HPD warns teens to buckle up as statewide campaign continues

As statewide efforts continue this week to encourage teen seat belt compliance,  Sgt. Mitch Berens of the Hays Police Department wants teens to know if they are caught driving without a seat belt, they can expect a citation — not a warning.

“Kids are a precious resource, so we are trying to get (teens) more motivated to buckle up,” Berens said. “We hate to lose kids to fatality accidents.”

Berens said teen seat belt usage across the state is increasing, but statistically, “We still have 19 percent of kids who are not buckling up.”

In 2012, 43 teens ages 13 to 19 lost their lives in vehicle accidents and, in 74 percent of those fatalities, the occupants were not properly restrained. Berens said 2013 state statistics are not yet available.

Additionally, according to the campaign’s sponsor the  Kansas Traffic Safety Resource Office, “Rural counties tend to produce a lower belt use rate than urban counties.”

A fact Berens agrees with: “It is typical for rural communities to have a lower seat-belt compliance rate than in metropolitan areas.”

“You know (rural teens) aren’t going a long distance,” he said, “and may not think a seat belt is important for that short of a trip — so they may decide to not to put it on.”

Peer pressure also is a factor.

“They are young and have that invincible feeling about them, so sometimes they just need that extra motivation and extra enforcement to get them buckled up, ” said Berens.

Some of  that “extra motivation” comes in the size of fines.

According to Berens, if a 14- to 17-year-old is caught without a seatbelt, the fine is $60 compared to the $10 fine for an adult.

The teen seat belt enforcement campaign runs through Friday.

Berens said teens and parents can expect to see more law enforcement presence at high schools during the morning when school starts and when school ends in the afternoon.

While this week’s special enforcement focuses on teen compliance, adults who are not wearing a seat belt also will be ticketed, he added.

HPD continues to investigate incident that closed streets Wednesday

Officials at the Hays Police Department continue their investigation of what appears to be a hoax of a disturbance involving firearms in the 2500 block of Pine.

The call forced police responding to the incident to close portions of streets near Pine beginning at approximately 5:30 p.m. Wednesday and lasting about an hour.

According to Lt. Brandon Wright, police still are investigating what he called a “false report.”

“We do not know where the call originated from at this time, and the investigation is still active,” he said.

No additional details were available Thursday morning.

HPD investigating rash of overnight tire slashings

The Hays Police Department is investigating a rash of tire slashings Thursday morning, according to Lt. Brandon Wright.

Wright said the department has already received eight reports of tire slashing, and all are believed to have occurred overnight.

The slashings occurred in the same general area of Hays — the 2200 block of Drum, 2400 block of Centennial, 2300 block of General Custer, 2200 block of General Custer, 1700 block of Eisenhower. One more report was received from a resident on Cody.

Attorney general files charges in Trego Co. murder case (UPDATE)

WAKEENEY — A man arrested last week in Trego County has been formally charged with murder.

Kansas Attorney General Derek Schmidt today filed formal criminal charges against Scott Robert Bollig, WaKeeney, who was arrested Feb. 20.

Bollig, 30, has been charged with first-degree murder for what the complaint says was the killing of an unborn child, “believed to be between 8 and 10 weeks gestation.” The complaint cites KSA 21-5419, commonly known as Alexa’s Law.

The crime is alleged to have occurred on or about Jan. 26 in Trego County. The filing said Bollig is accused of putting a crushed form of medication used to terminate a pregnancy on food. The complaint, filed in Trego County District Court, called the allegation “intentional and premeditated.”

Bollig also was charged with alternate counts of attempted first-degree murder, aggravated battery and distribution of adulterated food, which the complaint said was a pancake.

The state’s witness list includes several law enforcement and medical professionals, as well as the mother of the unborn child.

Bollig made a first appearance in court Tuesday afternoon in Ellis County in front of Judge Glenn Braun, according to Clint Blaes, spokesman for Schmidt’s office.

Blaes said the defense withdrew a request to modify bond, which remains set at $500,000. A preliminary hearing has not been scheduled.

The Kansas Attorney General’s Office is prosecuting the case at the request of the Trego County Attorney Tony Potter, who will assist with the prosecution. Assistant Attorney General Jessica Domme filed the charges on behalf of Schmidt.
