Seat belt checkpoints result in 16 violations

On Jan. 31, officers of the Hays Police Department conducted a nighttime seat belt enforcement event.

Statistics show that seat belt usage significantly decreases during nighttime hours, and the purpose of the event was to enforce seat belt and child restraint laws during nighttime hours.

The event was conducted from 7 to 11 p.m., and officers focused on the areas of 27th and Hall and 27th and Vine. As a result of this extra enforcement, 26 vehicle stops were conducted, according to a release from the HPD.

Sixteen seat belt violations were written along with four equipment violations, two no proof of insurance violations and two moving violations. The event was conducted in accordance with the Kansas Department of Transportation Nighttime Seatbelt Enforcement Program. The HPD also reminded drivers and passengers to buckle up when driving or riding in a motor vehicle.

Judge sets fall trial date over use of restraints in juvie

WICHITA (AP) — A federal judge has scheduled a trial for a man who claims the juvenile detention center in Sedgwick County violated his rights by using a restraining chair as punishment.

U.S. District Judge Monti Belot set the Oct. 14 date in the wake of last year’s appeals court ruling that Brandon Blackmon is entitled to a trial.

Blackmon sued as an adult in 2005 over treatment he received at the facility as an 11-year-old while awaiting trial on criminal charges that were later dismissed.

The 10th U.S. Circuit Court of Appeals said jailers had made “liberal use” of the restraining chair, in which a person is immobilized with straps.

The appeals court upheld a lower court’s refusal to dismiss Blackmon’s lawsuit against the Sedgwick County Board of Commissioners and its employees.

Hutch man in court Wednesday on child sex charges

HUTCHINSON — A 25-year-old Hutchinson man facing child sex charges is scheduled to be in court Wednesday for a preliminary hearing.

Michael Wayne Stahl is charged with four counts of aggravated indecent liberties with a child, two counts of electronic solicitation and one count of attempted indecent liberties with a child. Two of the counts of aggravated indecent liberties with a child are alternate counts, meaning the state has different theories of the crimes.

Stahl is alleged to have been communicating with two 13-year-old girls through Facebook and text. Authorities say that led to him meeting the girls and then the sexual encounters occurring.

Police became involved in the case after two reports. A detective reportedly posed as a 14-year-old girl, which led to Stahl showing up at an abandoned residence where thought he was meeting the 14-year-old. He instead met police instead.

Body of man found in freezer in Kansas City, Kan.

KANSAS CITY, Kan. (AP) — Kansas City, Kan., police say the body of a man was found in a freezer in a detached garage behind a home.

The body was found Sunday afternoon in a top-loading freezer. A woman who was cleaning found the body.

The coroner’s office said Monday the body was intact but a full autopsy could not be performed until the body thawed.

The police department’s major case unit is investigating the case but the death has not been ruled a homicide.

Former Junction music minister sentenced in molestation case

JUNCTION CITY — Geary County Attorney Steve Opat said Tuesday that Jordan Young, former music minister for Faith Tabernacle Apostolic Church in Junction City, has been sentenced to more than 24 years in prison.

The prison term stems from Young’s convictions in an child molestation case.

As part of the sentence handed down in Geary County District Court on Monday, Opat said Young also will be required to register with authorities for the rest of his life and was assessed a “post-release of lifetime.”

“Basically, means if and when he ever gets out on parole or post-release, if he has occasion to screw it up, he goes back to the Department of Corrections,” Opat said.

Young pleaded no contest in November and was found guilty of one count of aggravated criminal sodomy and three counts of aggravated indecent liberties with a child.

According to a stipulation of the facts filed in court, Young was employed as a music teacher at the Apostolic Academy when nine teenage boys came forward on Aug. 5, 2012, and said Young was sexually inappropriate and/or had engaged in sexual acts with the boys.

Young was arrested and charged in the case following a Junction City police investigation in August 2012.

HPD reminds community to lock cars

Law enforcement is reminding the community to lock their cars. Hays police say warmer weather can cause an increase in car break-ins. According to Lt. Ron Rounkles, this time of year also plays a part in thefts.

Rounkles said making sure your car is locked is the most important way to deter theft.  He also advised parking your car in a visible spot.
