Summer Reading Program Celebrations this Week

The Hays Public Library summer reading programs are coming to a close, and in celebration of all the books, activities and events the kids attended and completed, the library is throwing a party!

The HPL Summer Reading“Dig Into Reading” parties will be held upstairs in the library’s Children’s Department.

The In-Be-Tween ending party will be held Tuesday, July 23 from Noon – 2:00 p.m. Please join the fun for lunch, games, and drawing for prizes.

The Final ending party will be held Friday, July 26 between Noon – 2:00 p.m. Join us for hot dogs, chips, drinks, games, drawing for prizes, and special entertainment. Please register for the event on-line at www.hayspublib.org or by calling 785-625-9014.

2014 City Budget considerably less than 2013

During last Thursday’s Commission work session, the proposed 2014 budget was presented  to the Commission by City Manager Toby hays ks logoDougherty.

Details of the 2014 budget are noted below; however the City Commission will review the budget again August 1 and a public hearing is scheduled for August 22nd to grant plenty of opportunity for public discussion.  A draft copy is also available in the City Manager’s office for review and past budget in briefs are available on the city’s website at www.haysusa.com

2014 Budget

A balanced budget was presented

Entire 2014 budget is $2 million less than 2013 budget

  • Budgets are similar but appear less because cash is used to purchase capital expenditures in 2013 rather than incurring debt (any debt increases property taxes therefore the Commission uses a pay cash as you go system).
  • Also transfers to reserves were made in 2013 throughout various funds

The budget allows for the continued 25 mill levy by utilizing excess revenues to offset the asking amount

Continuation of pay as you go for capital projects – over the past three years $4.4 million has been paid in cash

  • This is done as not to increase debt and keep the levy low

Reserves continue to be adequately funded

Sales Tax revenues are budgeted with a -1% for 2013 and flat for 2014

  • Current sales tax is -1.25%

2014 General Fund is approximately $60,000 more than last year

Budget contains the same number of employees as last year

No rate increase in solid waste

Only necessary projects were added to protect investment in facilities and infrastructure

(AP) — Residents are being invited to the University of Kansas in Lawrence to help mark the 90th birthday of former Sen. Bob Dole and

celebrate his life of public service.

The event Monday will be held at the Dole Institute of Politics where the former Republican U.S. senator’s archives are housed. The institute opened in 2003.

Dole is not expected to attend.

Dole served in the U.S. Senate from 1969 until 1996, when he retired to run for president but lost to Democratic incumbent Bill Clinton. Dole is a World War II veteran who served in Europe, where he was severely wounded in battle in Italy.

Activities scheduled for the birthday celebration include serving cupcakes, making political buttons and the signing of a card wishing Dole a happy birthday.

Officials look at potential Oil drillers

Oil Patch Well Small(AP) — Issues have arisen with two figures Wichita is negotiating with to extract oil from beneath the Century II exhibition hall in Wichita.

The Wichita Eagle (https://is.gd/YlF38H ) reports that one man has unpaid state taxes, loan defaults and debt recovery judgments. A second key figure in the negotiations ran a company that has a tax dispute with the state.

The Eagle reported that city officials had no idea about the issues until the newspaper found the financial cases in Sedgwick County District Court last week. The discovery came weeks after city planning officials began discussing a mineral rights lease with the men.

The discovery has put the drilling project on shaky ground. Several city officials now say they won’t partner with any driller who has financial issues.

Kansas Researcher: T.rex a predator, not scavenger

(AP) — Paleontologists long have debated whether the Tyrannosaurus rex was a vicious killing machine or a scavenger.t rex

But now David Burnham of the University of Kansas says new evidence shows the dinosaur is “the monster of our dreams.” The new evidence is a T. rex tooth lodged in the fossilized spine of a hadrosaur. The plant-eater seems to have survived the attack. And because the T. rex regularly shed teeth, the hunter would have simply grown a new one.

The university said in a news release that Burnham was part of a team that analyzed graduate student Robert DePalma’s fossil discovery from the Hell Creek Formation of South Dakota. The team describes the find in the current issue of the Proceedings of the National Academy of Sciences.

Kansas Book Festival Authors

Kansas First Lady Mary Brownback announced the third annual Kansas Book Festival will take place at the Kansas Capitol Building on Saturday, September 7th. Kansas Book festival 2013The festival will showcase current authors and books and will promote the importance of reading. It is free and open to the public from 9 a.m. to 4 p.m.

More than 30 authors will take part in the festival, most notably former Kansas City Royals player Frank White, who will be talking about My Team, My Town, My Time. Several authors will be discussing their latest books, including Joel Rosenberg, Alex Grecian and Larry Berman. Local favorites include Gary Krohe, Larry Welch, and Deb Goodrich Bisel.

“Our mission is to promote literacy and encourage a life-long love of reading,” Mary Brownback said. “This year the Kansas Book Festival has put together a great lineup of authors and activities for the whole family to enjoy. The Kansas Book Festival is a wonderful way to spend a Saturday together.”

Along with the author presentations there will be book signings, outdoor entertainment, and activities for children of all ages. The presentation for the Kansas Notable Book award winners will also take place at the event.

‘Alarming’ rise in kids injured by falling TVs

(AP) — Doctors are calling out a warning over climbing injury rates to kids from falling TV sets.television tv set

A study finds falling televisions sent nearly 200,000 U.S. children to the emergency room over 20 years and such accidents are sometimes deadly.

Doctors and safety experts say better awareness is needed about the dangers — especially the risks of putting heavier, older model TV sets on top of dressers and other furniture young children may try to climb on.

Most injuries are in kids under 5; head and neck injuries including concussions are the most common.

Lead author Dr. Gary Smith, a pediatric emergency specialist, says it is unclear from the data what type of TV sets are involved in the accidents or whether older, heavier models are the most common culprit.

The study was published online Monday in the journal Pediatrics.

Garland Lifts Larks to Comeback Win Over Derby

Clayton Garland went 3-for-4 and drove in three runs to lead the Hays Larks to a 5-4 victory over the Derby Twins Sunday night at Larks Park. The Larks take the series 2-1 and improve to 29-11 overall and 21-10 in the Jayhawk League where they maintain a two-game lead over Wellington. The Twins fall to 16-10 overall and 13-19 in the Jayhawk League.

The Twins used a twp-out homer in the first off the bat of Dylan Boston to grab a 2-0 lead. Garland hit a solo homer to lead off the second to get the Larks on the board. Brent Gillespie’s leadoff homer in the third pulled Hays within a run at 3-2.

Game Highlights

Gillespie would tie the game an inning later with a sacrifice fly to center scoring Clayton Garland. Garland would then give the Larks the lead for good with two-run single to center.

DJ Carr, the first of three relief pitchers for Hays, picks up the win with an inning and a third of hitless relief. David Owen pitched the final two innings for his fifth save.

Larks starter Ross Vance, a West Virginia signee, allowed four runs, two earned, on five hits over 4 2/3 innings in his debut.

Hays Monarchs Drop Zone Tourney Opener

The Lincoln County Hawks scored three runs in the second inning and that would be all they would need as they hold off the Hays Monarchs 3-1 in the American Legion Zone 6 tournament opener Sunday in Lincoln. The Monarchs fall to 14-13 on the season. They will play Hoisington Monday in an elimination game around 7:30pm.

The Monarchs plated their lone run in the seventh on a two-out RBI single from Taylor Wasinger, scoring Ryan Schippers, but Taylor Rome struck out to end the comeback.

Cameron Brin takes the loss, allowing all three runs in three innings of work.

In the other zone tourney game, Smith Center defeated Hoisington 3-1 in eight innings.

Direct water contact banned at 6 Kansas lakes

(AP) — Swimming, skiing and other direct water contact is banned at six Kansas lakes because of toxic blue-green algae.

The Kansas Department of Health and Environment says the lakes are Buhler City Lake in Reno County, Colwich City Lake in Sedgwick County, Logan City Lake in Phillips County, Memorial Park Lake in Barton County, Riggs Park Lake in Sedgwick County and South Park Lake in Johnson County.

At two other Kansas lakes, direct water contact is discouraged. Those lakes are Marion Reservoir in Marion County and Milford Lake in Dickinson and Geary counties.

The KDHE urges visitors to the six lakes where direct water contact is banned and the two where it’s discouraged to keep their pets from drinking untreated water. Any fish caught in the lakes should be cleaned well.

 

State Democrats expect governor hopeful to arise soon

(AP) — Some prominent Kansas Democrats expect their party’s top candidate for governor to emerge by Labor Day for a challenge to Screen Shot 2013-07-21 at 3.42.13 PMRepublican incumbent Sam Brownback.

The Democrats most often mentioned as potential candidates are Kansas House Minority Leader Paul Davis, of Lawrence; businesswoman and former Board of Regents member Jill Docking, of Wichita, and former state Agriculture Secretary Joshua Svaty, an Ellsworth County native.

Democrats acknowledge that their nominee will need to raise hundreds of thousands of dollars and build statewide name recognition early. In 2010, the Democratic nominee, state Sen. Tom Holland, of Baldwin City, was hampered by a relatively late start in February of that year.

Kansas Republican Party Executive Director Clay Barker says the GOP doesn’t see Brownback as vulnerable.s
