Sandy Praeger declines invitation to meet with President Obama

The head of the National Association of Insurance Commissioners and two members met today with President Obama to discuss the troubled rollout of the Affordable Care Act.

Kansas Insurance Commissioner Sandy Praeger, a moderate Republican who has generally supported the law, was invited but chose not to attend. NAIC President Jim Donelon, Connecticut’s insurance commissioner, organized the meeting.

Praeger said she wasn’t trying to distance herself from the controversy surrounding the law’s problem-plagued rollout.

But she said the meeting was “premature” because the NAIC had not worked with its members to develop consensus on how to address remaining problems with the law’s implementation.

“It’s a huge honor to be invited to the White House,” Praeger told KHI News Service. “But I want to make sure that we use the president’s time wisely and that we are really able to have some constructive and meaningful dialogue.”
Praeger said the NAIC typically has been a “consensus organization.”

“As a past president of this organization, I think we have a real responsibility to communicate with the leadership and make sure that when we have a meeting that it’s not just representing a single point of view, but it’s representing a consensus point of view that’s been arrived at through a vetting process,” she said.

In a joint email sent to their counterparts late Tuesday, Praeger and other commissioners who decided not to attend the meeting said they had “serious reservations about both the process and the policy issues surrounding such an important meeting.”

Adam Hamm, the Republican insurance commissioner from North Dakota, gave similar reasons for skipping the meeting in a statement to the New York Times.

“Because the topic for the meeting (Affordable Care Act) is so delicate and potentially divisive among the nation’s insurance commissioners, a meaningful discussion between all the commissioners needs to take place before a meeting with the president,” said Hamm, who like Praeger is a former president of NAIC. “Unfortunately, that did not happen so I had to respectfully decline to participate in today’s meeting.”

Bob Hanson, a spokesperson for the insurance department, said Praeger also wanted to remain in the state so that she could continue to work with Kansas insurers attempting to comply with President Obama’s recent request that the companies allow customers to temporarily keep policies that don’t meet the ACA’s minimum coverage requirements.

“The Commissioner and her department personnel are in the middle of conferring with companies on how the president’s changes might be implemented,” Hanson said in an email. “Those business and regulatory discussions are keeping the commissioner here in Kansas to make sure any details are hammered out in the best interest of our citizens.”

Blue Cross Blue Shield of Kansas, the state’s largest health insurer, announced Tuesday that it would comply with the president’s request and work to reverse approximately 10,000 policy cancellations already in process, allowing policyholders to keep their nonconforming plans another year.

“This governmental change will allow many of our members to keep the benefit plan they already have and like, while still allowing them to consider new plans that they may be able to purchase with the help of a tax subsidy or small business tax credit,” the company said in a news release.

Praeger said reversing the cancellations likely would be costly to BCBS-KS and other insurers and could lead to premium increases. The main reason, she said, was that companies had based their rates on the assumption that many young, healthy people who had nonconforming policies would purchase more comprehensive plans thereby broadening the insurance pool. If significant numbers of those people decide to hang on to their current plans, the mix of policyholders enrolled in more comprehensive plans will be older and less healthy, Praeger said.

“If you’re going to let these healthier folks stay out of the mix for another year, there’s going to be a (cost) impact,” she said.   –By Jim McLean, KHI News Service

Health Complex Holding Inaugural Hospital Ball

Sheridan County Health ComplexThe Sheridan County Health Complex (SCHC) is hosting their inaugural Hospital Ball.  The event, titled “A Night of Simple Elegance”, will be held Saturday, November 23rd at the Hoxie Elks Lodge located west of Hoxie off Highway 24.

The semi-formal event (tuxedos and ball gowns not required) is being used to raise money for facility repairs and upgrades.  Tickets for the fundraiser are $35 for an individual, $60 for a couple, and $250 for a reserved table for 8.

Scheduled events for the day:

  • 3:00 p.m. – 9:00 pm – Silent auction available for viewing at bidding at the Elks Clubhouse (with multiple items worth hundreds of dollars each such as pedal tractors, Vera Bradley purses and jewelry)
  • 6:00 p.m. – Prime Rib dinner served
  • 7:00 p.m. – Live entertainment
  • 9:00 p.m. – 12:00 a.m. – Free dance with DJ Larry Beiker

Chris Niblock, Chief Financial Officer for SCHC told Hays Post that with changes in healthcare reform that negatively impact the “bottom line”, she and the other staff are taking steps to ensure they can still provide great healthcare while putting patients and residents first.

“We’re trying to think outside the box and come up with things like this that we can do that is a nice, fun time for the community.  We’re not asking for them to spend any more for the ticket to come there than they would spend if they were going anywhere for a nice steak dinner, but to top our evening off we have some really excellent live entertainment.”

Niblock said that as of November 20th, 210 people have RSVP’d for the event.  She added that there will be a handful of tickets available at the door for those who didn’t RSVP in advance.

Four arrested in shooting that killed Kansas woman

arrest (AP) — Authorities in Sedgwick County have arrested four people in a shooting that left a woman dead and her husband critically injured.

The couple was rushed to a Wichita hospital Friday night after they were found suffering from gunshot wounds outside their home in Valley Center, which is north of Wichita. The Sedgwick County Sheriff’s office said 53-year-old Melissa Bluml died Saturday. Her husband, Roger Bluml, remains hospitalized in critical condition.

The sheriff’s department says three men and a woman have been taken into custody.

Sheriff’s Capt. Greg Pollock also says investigators expect to meet with prosecutors this week to determine if charges will be filed.

Pollock says authorities don’t expect any more arrests, but the investigation is ongoing.

 

Worker killed at Kansas FedEx facility

Emergency police accident(AP) — Police in Shawnee say a worker has died after an accident at a FedEx facility in suburban Kansas City.

Shawnee police said in a release Wednesday that 62-year-old Dwight L. Spencer of Gardner died of his injuries at a hospital.

Emergency crews were sent to the FedEx facility on a report of an injured worker. Police say that when they arrived they found Spencer pinned between a trailer and a dock. He was taken to a hospital, where he died.

The cause of the accident is under investigation.

Nancy Jones made the announcement at the unveiling of the George Jones Monument at Woodlawn Roesch-Patton Funeral Home and Memorial Park Monday (11/18), and will make the first financial contribution. MTSU Recording Industry Department Chair Beverly Keelwill oversee donations. “MTSU is a very appropriate place to honor George Jones because of its nationally known recording industry program,” says MTSU President Sidney A. McPhee. “We have educated many of the leaders of the country music industry and we are dedicated to teaching students about the important contributions of country music.” Donations can be made here.

Pita Shack Closing

closedThe Pita Shack in Hays is closing.  Alyssa McVey, manager at the restaurant, told Hays Post that the restaurant will close its doors at 4:00 pm on Friday, November 22nd.  Initially, the intention was to stay open until November 29th, but that plan changed.  McVey says business has been steady.  Her understanding is that the restaurant is closing because the owner of the building is selling the property, and the restaurant wasn’t able to find another location to move to.

“We’ve been looking at buildings downtown and they tell us that we’re the 3rd or 4th on the list.”

Ernee Sly, Office Manager for the Ellis County Coalition for Economic Development, said that the Pita Shack hasn’t reached out to them for assistance.  The Coalition coordinates with new and existing businesses to offer support in a number of ways, including finding suitable locations.

McVey added that she found out some time the week of November 11th that the restaurant, which employs roughly 12 people, would be closing.  Pita Shack opened its doors March 4th, 2013 in the building that previously housed Smoothie King.

Phone calls to Pita Shack owner Nikki Connor, who also owns Subs and Salads in LaCrosse, weren’t returned.

Open enrollment set to begin for KanCare

KanCare-LogoKanCare members who joined the new Medicaid program on Jan. 1, 2013, will have an open enrollment period from Dec. 1, 2013, to March 2, 2014.

During this open enrollment period, members will have the opportunity to switch health plans after reviewing their current KanCare services and comparing services among the three KanCare health plans: Amerigroup, Sunflower State Health Plan, UnitedHealthcare Community Health Plan.

This first group of members can expect to receive open enrollment packets by the end of November.

Members who enrolled in KanCare after Jan. 1, 2013, will have their open enrollment period in 2014 during the corresponding month of their original enrollment.

KanCare members who like the plan they have now and do not want to change plans will be able to continue with their current health plan without taking action on the open enrollment packet.

KanCare members with questions regarding open enrollment, can call KanCare Consumer Assistance at 1-866-305-5147.

Chance for Community to Spread Holiday Cheer

FHSU CAROLERSFHSU is looking for people to help spread some holiday cheer by joining a group of carolers.

The Dickens Carolers are a group of volunteers who bring in the holiday season with “Jingle Bells” and “Rudolph the Red Nose Reindeer.”  Named after the author Charles Dickens, the carolers are students, faculty, staff and community members.  The group is modeled after the type of English carolers seen in stories such as “A Christmas Carol.”

Dr. Terry Crull, associate professor of music and theatre, told Hays Post that right now there are two gigs lined up, but usually they start “rolling in” as Christmas gets closer.  Crull said that when an opportunity to sing arises, he emails those who have signed up.  Anyone who is available is welcome to come to the event and sing.

Caroling books will be provided.  The first performance will be at the tree lighting at 6 p.m. Tuesday, Dec. 3, in front of Sheridan Hall.

U.S. Senator Jerry Moran (R-Kan.) met with the Commander for Air Mobility Command, General Paul Selva in Senator Moran’s Washington, DC office.

“General Selva and I discussed the success of last week’s Environmental Impact Study hearing in Wichita for McConnell Air Force Base, which remains in excellent standing. We also talked about budget constraints on the Air Force. I conveyed my continued support and committed to making certain we’re basing tankers at McConnell in 2016,” Sen. Moran said.

On Tuesday, Nov. 12, 2013, the Wichita Community held a public hearing in support of McConnell Air Force Base as the new home of the KC-46A. As recent as last week, the Air Force indicated the KC-46A program was in jeopardy due to the government shutdown and a lapse in appropriations. Sen. Moran will continue to work with Air Force leadership to make certain this program remains a top priority for implementation and delivery of tankers to McConnell in 2016.
