History of capital punishment in Kansas is part of report

An in-depth look at current trends and changes within the Kansas Department of Corrections (KDOC) has been published and is available to the public.

The KDOC Annual Report for Fiscal Year 2013 gives historical data and projections for the future in the areas of population, costs and services. While summarizing key data on growth, the report helps the agency plan and budget for the future. It also serves as a resource for the structure of the agency, including contact information for the state’s correctional facilities and parole offices.

Featured in the report are a message from KDOC Secretary Ray Roberts, departmental developments within FY 2013, and a detailing of the history of capital punishment in the state.

The report includes, for the first time, information from the juvenile services division, which was made part of the KDOC by an Executive Reorganization Order during the 2013 legislative session.

Atkins’ son, Elijah, was his best man. The officiant was Charles Hutchens, who founded the Holston United Methodist Home for Children, where Atkins lived as an infant until he was adopted. When asked about a honeymoon, the couple say, “Our life is a honeymoon.” They are back in Nashville with plans to continue their “Most Hits For The Money” tour.

Hays group gets prevention grant

SUBSTANCE ABUSE PREVENTIONSUBSTANCE ABUSE PREVENTIONNO DRUGSCommunity groups in Hays and several other northwest Kansas towns are among the recipients of state grants targeting the reduction of substance abuse among high school students.

The Kansas Department for Aging and Disability Services (KDADS), Community Services and Programs Commission, Behavioral Health Services Division, has awarded grants totaling $205,000 to 16 community coalitions and school districts across Kansas.

These grants are intended to support efforts to reduce and discourage substance abuse (specifically, underage alcohol use, binge drinking, and/or marijuana use) through the implementation of evidence-based strategies that target high school-aged youth.

Funding for the grants was made available through the Kansas Department of Education’s Safe and Supportive Schools Program working with KDADS. The Safe and Supportive Schools initiative is a federal grant administered through the Office of Safe and Healthy Students (OSHS), U.S. Department of Education.

Using these grants, community groups and school districts will implement evidence-based strategies that have an impact on youth substance use. These include discouraging retail access, increasing family involvement, bolstering effective enforcement, changing social norms and discouraging early initiation into substance use.

Safe and Supportive Schools is a grant administered through OSHS at the U.S. Department of Education. The grant is designed to support measurement of school climate (also known as Conditions for Learning or CFL) regarding substance use and targeted intervention programs to improve those conditions at the high school level.

Police watching for suspect and stolen vehicle

Wednesday 11/13/13    The search for a stolen Dodge Dakota and a 20 year old suspect continues. The suspect was reportedly coming to Hays or Wichita from Sumner County where the vehicle was stolen.

 

Law enforcement authorities in Hays and the surrounding area are watching for a stolen 2003 Silver Dodge Dakota, reportedly taken on Saturday evening.

The vehicle with Oklahoma license 462 KAF was being driving by Derrick Eugene Hurley.

He is described as a white male, 5′-9″ tall, and 190 pounds. He was last seen wearing a maroon shirt and blue jeans.  The suspect was believed to be heading to Hays or Wichita. If you have any information on the vehicle or see it, please contact police.

Huelskamp: “More food stamp recipients should be working” (VIDEO)

1st District Congressman Tim Huelskamp (R-KS) answers a question about the status of the federal Farm Bill during a recent town hall meeting in Hays.

Both chambers of Congress have passed versions of the 2013 farm bill, and right now a conference committee is working to resolve differences between them.

Eighty percent of the farm bill is for food stamps, and according to First District Kansas Congressman Tim Huelskamp (R-KS,)  that’s where the hold-up is:

The House has passed legislation to slash approximately $40 billion annually, or about 5 percent including changes in eligibility and work requirements. The Senate wants to cut a much smaller $4 billion cut.

Governor: Flags to fly half staff Thursday

In accordance with Executive Order 10-12, Kansas Governor Sam Brownback has ordered flags to be flown at half-staff from sun-up to sun-down on Thursday, Nov. 14, in honor of Sergeant First Class Forrest W. Robertson.  The funeral service for Robertson is set for 11 a.m. Thursday with burial, with full military honors, to follow at Wamego City Cemetery.

Robertson was born in Manhattan, Kan. and attended Rock Creek Jr./Sr. High School before attending Pittsburg State University. The 35-year-old old Robertson was assigned to Headquarters and Headquarters Troop, 6th Squadron, 8th Cavalry Regiment, 3rd Infantry Division, Fort Stewart, Georgia and deployed to Afghanistan in support of Operation Enduring Freedom.

Sgt. Robertson died Nov. 3 of injuries sustained when his dismounted patrol received rocket-propelled grenade and small arms fire in Logar Province, Afghanistan. He is survived by his wife, Marcie Lynn Pfrang, their three daughters, his parents Dody and Charles Berg and a large extended family.

“On behalf of the State of Kansas, Lt. Governor Colyer and I extend our deepest sympathies to Sgt. Robertson’s family and friends,” Governor Brownback said. “We offer our deepest gratitude for his service and heartfelt sympathy to his family.”

Man admits secretly taping roommates in shower

court(AP) — A former Wichita State student admits that he secretly videotaped his roommates while they were in the shower in their dorm.

Twenty-one-year-old Keanan Daniel Smith pleaded guilty Tuesday to three counts of breach of privacy. As part of the plea bargain, two counts of sexual exploitation of a child were dismissed. Smith was accused of taping the roommates in February 2012.

Smith will have to register as a sex offender after he admitted his actions were sexually motivated.

Prosecutors agreed to recommend that Smith be placed on probation.

In court documents, Smith listed an address in the southeast Kansas town of Edna. He was a student at Wichita State from the fall of 2010 through the spring of 2012.

Late Rally Lifts No. 5 Kansas Past No. 4 Duke

CHICAGO (AP) – Andrew Wiggins scored 16 of his 22 points in the second half, outplaying Jabari Parker down the stretch and helping No. 5 Kansas knock off fourth-ranked Duke 94-83 on Tuesday night.

Parker, a former prep star at nearby Simeon High School, had 27 points, nine rebounds and two steals in a spectacular homecoming. But it was his fellow freshman star that made the biggest plays in the final minutes of a taut thriller between two storied programs.

Wiggins drained a stepback jumper to give the Jayhawks an 85-81 lead with 1:33 to go, and then had a fast-break dunk after a steal by Perry Ellis. Wiggins held his arms out and yelled after the big jam.

Ellis finished with 24 points, and Wiggins also had eight rebounds for the Jayhawks.

Report: Kansas winter wheat update

farm planting wheat tractor(AP) — The latest government snapshot of Kansas crops shows 92 percent of the winter wheat has now emerged.

The National Agricultural Statistics Service reported Tuesday that about 64 percent of the wheat is in excellent to good condition. About 33 percent is rated as fair, with just 3 percent rated in poor condition.

The agency says the harvest of other crops last week was hampered by precipitation in much of Kansas, with heaviest amounts in north-central and southeast portions.

Corn harvest is 91 percent complete, and roughly 78 percent of the sorghum crop has been cut. Eighty-six percent of soybeans and 70 percent of sunflowers have also been harvested.
