TMP-Marian Baseball Swept in Season Opener

TMPThe TMP-Marian Monarchs opened their season with a pair of 3-2 losses to Scott City yesterday at Larks Park. The Monarchs rallied with one in the seventh in game one but had a runner thrown out at second trying to stretch a single into a double. Shane Zimmerman takes the loss in the opener allowing two earned runs on two hits while striking out seven and walking four over five innings.

The Beavers did all of their scoring in game two in the first two innings. TMP scored a run in the first and had the bases loaded with just one out but back-to-back out strikeouts ended the threat.  Cameron Brinn takes the loss in game two allowing all three runs on two hits, striking out three and walking five.

Tax Cut Talk Continues in Topeka

TOPEKA, Kansas (AP) — Kansas legislative negotiators are beginning work on the final version of a bill cutting individual income taxes.Tax - Cuts 001

Three senators and three House members planned to start their talks Wednesday. They’ve been appointed by legislative leaders to reconcile differences between their two chambers.

The legislation would follow up on massive income tax cuts enacted last year. Republican Gov. Sam Brownback and many GOP lawmakers would like cut personal income tax rates further, but the governor and legislators also must stabilize the budget.

The Senate embraced Brownback’s proposals to guarantee further income tax rate reductions over the next four years while canceling a decrease in the sales tax scheduled by law for July.

The House approved a plan allowing the sales tax to drop and cutting income taxes less aggressively.

 

Survey: Sequester Cuts Not a Big Impact?

Just over half of U.S. voters now say the March 1 sequester cuts in the growth of federal government spending have had no impact on their lives.

Only 12% say the sequester cuts have had a major impact on them personally. Despite predictions that the sequester impact would grow over time, there’s no indication of that happening yet. The number experiencing a major impact is basically unchanged from the weekend the sequester first took effect.

Huelskamp Meets with Hays Officials

Among other topics, they discussed immigration, rural housing, and transportation. Congressman Huelskamp said.
“It was my pleasure to meet with these community leaders from Hays.  The meeting afforded us an opportunity to have a substantive discussion about the issues facing Hays and surrounding communities. During one of my 63 town hall meetings this year, I look forward to visiting with more constituents from Hays.”

FHSU Newspaper Death Watch?

That’s what news media professionals and journalism educators are doing, and that’s what a symposium panel Tuesday night recommended to Fort Hays State University which is seeking a new direction for campus news media.

The last issue of the campus newspaper, The Leader, was published January 31, as a result of decreased revenues, although there is still an online version.

“‘MoJo.’  Students today need to be taught how to be ‘mobile journalists,'” said Laura York Guy, one of the five panel members, a media instructor at Garden City Community College and National Scholastic Press Association board member.  “Journalism faculty need to teach how to use social media in producing relevant news.”

“Media is merging,” said Gary Shorman, CEO/President of Eagle Communications, Inc. headquartered in Hays.  “Relevant news and information has to get somewhere quickly today, and the delivery method will continue to change.”

In the wake of the student newspaper suspension, a Task Force on Dissemination of News and Information has been appointed by FHSU president Dr. Ed Hammond to create a new model for student media.  The university also has a campus television station and radio station.

The FHSU Task Force will host a town hall meeting next Tuesday evening for public input about dissemination of student-produced news and information.

 

UPDATE: Kansas Lawmakers Advance Expanding Concealed Carry

(AP) – The Kansas Senate has given first-round approval to a bill expanding the public buildings where concealed weapons are allowed and letting public school and college employees carry concealed firearms.

The Republican-dominated Senate’s voice vote Tuesday night advanced the bill to final action, which is expected Wednesday and will determine whether the bill goes to the House.

The House already has approved its own version of the same measure, which would allow local school boards and state colleges to designate employees to carry concealed weapons even if the school, college or universities banned them in their buildings.

Also, the state and local governments couldn’t prohibit people with concealed-carry permits from the state from bringing their weapons into public buildings unless they had adequate security.

SPECIAL MEETING

March 25, 2013

Mayor David McDaniel called the meeting to order at 7:30 p.m.  Present were Council members John Leiker, John Walz, Brian Raub, Jolene Niernberger, and Lyle Johnston.  Also present was City Clerk Amy Burton and City Attorney Olavee Raub.

Harold Dinkel, Glen Keller, Dava Gaschler, Neil DeWerff, Dustin Mattheyer, Guy Riedel, John Fischer, and Ron Johnson.

PURPOSE OF SPECIAL MEETING

Mayor McDaniel stated the purpose of the special meeting was to discuss water conservation issues.

Mayor McDaniel began the meeting by reading a letter received from the State of Kansas on March 25, 2013.  The letter states that the Kansas Department of Agriculture has granted authority to the City of Ellis to require private domestic well owners within the city limits of Ellis, KS to comply with the water conservation measures as identified in the City’s water conservation plan.

PUBLIC COMMENTS

Neil DeWerff, representing the Ellis Golf Club, informed Council that effluent water is fine for the fairways but effluent water contains too high of sodium content to be used on the bent grass greens.  The greens need flushed with fresh water to deter hard spots. The new water restrictions won’t allow a flushing of the greens and the greens may be lost this summer without watering.  The Ellis Golf Club is looking to purchase a machine to help aerate the greens to allow for effluent water to be used but he is asking Council for permission to cool down the greens for 4-5 minutes each when the temperature reaches 90° and winds in excess of 20 mph.  This may need to be done within the currently prohibited hours of noon to 7:00 p.m.

Guy Riedel asked Council to consider allowing private well owners to water one day a week. Mr. Riedel also asked if he would be able to water a plot around his house that is used commercially.  City Attorney Olavee Raub reported that commercial water use is Class 2; only Class 1 is prohibited under Resolution #491.

Dava Gaschler asked if businesses were able to water outside.  Council responded that businesses are held to the same restrictions as residents for Class 1 watering.  She also reported she has heard positive comments about the municipal pool remaining open this season.

Dustin Mattheyer inquired of the City Attorney how many tickets were issued in the past year for Stage 2 water restriction violations.  City Attorney Raub reported only 2-3 tickets were issued and there were no repeat offenders.

Ron Johnson asked the Governing Body if they have given any more consideration to working towards a designation as an Intensive Groundwater Use Control Area (IGUCA).  Mr. Johnson also asked that “grey water” or reclaimed water be more defined and for the Council to construct a list of what is acceptable water use and what is not.

Councilmember Walz suggested the possibility of developing a water advisory board that could research long-term solutions to the area’s drought concerns and lack of water sources.

Ms. Gaschler asked Council if the utility bills will be monitored for excessive water usage.  The Council replied that some level of monitoring is done every month to check for possible leaks.  The Council is looking at options for determining a fair and equitable solution to determine excessive water use.    Council discussed using the recent sewer rate evaluation period as a base and then adding an allowance to determine each resident’s allowed usage before higher rates.  There was also discussion regarding water revenues being able to cover expenses in the Water Utility Fund due to the declaration of a water emergency.  Utility funds are business type funds and the fees and charges must be able to sustain the fund.

Lyle Johnston left the meeting at 8:40 p.m. due to a prior commitment.

Councilmember John Leiker discussed raising the fines for violators of the Resolution.  It was the consensus of the Council to instruct City Attorney Olavee Raub to draft an ordinance revising the fees for multiple offenses.  The amount of the fine increase will be discussed at the Council regular meeting on April 1, 2013.

Councilmember John Walz asked if the Ellis Golf Club would be willing to share some of the effluent water it currently receives from the City.  Right now, the Golf Club receives 100% of the effluent water allowed by the Kansas Department of Health and Environment to be used.  Councilmember Walz said if the Golf Club would be willing to share, some of that water could be used to help out the Ellis Recreation Commission and USD 388 with playing fields.  Mr. DeWerff and Mr. Riedel said they would need to talk to the board before they are willing to commit to changing the agreement with the City.

Councilmember Walz spoke on his recent conversation with Tim Vandall, Ellsworth City Administrator.  Ellsworth had to have the State come in and drill more wells as it had run out of water completely.

Glen Keller asked the Governing Body what it would take to end Stage III and to revert back to Stage II restrictions.  Council stated that the triggers that were met to increase to Stage III would have to simply reverse.

Councilmember Jolene Niernberger suggested trying to set a date for Stacie Minson to hold a Water Conservation Fair.  The City will need to coordinate with the high school on a date.  City Clerk Amy Burton will contact the high school to look at available dates.

 

ADJOURNMENT

Councilmember Niernberger moved to adjourn the meeting.  Councilmember Leiker seconded the motion. The motion carried unanimously.  The meeting adjourned at 9:23 p.m.

 

 

 

 

Kansas Military School Receives 339 Abuse Complaints

AP- About 340 current and former students have complained to a Kansas military school, saying they were beaten, hazed, harassed or abused over the past five years.

Twenty-one said they were branded.

The numbers surfaced last week in the latest documents filed in a federal lawsuit brought by 11 former cadets and their families against St. John’s Military School.

The document makes public for the first time the extent of abuse that the plaintiffs claim is part of the culture at the Salina boarding school.

The school says the number reflects its concern for student safety because it investigates and records every complaint, no matter how minor.

School president Andy England also said in an email to The Associated Press that some students see branding as “a badge of honor.”

Kansas Police Find 2 Children Outside In PJs

AP – Wichita police say 2-year-old twins are fine after they were found outside in freezing weather wearing only their pajamas.

The children were found outside Monday in 27-degree weather with no shoes and wearing pajamas but nothing else.

Police Lt. Doug Nolte said Tuesday that the children had been living with their mother when they were found Monday, and that they have been released to their father.

He says the children’s mother has a medical condition that contributed to the situation, and that police did not suspect child neglect or endangerment.

FHSU’s Saravia Named MIAA Women’s Field Athlete of the Week

FHSU-TF-SaraviaGabriela Saravia has been named the MIAA Women’s Field Athlete of the Week  for her efforts in the high jump this past week at the UT-Arlington Bobby Lane Invitational.

Saravia topped a field of 19 competitors with a height of 5-feet, 8.75-inches, a new career best. With that effort, she moved to second on the NCAA Division II national performance list with the best provisional mark posted yet this spring for the outdoor season.

KHAZ Country Music News: George Strait Announces Details for 40th Studio Album, “Love Is Everything”

khaz george strait 20130326George Strait is set to release his 40th studio album, Love Is Everything, on May 14 featuring the lead single “Give It all We Got Tonight.” George wrote or co-wrote of the albums 13 tracks, collaborating on some of them with his son Bubba Strait and veteran songwriter Dean Dillon.

Love Is Everything will be released as George continues The Cowboy Rides Away Tour, his final U.S. trek, set to wrap up next year. All 16 shows on the tour so far have been sellouts, and more than 80,000 fans recently came to see George at this year’s Houston Livestock Show & Rodeo at Reliant Center.
