Kansas man hospitalized after pickups collide
JEWELL COUNTY – A Kansas man was injured in an accident just after 7 a.m. on Thursday in Jewell County.
The Kansas Highway Patrol reported a 1997 Chevy truck driven by Billy Roe, 80, Mankato, was making a right turn onto U Road from 240 Road three miles east of Kansas 14.
The truck collided with a 1988 Chevy truck driven by Augustus D. May, 22, Mankato.
Roe was transported to the Jewell County Hospital.
The drivers were not wearing seat belts, according to the KHP.
Oklahoma overwhelming preseason pick for 10th Big 12 title
IRVING, Texas (AP) – Oklahoma is the overwhelming preseason pick to win another Big 12 title.
With quarterback Baker Mayfield among seven returning starters on offense, the Sooners got 24 of 26 first-place votes in the preseason media poll released Thursday.
TCU got the other two first-place vote and was picked second, followed by Oklahoma State, Baylor and Texas. Texas Tech, West Virginia, Kansas State, Iowa State and Kansas rounded out the poll.
The Sooners last year won their record ninth Big 12 championship, all in coach Bob Stoops’ 17 seasons, and made it into the College Football Playoff.
Mayfield was the Big 12’s offensive player of the year last season, and has been tabbed as the preseason offensive player of the year. He threw for 3,700 yards and 36 touchdowns last season.
Big Creek used as art exhibit

When looking at the muddy water flowing through Big Creek, most people wouldn’t think it’s an ideal place to set up a pottery exhibit. However, Fort Hays State University’s Herrick Smith decided to do just that when he waded out to install a giant vase.
Smith, a second-year graduate student pursuing a Master of Fine Arts in ceramics, is one of 14 graduate and undergraduate students taking Installation and Exhibit Planning, taught by Linda Ganstrom, professor of art and design. The class focuses on how space, lighting and environment influence the way people interact with exhibits.
Smith grew up in St. Augustine, Fla., and moved to Hays after graduating with a Bachelor of Arts in economics from the University of North Florida, Jackson. He decided to install his work in Big Creek, he said, because “it just made sense.”
“I grew up near the ocean, so the water is definitely something I miss,” said Smith. “By placing the vase in the creek, I was able to draw people’s attention to something that I enjoy and make them look at it in a different way.”
Smith installed the vase near the bridge leading up to Gross Memorial Coliseum by placing cinderblocks in the middle of the creek and securing the vase to them.
The installation was part of the class’s first project: installing a piece of artwork on campus. In addition to Big Creek, pieces were installed in Rarick Hall, on Jellison Bridge and in trees in the Quad.
“The class takes art out of the gallery and into the world,” said Ganstrom.
Students traveled to Castle Rock to do site-specific installations and will end the summer with the “Install and Exhibit Workshop” exhibition, which will showcase students’ work throughout the class. A reception for the exhibition is scheduled for 7 p.m. Wednesday, July 27, in the Moss-Thorns Gallery of Art in Rarick Hall.
“The class has been amazing so far,” said Smith. “It’s four weeks devoted entirely to making art.
“I have to do a solo exhibition at the end of my degree, so this class helps prepare me for that,” he said.

Kan. sheriff investigating vandalism; rock shatters road grader windshield

SALINE COUNTY – Law enforcement authorities in Saline County are investigating a report of vandalism and asking for the public’s help.
Just after 3 p.m. on Wednesday, someone threw a rock and shattered a window on a Saline County road grader working in the 3500 Block of West Waterwell, according to Saline County Sheriff Glen Kochanowski
A young black male leaned out the passenger side window of a muddy, red pickup and threw a large rock that shattered the grader’s windshield.
The driver was reportedly wearing a cowboy hat, according to the grader operator.
Damage to the grader is estimated at $1,000.
No injuries were reported.
Federal appeals court will hear arguments in Kan. voting rights case
WICHITA, Kan. (AP) — A federal appeals court will hear oral arguments in September in an appeal that could affect the voting rights of thousands of voters in Kansas, Georgia and Alabama in upcoming elections.
The U.S. Court of Appeals for the District of Columbia on Thursday set a Sept. 8 hearing date in the case of a U.S. election official who without public notice required documentary proof of citizenship on a national voter registration form used by residents of the three states.
The court a day earlier had set deadlines for July and early August for the parties to submit written filings.
A judge in Washington, D.C., sided last month against voting rights advocates who seek a temporary order overturning the move by Brian Newby, executive director of the U.S. Election Assistance Commission.
Moran: Legislation will help Kansans fight prescription painkiller epidemic
WASHINGTON – U.S. Senator Jerry Moran released the following statement in response to the Senate’s bipartisan passage of S. 524, the Comprehensive Addiction and Recovery Act of 2016 (CARA), by a 92-2 vote.
The legislation passed the U.S. House of Representatives in May and will now head to the president’s desk to be signed in to law.
“This comprehensive legislation represents a critical step forward in combatting addiction and its devastating effects,” Sen. Moran said. “Far too many Americans suffer from this epidemic or know someone who does. This bipartisan legislative accomplishment will help our communities fight back against this serious health crisis – improving lives and preventing the destruction of many more.”
CARA helps address the national epidemics of prescription opioid and heroin abuse through expansion of drug prevention efforts and access to treatment, support for law enforcement and techniques to combat overdoses.
Drug overdoses currently claim the lives of 129 Americans each day and only about 10 percent of those suffering from addiction are receiving help. This legislation has the support of more than 200 anti-drug groups.

Grain Belt Express wind energy line application rejected again

JEFFERSON CITY, Mo. (AP) — Regulators have rejected a second application for the Missouri portion of a power line that would carry wind energy from Kansas to Indiana.
However, the Missouri Public Service Commission’s vote on Tuesday on the application from Clear Line Energy Partners cited a filing technicality and the Houston-based company plans to file another application.
Clear Line is proposing a $2.3 billion power line from Dodge City, to a substation in Sullivan, Indiana. Its second application was rejected because the company hadn’t filed the required 60-day notice before refiling its application.
The commission rejected the original application last year after some landowners along the line’s proposed Missouri route raised objections. Kansas, Illinois and Indiana have approved the project.
Clear Line filed a notice Tuesday that it intended to refile its application.
City lays out plan to clean up Hays after wind storm

City of Hays
As a result of the July 13 wind storm, Hays residents are encouraged to haul tree branches to the Ellis County Transfer station, 1515 W 55th Street. There is no cost for City residents to dispose of tree branches at Ellis County.
No tree branches may be taken to the compost site.
Branches may be placed along the edge of the street for collection by City Crews. Do not block sidewalks and keep at least a 3-foot clear space around fire hydrants and utility pedestals. Crews will not go onto private property.
Hanging limbs and large trees will not be collected as the City does not have equipment to provide such service. A list of Licensed Tree Trimmers to provide these services is attached.
City crews will only make one pass through each area and will not collect branches from alleys. Make sure to have any branches to the curb by 7 a.m. of the scheduled day.
City crews will begin picking up tree branches according to the following schedule:
• Friday, July 15 – area east of Vine Street (Zone 1).
• Monday, July 18 – area west of Vine and north of 27th Street (Zone 2)
• Tuesday, July 19 – areas west of Vine and south of 27th Street (Zone 3)
Failed motor causes brief evacuation at Center For Health Improvement

At around 2:20 p.m. Wednesday, Hays Fire and Police Departments responded to a general fire alarm at the Center For Health Improvement, 2500 Canterbury.
The alarm was quickly upgraded to a structure fire call, and the building was evacuated.
After inspecting the facility, a failed pump motor was found to be causing light smoke to accumulate in the facility, according to officers at the scene.
After ventilation was completed the building was cleared for reopening around 3 p.m.
