Bill to open police records to public advances to Kan. House

TOPEKA (AP) — A bill that would make some police records available to the public will go before the Kansas House.

The House Judiciary committee on Monday approved the bill, which would make police documents that explain reasons to arrest people open to the public. The bill would also make affidavits to justify search warrants open to the parties involved.

The Wichita Eagle reportsed that people whose home is searched would have 30 days to request documentation that explained the reasons for the search.

Kansas is one of the few states in the country that seals probable-cause affidavits.

The bill would allow prosecutors to seal or redact the records if releasing them would jeopardize “the safety or well-being” of a victim or witness.

Seat belt checkpoints result in 16 violations

On Jan. 31, officers of the Hays Police Department conducted a nighttime seat belt enforcement event.

Statistics show that seat belt usage significantly decreases during nighttime hours, and the purpose of the event was to enforce seat belt and child restraint laws during nighttime hours.

The event was conducted from 7 to 11 p.m., and officers focused on the areas of 27th and Hall and 27th and Vine. As a result of this extra enforcement, 26 vehicle stops were conducted, according to a release from the HPD.

Sixteen seat belt violations were written along with four equipment violations, two no proof of insurance violations and two moving violations. The event was conducted in accordance with the Kansas Department of Transportation Nighttime Seatbelt Enforcement Program. The HPD also reminded drivers and passengers to buckle up when driving or riding in a motor vehicle.

Teen seat belt usage will be focus of HPD patrols

From Monday through March 7, the Hays Police Department will join other Kansas law enforcement agencies in focusing on teen seat belt enforcement.

Officers will be extra-vigilant when patrolling around schools. In 2013, 31 teens lost their lives and 240 were seriously injured due to car crashes in Kansas — 74 percent of those teens were not properly restrained.

Officers will issue citations to any individuals who refuse to obey the traffic laws, whether it is for speeding, texting or failing to buckle up.

The HPD reminds motorists to slow down, put the phone away or turn it off, and always buckle up.

FHSU director of police wins high office in KACP

Director of Police at Fort Hays State University Ed Howell now has another title.

Howell won a recent election making him Sergeant of Arms of Kansas Association of Chiefs of Police. The position enables him to step up to vice president of the KACP next year.

Howell says he is honored to be representing northwest Kansas in his new role.

“Four other well-qualified gentleman ran for the same office I did and, fortunately, I was elected,” Howell said.

Howell is a fifth-generation law enforcement officer and has worn the badge for more than 20 years.

Howell noted he thought his dad would be proud of his new position.

The KACP has more than 500 members from across the state. Howell said the association’s functions include law enforcement training regulations, legislative activities and homeland security.

HPD tactical teams will train Jan. 30 in Hays

The Hays Police Department will conduct training from 7 a.m. to 7 p.m. Jan. 30. A portion of the training will be in the 400 block of East Sixth.

Police officers will be training with special tactical equipment. The HPD said in a news release the realistic training is being done with great care and safety.

Residents might see law enforcement officers move through the area, and the HPD said there is no need to be alarmed, and there is no danger to the community.

Murder convict captured in Russell County found guilty of escape

MINNEAPOLIS – A Kansas Department of Corrections inmate who eventually was captured in Russell County was found guilty Thursday of aggravated escape from custody while being housed in the Ottawa County jail in 2012, Kansas Attorney General Derek Schmidt announced today.

Santos M. Carrera-Morales, 24, was found guilty by an Ottawa County jury of aggravated escape from custody and battery on a corrections officer. Chief Judge Jerome P. Hellmer presided over the trial. Sentencing is scheduled for Feb. 11.

Carrera-Morales was sentenced when he was 17, along with two others, for the 2007 deaths of a 16-year-old and 18-year-old in Wichita.

Three other inmates have previously been sentenced for the escape. Alberto Barraza-Lujan and Drew Wade were each sentenced in March to an additional 136 months in the Kansas Department of Corrections. Eric James was sentenced in July 2012 to 18 years in federal prison for carjacking charges related to the escape.

In April 2012, the three escaped from the Ottawa County jail. Carrera-Morales was captured at a Russell County convenience store just off Interstate 70 in Russell County.

Assistant Attorney General Steve Karrer from Schmidt’s office prosecuted the cases.

HPD reminds community to lock cars

Law enforcement is reminding the community to lock their cars. Hays police say warmer weather can cause an increase in car break-ins. According to Lt. Ron Rounkles, this time of year also plays a part in thefts.

Rounkles said making sure your car is locked is the most important way to deter theft.  He also advised parking your car in a visible spot.
