A wholesale prevention of door-to-door solicitation was determined to be unconstitutional, which lead the City of Hays to drop their ordinance in 2009.
A resident addressed that issue with the city commission last week, based on the resident’s experience with a peddler who tried to break into his home. The man asked the commission to consider some type of ordinance or registration requirement. City Manager Toby Dougherty says an ordinance won’t stop the criminal element, and the constitutional way to prevent solicitation is by posting a sign.
Police Chief Don Scheibler says the number of suspicious persons calls has remained fairly steady despite the repeal of the ordinance.
