Strong Farm Income Boosts Index

money-stacks-2-238x300A monthly survey of bankers says that strong farm income continues to boost the economy in rural areas of 10 Midwest and Plains states.

The overall economic index for the region grew to 58.3 in April from March’s 56.9.

Creighton University economist Ernie Goss oversees the survey. He says agricultural businesses and energy-producing firms continue to thrive in the region.

But the continued growth in farmland price index that hit 66.9 in April remains a concern for smaller farmers.

The index ranges from 0 to 100, with 50 representing growth neutral. Any score above 50 suggests economic growth in the months ahead.

The index is based on a survey of rural bankers in Colorado, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota and Wyoming.

Senator Moran Questions Administrator on closing FAA Towers (new Video)

– Today, at the Senate Appropriations Subcommittee on Transportation, Housing and Urban Development, and Related Agencies hearing, U.S. Senator Jerry Moran (R-Kan.) questioned Federal Aviation Administration (FAA) Administrator Michael Huerta on the Administration’s decision to disproportionately target FAA Contract Control Towers with sequestration cuts. Administrator Huerta said he did not have the authority to use unobligated funds to keep the towers open – authority Sen. Moran’s blocked amendment to the Continuing Resolution (CR) would have given the FAA. The Obama Administration opposed allowing the Senate to vote on Sen. Moran’s amendment – which had strong bipartisan support – for unknown reasons.

Sen. Moran continues the fight to protect FAA contract towers and has brought together a bipartisan coalition of Senators committed to finding more responsible ways to cut spending than by compromising safety. He and Sen. Richard Blumenthal (D-Conn.) introduced the Protect Our Skies Act, legislation to protect air traffic control towers and preserve aviation safety across America. The legislation, which boasts 32 bipartisan cosponsors, would prohibit the Department of Trenasportation from closing any air traffic control towers during FY 2013 or 2014, including those that are operated by the FAA.

A report published last summer by the Inspector General for the DOT found that the Contract Tower Program was one of the most efficiently run programs in the FAA. The report also showed the specified towers in the FAA Contract Tower Program were all operational in 2009, when the FAA received less funding than they will under sequestratio

The Protect Our Skies Act is supported by the National Air Traffic Controllers Association, Aircraft Owners and Pilots Association (AOPA), American Association of Airport Executives (AAAE), National Air Transportation Association (NATA) and numerous aviation industry groups.

 

 

 

 

 

 

Scabies Now at FHSU. Treatment, Containment Underway

fort_hays_state_university_ihe_mediumFort Hays State University has confirmed three cases of students with scabies, which is a skin parasite. Scabies usually is passed by direct, prolonged skin-to-skin contact with an infested person.

The university is identifying others who may have been exposed to scabies.

The condition is treatable with a prescription ointment. Treatment is being arranged for everyone who might be affected. Appropriate steps are being taken to clean affected areas and materials, such as clothing, bedding and towels, that can harbor the parasite.

According to the Centers for Disease Control and Prevention:
Human scabies is caused by an infestation of the skin by the human itch mite (Sarcoptes scabiei). The microscopic scabies mite burrows into the upper layer of the skin where it lives and lays its eggs. The most common symptoms of scabies are intense itching and a pimple-like skin rash. The scabies mite usually is spread by direct, prolonged, skin-to-skin contact with a person who has scabies.
Scabies occurs worldwide and affects people of all races and social classes. Scabies can spread rapidly under crowded conditions where close body contact is frequent. Institutions such as nursing homes, extended-care facilities and prisons are often sites of scabies outbreaks.

Northwest Kansas Technical College in Goodland had an outbreak of scabies last week and temporarily closed the campus. However, Ellis County Public Health Administrator Butch Schlyer advised this morning that it would be sufficient to treat affected individuals and that it was not necessary to close the FHSU campus.

Individuals infested with scabies remain infectious for about eight hours after treatment and should not come into direct contact with other people during that period.

Informational meetings for students will be conducted at 7 tonight in the main lobby of Agnew Hall and at 8 in the Red Room at Wiest Hall.

Any FHSU students, faculty or staff who think they might have scabies should contact the Student Health Center or their personal doctor.

Larned State Hospital Has Special Visitor

Larned-St-Hospital-photoKansas Governor Sam Brownback toured the Larned State Hospital Thursday and met with patients and staff, accompanied by Kansas Department of Aging and Disability Services Shawn Sullivan.

“My visit today gave me a first-hand look at the challenges the state has at Larned State Hospital and to hear directly from staff members,” Governor Brownback said.

The Governor discussed with staff how his proposed budget funds the hospital’s core services and maintains staffing levels. He congratulated staff on the efficiencies found at the hospital that will save about $1.7 million through better management of the pharmacy division and kitchen operations. His proposed budget also funds a new forensic evaluation unit that opened in December and a new Sexual Predator Treatment Program unit scheduled to open in 2014.

“The Larned State Hospital budget is a very small percentage of Kansas’ overall budget. Core programs and our expansion units have been funded, but we have made some common-sense efficiencies. Larned’s FY 2013 budget was $7 million higher than the previous year because of wage increases and other improvements made during that budget period,” Governor Brownback said. “It is our responsibility to deliver quality care to the patients here. I believe the community of Larned agrees about the level of care and the need to provide adequate funding for the hospital.”

Another matter on the table was recruitment and staffing challenges, and the amount of overtime hospital staff have been asked to work as a result.

“Larned State Hospital has been dealing with a critical staffing situation during the last two years. Our employees have stepped up to the plate heroically to fill in the gaps. We are making progress towards addressing the overtime situation. Overtime hours are 16 percent lower than they were a year ago at this time, and trending down,” Secretary Sullivan said. “We are well aware that we still have a distance to go.”

The Brownback Administration and KDADS have a number of new programs that are being implemented to improve employee recruitment and retention, and to reduce overtime. These initiatives include:

· Superintendent’s Nursing Task Force to strengthen recruitment efforts for nurses and LPNs
· Development of staff float pools to fill gaps in staffing as they occur
· Institution of automating scheduling processes that are more efficient than the former system
· Focus groups of nursing staff to provide expert insight on the best way to address the problem
· A new leadership and supervisory training program
· A new education and training program for licensed mental health workers to enable the hospital to hire more training personnel.
· Operational assessments of all state hospitals, conducted by an outside consultant, are under way to determine how to make the most efficient use of the resources we have.

Wednesday’s Police Activity Log

The Hays Police Department conducted 11 traffic stops and received eight animal calls on Wednesday, according to the Police Activity Log.

Driving Under the Influence: The Hays Police Department conducted two driving under the influence stops on Wednesday. The first DUI stop was conducted in the 500 block of Pine Street Wednesday morning at 12:20. Officers also investigated drug offenses in connection with the stop. The second DUI stop was conducted in the 300 block of West 13th Street Wednesday morning at 1:00.

Disturbance: Officers responded to three disturbance reports on Wednesday. The first disturbance was reported in the 1200 block of Main Street Wednesday afternoon at 2:46. There was also a report of disorderly conduct in connection with the disturbance report. There were two domestic disturbances reported Wednesday. The first domestic disturbance was in connection with a civil dispute in the 2700 block of Colonial Street at 6:30 Wednesday night. Another domestic disturbance was reported in the 100 block of East 15th Street Wednesday night at 11:07.

Criminal Damage to Property:
The Hays PD received one report of damage to property in the 2000 block of Lincoln Drive. Officers investigated it as criminal damage to property at 7:57 Wednesday morning.

Motor Vehicle Accidents:
Officers responded to two motor vehicle accidents on Wednesday. The first accident was reported at 22nd and Allen Street Wednesday morning at 12:00. The second motor vehicle accident was reported at 13th and Canterbury Wednesday afternoon at 1:40.

khaz brad paisley 20130308Brad Paisley scores his seventh consecutive #1 debut on Billboard‘s Country Albums chart this week with Wheelhouse.  The set sold more than 100,000 copies in its first week and lands at #2 on the overall Billboard 200 albums chart.

Wheelhouse includes Brad’s recent #1 hit “Southern Comfort Zone” as well as his latest single, “Beat This Summer,” which is now racing up the charts.  Of course, all the media attention generated by Brad’s duet with LL Cool J, “Accidental Racist,” raised the project’s profile significantly in the past week.

Ellis County Extension Offers “Eat Healthy- Be Active” Workshops

K-State Research and Extension           The Ellis County Extension Office will offer three workshops on the theme “Eat Healthy-Be Active” to be held on three consecutive Mondays: April 22, April 29, and May 6.  The time for each session is 5:30-6:30 pm at the Extension Office meeting room, 601 Main Street in Hays.    The instructor for the workshops is Isaac Broeckelman, FHSU Health Promotion student.  The free workshops are offered in conjunction with Walk Kansas, but are open to anyone who would like to attend. Participants may attend one or more of the workshops as desired.  Please RSVP for each workshop to the Ellis County Extension Office at 785-628-9430 or [email protected].

           April 22 – Tips for Losing Weight and Keeping It Off
           Healthy eating and physical activity work hand in hand to help us live healthier lives. This workshop will give tips for losing weight and/or maintaining a healthy weight.   Learn how to determine your body mass index (BMI) and the amount of calories you need each day for a healthy weight.  Also learn weight loss strategies such as tips to eat less, keep track of what you eat, rethink your drinks and add activity to your day.
           April 29 – Make Heathy Eating Part of Your Total Lifestyle
           Small changes can make a big difference.  This workshop will use the “go, slow, whoa” concept for foods that should be eaten regularly and those that should be eaten only occasionally.  Learn to choose more fruits, vegetables and whole grains, less sodium and added sugar, and use the Nutrition Facts label as a guide to healthier eating.
           May 6 –  Physical Activity is Key to Living Well 
           This workshop will feature the benefits of regular physical activity and specific recommendations for aerobic and strengthening activities.  Learn several simple strengthening exercises which you can do at home with minimum equipment.

Update: Late Morning Injury Accident I-70

UPDATE 1:30P.M. According to the Kansas Highway Patrol, at 10:11 this morning 20-year old Blair Welch, of Wichita was traveling eastbound on Interstate 70 when the 2003 Chevrolet Blazer she was driving left the roadway and struck the guardrail at mile marker 158.

Welch was transported to the Hays Medical Center with a possible injury.

 

10:15 a.m. Hays Emergency Responders were on the scene of an injury accident on I-70  west of mile post 159, toward the Hall Street overpass. One patient has been transferred to HaysMed.
