. bicyclist crash had occurred involving a member of the Riley County Police Department.

The bicyclist, Director Brad Schoen, was transported to Via Christi for treatment of his injuries.

The RCPD released no additional details.

In February, Schoen announced he will retire this year after 36 years with the RCPD.

Sheriff: Kan. man fatally shot mother’s husband, shot at deputies

JACKSON COUNTY — Law enforcement authorities are investigating a suspect for alleged murder.

Just after 3a.m. Tuesday, deputies received a 911 call from a residence located at 26985 Q.4 Road north of Holton, according to Jackson County Sheriff Tim Morse.

The caller advised that her son had shot her husband twice in the head and she was baracaded inside a bedroom.

Deputies responded to the scene and observed a man inside the residence armed with a long gun.

Deputies were able to approach the house and extricated the woman from a bedroom window while the suspected shooter tried to break down the bedroom door. Deputies were able to move the woman to safety without injury.

The sheriff  made contact with the suspect by telephone and spoke with him for several hours. The suspect refused to follow directives and refused to exit the residence.

Deputies propelled gas into the residence at which time the suspect allegedly fired a shotgun towards deputies striking a vehicle they were using for cover.

Just after 8:30a.m., the suspect exited the residence and surrendered to law enforcement around.

Deputies found a deceased man inside the residence. The name of the victim is not yet being released pending the notification of family.

The suspect Derrick G. Bohnenkemper was evaluated by EMS and transported to the Jackson County Jail where he is being held on murder charges, according Sheriff Morse.

 

Kan. school placed on secure status during shooting investigation

TOPEKA, Kan. – Law enforcement authorities are investigating a shooting.

Just after 9:00 a.m. Tuesday, officers responded to reports of gunshots heard in the 2600 Block of SE 11th Street in Topeka, according to a media release.

Officers were unable to locate any individuals, but did locate shell casings in the area.

Approximately 30 minutes later, an individual arrived at a local hospital with a non-life threatening gunshot wound. The victim is uncooperative and has extensive past criminal history, according to police.

USD 501 placed Pine Ridge Prep School in a secure campus status while officers investigate.

 

Kansas felon jailed after late-night bicycle ride arrest

BARTON COUNTY — A Kansas man arrested over the weekend during a late-night bike ride remains in custody.

Just after midnight Saturday, a police officer observed a suspect later  identified as Charles Bowers, 35, riding a bicycle in the 3000 block of 20th Street in Great Bend with no lights, according to a media release.

The officer also observed Bowers littering. During the stop, the officer located illegal narcotics on Bowers.

The officer arrested Bowers for possession of methamphetamine, possession of marijuana, criminal littering and no bicycle lights.

Bowers was booked into jail in lieu of bond with charges pending in Barton County District Court.

He has eight previous convictions for theft and burglary, according to the Kansas Department of Corrections.

A school-based survey shows nearly 1 in 11 U.S. students have used marijuana in electronic cigarettes, heightening health concerns about the new popularity of vaping among teens.

E-cigarettes typically contain nicotine, but many of the battery-powered devices can vaporize other substances, including marijuana. Results published Monday mean 2.1 million middle and high school students have used them to get high.

Vaping is generally considered less dangerous than smoking, because burning tobacco or marijuana generates chemicals that are harmful to lungs. But there is little research on e-cigarettes’ long-term effects, including whether they help smokers quit.

The rise in teenagers using e-cigarettes has alarmed health officials who worry kids will get addicted to nicotine, a stimulant, and be more likely to try cigarettes. Last week, the Food and Drug Administration gave the five largest e-cigarette makers 60 days to produce plans to stop underage use of their products.
Nearly 9 percent of students surveyed in 2016 said they used an e-cigarette device with marijuana, according to Monday’s report in the journal JAMA Pediatrics. That included one-third of those who ever used e-cigarettes.

The number is worrying “because cannabis use among youth can adversely affect learning and memory and may impair later academic achievement and education,” said lead researcher Katrina Trivers of the Centers for Disease Control and Prevention.

Students who said they lived with a tobacco user were more likely than others to report vaping marijuana.
It’s unclear whether marijuana vaping is increasing among teens or holding steady. The devices have grown into a multi-billion industry, but they are relatively new.

In states where marijuana is legal, shoppers can buy cartridges of liquid containing THC, the chemical in marijuana that gets people high, that work with a number of devices. Juul, by far the most popular e-cigarette device, does not offer marijuana pods, but users can re-fill cartridges with cannabis oil.

It was the first time a question about marijuana vaping was asked on this particular survey, which uses a nationally representative sample of students in public and private schools. More than 20,000 students took the survey in 2016.

A different survey from the University of Michigan in December found similar results when it asked for the first time about marijuana vaping. In that study, 8 percent of 10th graders said they vaped marijuana in the past year.

“The health risks of vaping reside not only in the vaping devices, but in the social environment that comes with it,” said University of Michigan researcher Richard Miech. Kids who vape are more likely to become known as drug users and make friends with drug users, he said, adding that “hanging out with drug users is a substantial risk factor for future drug use.”

Teen charged with rape at Kansas child welfare office

OLATHE, Kan. (AP) — An 18-year-old has been charged with sexually assaulting a 13-year-old at a suburban Kansas City child welfare office where children have been kept overnight because of a shortage of beds.

Michael Anthony Hamer was charged last week with rape and aggravated indecent liberties of a child. Bond is set at $500,000. His attorney didn’t immediately respond to a message from The Associated Press.

Kansas lawmakers and child advocates have been raising concerns for months about keeping children overnight in child welfare contractors’ offices.

Johnson County District Attorney Steve Howe says authorities have dealt with many troublesome issues at the KVC Behavioral Healthcare office in Olathe, where the rape was reported in May.

KVC spokeswoman Jenny Kutz says the agency takes “this situation very seriously.”

Candlelight vigil Tuesday, funeral Friday for Kansas deputy

SEDGWICK COUNTY— A community candlelight vigil for Sedgwick County Deputy Robert Kunze is scheduled for Tuesday 7p.m. at the Law Enforcement Memorial City, Central and Main Street adjacent to city hall in Wichita. Parking is free at the Sedgwick County parking garage.


Funeral Services for Deputy Kunze are 10a.m. Friday, September 21, at Central Community Church, 6100 W Maple in Wichita.

Interment will be at Resthaven Gardens of Memory at 11800 W. Highway 54, Wichita.

Governor Colyer has ordered flags in Kansas at half-staff through sundown Tuesday and sun up to sundown on Friday, the day of the funeral.

Florence leads to delay of national emergency alert systems test

WASHINGTON – FEMA, in coordination with the Federal Communications Commission (FCC), postponed the nationwide test of the Emergency Alert System (EAS) and Wireless Emergency Alerts (WEA) until October 3 due to ongoing response efforts to Hurricane Florence.

The WEA portion of the test commences at 1:18 p.m. CDT, and the EAS portion follows at 1:20 p.m. CDT. The test will assess the operational readiness of the infrastructure for distribution of a national message and determine whether improvements are needed.

October 3 was the previously scheduled back-up date for the test, which was originally set up for this Thursday, Sept. 20. A backup date is always planned in case of widespread severe weather or other significant events on the primary test date. FEMA and the nation’s emergency management community remain committed to the life-saving activities occurring through parts of North Carolina and South Carolina.

Police: Violent night of crime in Topeka

SHAWNEE COUNTY — The early morning hours of Tuesday kept law enforcement authorities busy in Topeka.

At approximately 11:57 p.m. Monday, police responded to a report of a robbery to 2 individuals in the 1900 block of SW Central Park, according to Lt. John Trimble. Officers spoke with the 2 victims who reported that as they left their residence, 2 male suspects approached them and robbed them at gunpoint of jewelry and cash.

Just before 1a.m. Tuesday, officers responded to a report of a stabbing at 746 NE Wabash, according to Lt. Trimble. Upon arrival, officers spoke with the victim who stated that he was stabbed by a subject known to him earlier in the night. The victim had a non-life threatening wound and was transported to a local hospital for treatment.

At approximately 1:30 a.m. Tuesday, offices responded to a report of a shooting at Abigail’s, 3701 SW Plaza Drive in Topeka, according to Lt. Trimble. Upon arrival, officers were unable to locate a victim, but did locate numerous shell casings and firearms in the parking lot and street.

While investigating this incident, a male victim of a gunshot wound arrived at a local hospital with what was to be determined a critical injury. Officers were able to get a brief statement from the victim. However they have not identified a suspect.

Just after 3a.m. Tuesday, officers responded to a report of a stabbing in the 400 block of NE Green. Offices found one victim with multiple non-life threatening injuries. That victim was transported by ambulance to a local hospital. The suspect has been identified by witnesses and the investigation is ongoing.

This incident is not a random act and is not related to the incident on NE Wabash earlier Tuesday, according to Lt. Trimble.

Anyone with information on the crimes is asked to contact police.

Sheriff identifies Kan. man who died when ejected in crash

STAFFORD COUNTY —A Kansas man died in an accident just before 6a.m. Monday in Stafford County.

A 2002 Pontiac passenger vehicle driven by Trevor R. Cates, 40, was southbound in the 1500 Block of NE 10 Avenue four miles west of Hudson, according to the Stafford County Sheriff’s Department.

The vehicle left the road and overturned in the west ditch. Cates was ejected and found pinned beneath the passenger side of the vehicle, according to the sheriff’s department.  He was pronounced dead at the scene.

The accident remains under investigation.

Soldier dies in motorcycle accident at Fort Riley

A 1st Infantry Division Soldier was pronounced dead Sept. 16 as a result of a motorcycle accident at Fort Riley.

The 1st Infantry Division Public Affairs Office reported Pfc. Timothy Meuse, an infantryman with Company C, 1st Combined Arms Battalion, 63rd Armor Regiment, 2nd Armored Brigade Combat Team, 1st Inf. Div., lost control of his motorcycle while driving on post in the late evening of Sept. 15. Meuse was taken to Irwin Army Community Hospital where he was pronounced dead early on Sept. 16. The incident is under investigation.

“Pfc. Meuse was beloved by his fellow soldiers,” said Lt. Col. Tyler Andersen, 1st Bn., 63rd Armor Regt., commander. “He was a great young soldier, and everyone in the company is stunned by his loss.”

Meuse joined the Army in February 2017 and arrived at Fort Riley in June 2017. He was 20 years old. Meuse deployed to Poland in support of Operation Atlantic Resolve in September 2017.

His home of record is Londonderry, N.H. His awards and decorations include the Army Achievement Medal, National Defense Service Medal, Army Service Ribbon and Overseas Service Ribbon.

The incident remains under investigation by Fort Riley law enforcement officials.

Deputies seize 110 pounds of pot, edibles on I-70

SHAWNEE COUNTY — Law enforcement authorities are investigating a suspect on drug charges.

On September 14, a Shawnee County Sheriff’s deputy with the Criminal Interdiction Unit conducted a traffic stop on Interstate 70 eastbound just east of Auburn Road on a truck and trailer with an expired vehicle registration, According to Lieutenant Brett Butell.

Through the investigation process deputies seized approximately 110 pounds of marijuana and 13 pounds of THC edibles. They had a street value of approx. $372,000.00 dollars, according to Butell.

Deputies booked the truck driver Casey J. McNurney, 36, of Colorado, into the Shawnee County Department of Corrections on the felony charge of Possession of Marijuana with Intent to Distribute and Possession of Drug Paraphernalia.
