AG Schmidt: Kansas crime victims receive financial compensation

ks Attorney General sealThe Kansas Crime Victims Compensation Board Thursday awarded financial assistance to 118 victims of violent crime at its April meeting, Kansas Attorney General Derek Schmidt said.

Awards were made in 50 new cases. Additional expenses were paid in 68 previously submitted cases. The awards totaled $294,759.

The Division of Crime Victims Compensation in Schmidt’s office administers the Crime Victims Compensation program, which was established in 1978 to help victims of violent crime pay for their unexpected expenses such as medical treatment, mental health counseling, lost wages, dependent support and funeral costs.

The state’s three-member Crime Victims Compensation Board determines claims that are eligible for payment and decides how much money will be awarded to each claimant. Awards are limited to a maximum total amount of $25,000 with limitations of $5,000 for funeral expense, $3,500 for outpatient mental health counseling, $10,000 for inpatient mental health treatment and $1,000 for grief counseling for family survivors of homicide victims.

The program is funded by a portion of assessed court costs and fines, inmate wages, parole fees and restitution paid by convicted offenders.

Senator Moran: Veterans Affairs Roundtable (Video)

On Thursday, U.S. Senator Jerry Moran (R-Kan.) along with U.S. Senate Committee on Veterans’ Affairs Chairman Sen. Bernie Sanders (D-Vt.) and Ranking Member Sen. Richard Burr (R-N.C.) hosted a roundtable to discuss the state of veteran entrepreneurship across the country.

Participants at the informal discussion included several veteran business owners and representatives from other organizations. Specifically, Karl Monger, GallantFew Executive Director, Wichita, Kan.; Dali Rivera, Elite Revolutionary Solutions Owner; Blake Hall, Troop ID Founder and CEO; Michele Markey, Kauffman FastTrac Vice President; Tak Lo, Techstars Associate; Rhett Jeppson, Small Business Administration Associate Administrator; and Davy Leghorn, National Economic Commission Assistant Director and The American Legion.

Topics included:
• The state of existing federal government programs and the ability to conduct outreach to veterans and those still serving in the Armed Forces

• Ideas on how current programs may be improved to better support veteran entrepreneurs

• Programs that assist veterans and the success of veterans who have or have not used existing programs to launch their own businesses

• Gaps or issues not being addressed by current programs and workforce for veteran entrepreneurs

“Veterans in Kansas, as well as across the country, face challenges when they return from service,” Sen. Moran said. “While the VA has often been focused on job training and employment, our veterans are also great businessmen and women and we want to explore the opportunity for them to start a business. Today, we heard from veterans — mostly veteran entrepreneurs — to figure out if there is a way we can help whether through the private sector, veterans’ organizations, or individually. They fought to provide us with the American Dream, now we need to make certain they have the opportunity to live the American Dream.”

Roberts: This Rural Housing Legislation Helps Hays

Senator Pat RobertsOn Thursday, Senate Banking, Housing and Urban Affairs Committee Chairman Tim Johnson (D-SD) and Senator Pat Roberts introduced a bill to ensure that hundreds of rural communities across the nation remain eligible for rural housing development programs administered by the USDA.

“Buying or building a home in a rural area can present unique challenges, and the USDA’s rural housing programs have helped make responsible homeownership a reality for countless moderate and low-income families in South Dakota and nationwide,” said Johnson. “Providing these loans, grants, and loan guarantee programs helps younger generations stay in the communities they’re from, and ensures rural housing markets have access to private credit.”

“I am pleased to introduce this legislation to help rural communities like Hays, Dodge City, Garden City, Liberal and several others qualify for loans and grants that will help those who need it most,” said Roberts. “As our rural communities continue to grow, so do their housing needs, and this legislation will help them remain eligible to receive assistance.”

The bill would grandfather currently eligible communities that meet the population threshold until 2020, and raise the population cap from 25,000 to 35,000. A similar measure was passed with bipartisan support in the Senate last year as an amendment to the Farm Bill, but did not ultimately become law after the bill stalled in the House of Representatives. Without Congressional action, hundreds of communities could lose their eligibility in the coming months, which could have serious negative consequences for local economies and homebuyers.

The USDA’s Housing and Community Facilities Programs help rural communities by providing homeownership options for individuals, financing assistance for developers of multi-family housing projects such as assisted living for the elderly and disabled, and community facilities such as libraries, child care centers, schools, and firefighting equipment.

The largest component of the USDA’s rural housing activity is the Section 502 loan program, which provides privately-funded loans to families in rural communities, insured by the Rural Housing Service. In fiscal year 2011, Section 502 loans helped 130,415 individuals and families become homeowners.

Drought Eases but Not in Kansas

drought-cornSoaking rain across much of the nation’s midsection has helped further alleviate drought in the crop growing states of Iowa, Missouri, Minnesota and Wisconsin. Small portions of Nebraska also saw improvement.

A weekly drought monitor, released Thursday by the National Drought Mitigation Center at the University of Nebraska, showed a few regions missed out from the wet weather, including Texas, where southern counties are in exceptional drought — the driest level possible level.

Eastern Nebraska and the western edge of the state improved. Most of Nebraska remains in extreme drought. Kansas saw little change, remaining in exceptional or extreme drought.

With snow in parts of Nebraska and heavy rain in much of the Midwest, some farmers are now hoping for a dry spell so they can get into fields.

KHAZ Country Music News: Kenny Chesney Talks “Life on a Rock,” Concert Security in the Wake of Boston Marathon Attack

khaz kenny chesney 20130418Kenny Chesney lets down his guard more than ever in the songs on his next album, Life on a Rock.  The tracks on the project give real insight into Kenny’s life away from the spotlight down in the Caribbean, and there’s a good reason he felt the freedom to be so honest in these songs.

“I was able to make a record where I didn’t edit myself like you usually do for a record.  I guess because, I approached this record unlike any other I’ve ever done.  I wrote all these songs knowing that the majority of them would never see the light of day on a radio station or in my show.”

While “Pirate Flag,” the lead single from Life on a Rock, is climbing the country chart fast, Kenny is alright with going against the grain of grinding out album after album simply to keep having massive hits.  He thinks the more quiet, private approach he took writing Life on a Rock served him well.

Says Kenny, “It allowed me to really be honest with my fans and tell them stories and open up some doors that I haven’t, and that felt really good.”

Kenny is currently on the road with his No Shoes Nation tour, which will continue through a two-night stand at Gillette Stadium near Boston this August.  Kenny has a long-standing love for Beantown, so the attacks at the Boston Marathon this week led him to stress the importance of security at his live shows.

“It’s always in the back of our mind, but we have as much security as we possibly can,” Kenny explains.  “We play a lot of these football stadiums, and it’s the same security that they would have at a sporting event.  And, I mean, you can’t overdo it either.  What is too much security?  What is too little security?  So, it does make you think about it.”

Gun Permits Slow in Coming

concealed carryGun rights advocates say the Kansas attorney general’s office is struggling to process a record number of applications for concealed carry permits on time.

Edwardsville resident John Altevogt said Thursday that Attorney General Derek Schmidt’s office told him last week it would be lucky to process applications in 120 days. Kansas law says applications must be reviewed in 90 days.

Altevogt applied for a permit in February. On Wednesday, he filed a professional ethics complaint against Schmidt and members of his staff.

Kansas State Rifle Association president Patricia Stoneking said her group has received dozens of complaints in recent weeks.

Schmidt’s office received nearly 11,000 concealed-carry applications in January, February and March. He and his spokesman didn’t immediately respond to telephone and email messages seeking comment Thursday.
