Wichita’s McConnell Base Wins $500K

(AP) — McConnell Air Force Base in Wichita is getting a $500,000 award from the Defense Department.

McConnell gets the money for finishing as a runner up for a national honor awarded annually to U.S military installations.

Keesler Air Force Base in Biloxi, Miss., won the Air Force category and will receive $1?million. McConnell and Keesler were the two finalists out of 166 bases considered for the 2012 Commander-in-Chief’s Installation Excellence Award.

McConnell spokesman Stefan Bocchino says the money has to go toward improving the quality of life of airmen and their families, and could include such things as upgrading dormitories or recreational facilities.

Obama Proposes $714M For Kansas NBAF Project

(AP) — Efforts to build a new biosecurity lab in Kansas are getting a huge boost, as President Barack Obama sends Congress a budget proposal that includes $714 million for construction of the facility at Kansas State University.

That would be the largest proposed federal expenditure for the project to date.

Sen. Pat Roberts of Kansas says Wednesday that the recommendation signals the administration’s support for building the $1.15 billion lab, which will study large animal diseases and develop measures to protect the nation’s food supply.

The Department of Homeland Security will build the lab to replace a facility at Plum Island, N.Y.

Roberts, a Republican, says the proposal will require additional financial commitments from Kansas, which will be worked out by Gov. Sam Brownback and legislators.

How to Get to Those Eastside Vine Street Businesses

vine street construction mapFollowing a break during Tuesday’s crazy weather, workers are back on the Vine Street reconstruction job between 13th and 22nd Streets in Hays.

The west-side southbound lanes, along with the center turn lane, are closed.  Traffic is re-directed to the east side of Vine with one lane in each direction.  Left turns are prohibited in the construction zone.

Some access points to businesses on the west side of Vine Street are closed, requiring use of alternate access from side streets, alleys, and across adjacent properties.

Assistant Public Works Director John Braun expects this first phase of construction to last until late May.

Governor Signs Kansas Preservation of Religious Freedom Act

BrownbackToday, Governor Sam Brownback signed into law the Kansas Preservation of Religious Freedom Act (HB 2203) which codifies important legal standards to be used in legal cases involving religious liberty concerns before Kansas Courts.

The Kansas Senate overwhelmingly approved the measure by a vote of 34 to 4 on March 21st. The Kansas House of Representatives followed suit approving the legislation by a vote of 109 to 12 on March 25th.

“Kansans can now rely on permanent, statutory protection of their religious liberties,” stated Robert Noland, Executive Director of the Kansas Family Policy Council. “Kansas has a long history of protecting religion and rights of conscience. The Kansas Preservation of Religious Freedom Act continues that rich tradition by codifying the current judicial standard requiring a compelling government interest must be proven before state or local law can require any Kansan to act (or not act) in any manner that violates their deeply held religious beliefs.

“The wide margin of support in both the Kansas House of Representatives and Senate demonstrates a willingness to continue the tradition of reverence and respect accorded to religious liberty in Kansas. Current pending legal challenges to controversial federal mandates for healthcare impacting religious organizations and individual religious liberties illustrate how important these protections are at the federal level. Passage of HB 2203 is a significant step in statutorily implementing these same protections here in Kansas.”

The Kansas Preservation of Religious Freedom Act was authored by Representative Lance Kinzer (R-Olathe) and enjoyed the support of 40 other cosponsors in the Kansas House of Representatives.

The bill codifies for Kansas courts the same strict legal protections for religious liberty that currently exist in the federal judicial system. The stricter standards have been in place at the federal level since Congress passed the Religious Freedom Restoration Act (RFRA) in 1993 in response to weakening judicial standards protecting religious liberties. RFRA passed the US House of Representatives unanimously and won approval in the US Senate by a margin of 97 to 3 before President Clinton signed it into law.

The federal law initially provided the same strict standard regarding religious liberty cases for the individual states until 1997 when the Supreme Court struck down the act’s ability to mandate such protections in state courts.

Because the federal court ruled that RFRA standards could not be mandated in state courts by Congress, it then became incumbent upon each state to act on its own to implement the stricter judicial standard to be used in cases involving challenges to religious liberty.

To date nearly 20 states have enacted similar protections for religious liberty.

Roberts: We Must Look at the Deficiencies in the Mental Health System

Senator Pat RobertsToday, S. 689, the Mental Health Awareness and Improvement Act, a comprehensive bill to improve awareness and prevention of mental illness with special emphasis on services for children and youth passed out of the Senate Health, Education, Labor and Pensions (HELP) Committee with broad bipartisan support. The bill is now awaiting Majority Leader Reid’s action to bring it to the Senate Floor.

Yesterday evening, U.S. Senator Pat Roberts (R-Kan.) joined a bipartisan group of Senators on the HELP Committee to introduce the Mental Health Awareness and Improvement Act.

“To truly address the root cause of the terrible violence and tragic attacks we have seen in recent months, we must look to the structural deficiencies in our mental health system,” Senator Roberts said. “Troubled folks, especially our youth, requiring mental health care deserve the highest protections, care and understanding. I am confident that this proposal, which has bipartisan support is a step in the right direction.”

The bill reauthorizes and improves programs administered by both the Departments of Education and Health and Human Services related to awareness, prevention, and early identification of mental health conditions, and the promotion of linkages to appropriate services for children and youth.

Senator Roberts went on, highlighting why improving our mental health system is a far better approach to avoid violent tragedies than the gun control proposals currently being negotiated behind closed doors by Majority Leader Reid and fellow Senate Democrats.

“I’m a Dad and a Granddad — If I thought the gun control proposals making their way to the Senate floor would end violence, I would vote for them. However, I just don’t think these proposals are the answer and neither do the thousands of Kansans that have contacted me. This bill seeks to help the troubled individuals in our society that often end up committing violent acts.”

Title I of the Mental Health Awareness and Improvement Act focuses on school settings by promoting school-wide prevention of mental illness through the development of positive behavioral supports and encouraging school-based mental health partnerships.

Title II focuses on health issues like substance abuse, suicide prevention, helping children recover from traumatic events, mental health awareness for teachers and other individuals, and assessing barriers to integrating behavioral health and primary care. This bipartisan legislation makes targeted improvements designed to advance Federal efforts to assist states and local communities in addressing the mental health needs of their citizens.

The bill was introduced by Senators Harkin (D-IA), Alexander (R-TN), Murkowski (R-AK) Franken (D-NV), Enzi (R-WY) , Bennet (D-CO), Baldwin (D-WI), Hagan (D-NC), Isakson (R-GA), Sanders (I-VT) and Roberts (R-KS).

As the Ranking Member on the Senate Finance Subcommittee on Health Care, the Co-Chair of the Senate Rural Health Caucus and as a senior member of the Senate Health, Education, Labor and Pensions Committee, Roberts has fought for improved mental health services and mental health parity. Senator Roberts was a long time original cosponsor of Senators Pete Domenici and Paul Wellstone’s landmark legislation on Mental Health Parity which became law in 2008. He was also a supporter of the Garrett Lee Smith Act.

 

KHAZ Country Music News: Tim McGraw Welcomes Special Guests to Tape Upcoming ACM Special in Las Vegas

khaz tim mcgraw 20130315Tim McGraw held court at the MGM Grand Garden Arena in Las Vegas Monday night, introducing a sold-out crowd to the country sounds they’ll hear on the road this summer. The concert will air as the ACM Presents: Tim McGraw’s Superstar Summer Night next month on CBS, and the show features a performance of Tim’s latest single “Highway Don’t Care,” featuring Keith Urban and Taylor Swift.

Keith Urban, Dierks Bentley, JaCancelson Aldean and this year’s ACM Entertainer of the Year, Luke Bryan,joined Tim and rock legend John Fogerty onstage for the finale performance of “Born on the Bayou.”

The show kicked off with pop star Pitbull singing his hit “Feel This Moment” with Christina Aguilera, Blake Shelton‘s pal from The Voice, appearing virtually on the screen. Pitbull also performed with Tim on the country hit, “Felt Good on My Lips.” Tim later teamed up with Ne Yo for a performance of “She Is,” their collaboration from Ne Yo’s recent album, R.E.D.

Lady Antebellum previewed the song “Goodbye Town” from their new album, Golden, landing in stores May 7. The Band Perry reworked their ACM Awards performance of “DONE.” for the upcoming broadcast, and Tim delivered a rousing version of “Mexicoma” from his latest album, Two Lanes of Freedom.

Tim’s new tour mate, Brantley Gilbert,performed his #1 country hit “Country Must Be Country Wide,” and Tim’s wife Faith Hill performed her 1994 cover of the Janis Joplin hit “Piece of My Heart.” Florida Georgia Line, Jason Aldean and Dierks Bentley also took solo turns on the show.

Man Sentenced for Church Break In

shinnA Salina man admitted that he broke into the church where he was baptized in order to support his drug addiction.

Thirty-four-year-old Jonathan S. Shinn was sentenced Tuesday to two years and four months in prison for thefts from the Trinity Lutheran Church in February. He was also ordered to pay $4,156 in restitution to the church.

Shinn is also a suspect in a break-in at the church on March 21.

The Salina Journal reports the church break-ins occurred while Shinn was out of jail on bond awaiting sentencing for two burglaries of neighbors’ houses and two vehicle burglaries.

The church’s interim pastor, Joseph Hughes, said the congregation tried to help Shinn but the thefts caused significant loses that affected the church’s ability to help others.

FHSU Softball Up to No. 14 in Latest NFCA Rankings

Fort Hays State softball moved up four spots in the latest NFCA Division II Top 25 Poll released on Wednesday. The Tigers are ranked No. 14 after going 4-0 last week with the No. 18 ranking. The Tigers are currently 33-5 overall and lead the MIAA at 13-1. This is the fifth consecutive week for the Tigers in the national rankings after jumping in at No. 21 on March 13. The highest ranking for the Tigers this year was No. 11 on March 20.

Fort Hays State continues to be one of three teams from the MIAA represented in the Top 25. Central Oklahoma (27-7) moved up two spots this week to No. 8 and Missouri Western (26-10) dropped just one spot to No. 25.

Fort Hays State has two conference doubleheaders this weekend in Hays with Missouri Southern and Pittsburg State, a pair of schools that each enter the weekend with .500 records overall. Central Oklahoma is tied with Fort Hays State in the loss column in conference play, each with just one loss, but Central Oklahoma is 11-1 in conference play, two wins shy of the Tigers.

KHAZ Country Music News: Rogers, Bare, Clement in Country Music Hall of Fame

     The trio of new inductees attended a news conference Wednesday at the Country Music Hall of Fame and Museum in Nashville.
 
     Each has had a significant impact on music.
 
     Rogers was both a pop crossover and a pop culture sensation in the 1970s and ’80s with songs like “The Gambler” and the Lionel Richie-produced “Lady.”
 
     “Cowboy” Jack Clement, a colorful artist and producer, played a crucial role in the history of music, working as a producer and engineer at Sun Records before moving to Nashville.
 
     And Bare charted his own path, emulating the free-thinking outlaw movement and veering from country to pop and rock.

That makes .38 of moisture for the month of April and 3.06 inches for the year.
With a trace of snow over the past 24 hours Hays officially has received 33.9 inches of snow for the season.

Play with Your Food at HPL

 

On Saturday, April 13 at 2:00 p.m. The Adult Services Department will host the Annual Edible Books Contest. Participants are invited to play with their food and create an edible work of art based on the form, title, or content of a book. To participate in this event, either as an individual or a group, drop off for entries is between 3:00 p.m. and 5:00 p.m. on Friday, April 12 and between 9:00 a.m. and 1:00 p.m. on Saturday, April 13. The Edible Books Festival will be held from 2-4:00 p.m. on Saturday, April 13. Participation from all age groups is encouraged!
