Application Process Moves Forward for Rural Water Line Improvements

A project to improve the water lines for Rural Water District 1C in the Antonino area faced no opposition during a public hearing at the Ellis County Commission meeting Monday night. Corrina Cox with Northwest Planning and Development explained that the project will improve water pressure and access.

A grant application will be submitted to the Kansas Department of Commerce to finance the project. Twenty-eight people have agreed to volunteer, which would meet one of the grant requirements.

The county commission approved an interlocal agreement with the water district, giving the district primary responsibility for project oversight.

Warm Temperatures Draw Kansas Wheat Out of Dormancy

The Kansas winter wheat crop continues to come out of dormancy with the warm temperatures.

In a report Monday, Kansas Agricultural Statistics Service said the crop’s condition improved slightly over the past week. The agency now rates 11 percent of the wheat in poor to very poor condition, 36 percent fair, 45 percent good and 8 percent excellent.

Only 4 percent of the wheat is showing light freeze damage.

One Injured In I-70 Accident Near Ellsworth

A McPherson man was injured in a single vehicle accident on I-70 near Ellsworth, Monday morning around 8:40.

According to the Kansas Highway Patrol, 53-year-old Barry S. Hardman was west bound on I-70 when he fell asleep. The vehicle then drifted off of the right hand side of the roadway where it traveled through the ditch before striking a concrete bridge structure.

Hardman was transported to Salina Regional with injuries. His condition has not been released

Kansas Governor Reports Expenses At Residence Declining

Kansas Gov. Sam Brownback says that spending at his official residence has declined since he took office.

Brownback’s office released figures Monday for Cedar Crest, the governor’s official residence, at the request of several news organizations. The numbers show a budget of $115,000 for the fiscal year that began last July.

Two years ago, the annual budget for the residence was nearly $189,000.

Brownback took office in January 2011 and cut the staff for Cedar Crest from two to one, leaving only a personal assistant for the first lady.

Since July 1, about $8,300 has been spent on hospitality at Cedar Crest.

The figure for the previous fiscal year was about $15,000, and hospitality spending peaked at almost $28,000 for the fiscal year ending in June 2010.

Kansas Unemployment Drops To 6.1%

The January 2012 Labor Report shows continued improvement across the state including a decline in the seasonally adjusted unemployment rate and an over the year gain in nonfarm jobs.

According to January 2012 estimates, the seasonally adjusted unemployment rate was 6.1 percent, down from 6.4 percent in December 2011. Kansas gained 12,200 nonfarm jobs over the year (a 0.9 percent increase) and 22,200 private sector jobs, indicating a decline in government jobs.

“The continued growth of private sector jobs is particularly encouraging. We hope this pace continues through 2012,” Karin Brownlee, Kansas Secretary of Labor, said.

Due a decline of the seasonally adjusted unemployment rate to below 6.5 percent, the State Extended Benefits program will expire in Kansas on April 7, 2012. The end of this program is a result of our growing economy.

Eight of the 11 major industries in Kansas reported over-the-year job gains. The increase in construction jobs, 7.9 percent, is especially promising because this industry historically loses jobs in January.

“Kansas started off the year with healthy job growth and a declining unemployment rate. These are both welcome signs,” Tyler Tenbrink, Labor Economist, said. “If the trend continues, Kansas will be in a position to carry on a more sustained recovery.”

Initial unemployment benefit claims in January decreased both over the month and over the year. Continued benefit claims for the month decreased over the year, but increased since December. These claims include Regular, Extended Benefit and Emergency Unemployment Compensation claims.

While the number of jobs has increased since January 2011, nonfarm jobs decreased over the month due to seasonal changes. This decrease amounted to a 1.9 percent decline in nonfarm jobs since December 2011.

The not seasonally adjusted unemployment rate in Kansas was 6.4 percent, down from 7.5 percent one year ago and up from 6 percent in December. These numbers include seasonal changes influenced by weather, holidays and the closing of schools. Therefore, the seasonally adjusted unemployment numbers are a better indicator of the actual labor market.

Hays High’s Bixenman Named To All-WAC Boys Basketball Team

The Western Athletic Conference boys basketball team has been announced and Hays High has one first team pick in junior Derek Bixeman, the only non-senior on the first five. Bixenman averaged 10.6 points and led the Indians in assists this season.

Dodge City’s Trey Hallman is Player of the Year and the Red Demons Dennis Hamilton is Coach of the Year.

Victim In October Mobile Home Fire Identified

Salina Police have released the identity of a man who died in a fire last October while staying in an abandoned trailer house in north Salina.

DNA was used to identify 42-year-old John Mosher, who was a homeless man. Mosher’s body was found in the ruins of the trailer destroyed by the fire in the 1700 block of N. 9th October 20th of 2011.

Lt. Scott Siemsen says that DNA from law enforcement in Florida was used to get a positive id on Mosher. Mosher had talked to Salina Police in the day prior to his death concerning a meal skip case at a Salina restaurant and thought he might have been the victim of the fire after talking with another homeless man who had stayed with Mosher at the abandoned trailer.

The Kansas Bureau of Investigation was able to make the identification.

Rooks County Man Sentenced in Cattle Fraud Case

A Rooks County man has been sentenced to 21 months in federal prison for cattle fraud, U.S. Attorney Barry Grissom said today.

Frank D. Dix, 52, Woodston, Kan., pleaded guilty to one count of making a false statement to a bank. In his plea, he admitted that in 2010 he provided a statement to the Stockton National Bank of Stockton, Kan., falsely claiming to be in possession of 1,775 head of cattle.

The cattle had been pledged as collateral on the bank’s loans to Dix. At the time Dix pleaded guilty, he still owed the bank approximately $452,477.

Lyons Man Sentenced To 10 Years For Bank Robbery

A Lyons, Kan., man has been sentenced to 10 years in federal prison for robbing a bank in Arlington, Kan., with a sawed off shotgun, U.S. Attorney Barry Grissom said today.

Jacob W. Schrock, 27, Lyons, Kan., pleaded guilty to one count of brandishing a firearm during a crime of violence. In his plea, he admitted that on Sept. 13, 2011, he robbed the Citizen’s Community Bank in Arlington. He walked into the bank about 10:45 a.m. carrying a sawed off shotgun and wearing a cowboy hat, sunglasses, vest and blue bandana covering his face.

Schrock was arrested less than half an hour later when a Kansas Highway Patrol Trooper pulled him over on Salem Road near Highway 50 in Reno County.
