The new director of the Ellis County Coalition for Economic Development says one of the biggest challenges in attracting new business to the area is the low unemployment rate. Aaron White told the Hays City Commission last week that that is one area he’s trying to address.

The Docking Institute will conduct a labor basin study, looking at both the unemployed and underemployed.

White also is working on a housing needs assessment.
