🎥 Petsense grand opening planned for Saturday

For many residents in Hays there has been a glaring omission in the local retail sector – a dedicated pet supply store. With the opening of Petsense in the Centennial Plaza, 2520 Vine St., pet owners will now be able to pick up all their necessary supplies in one location.

The location’s grand opening is Saturday, Aug. 20,  at 9 a.m. with a Hays Area Chamber of Commerce ribbon cutting.

Hays native Ashley Taylor is the general manager.

The relatively new chain focuses on being a part of the communities they serve and is pleased with the location in the center of Hays.

“It’s very much going to be a part of the community,” Taylor said. “They will see us being involved.”

After spending four weeks training in Ponca City, Okla., Taylor has been busy the last few weeks getting the store ready, building shelving and hiring staff. A corporate crew is helping prepare for the Saturday opening.

The Petsense chain is currently undergoing a rapid expansion under the leadership of industry insiders, according to Taylor.

“There have been corporate people on the Petco side and corporate people on the PetSmart side that have left and joined forces. So this is kind of like a mix of the two. I always say its the best of both worlds,” she added.

One of the most notable differences in the store is the procurement of animals. The chain focuses on adoption instead of breeding or sales.

“Unlike Petco and PetSmart, we are all about adoption and not breeding,” Taylor said. Petsense will have a few options for folks looking for a pet – or pet supplies unavailable elsewhere in Hays.

Humane Society of the High Plains staff help several young cats settle in their new temporary home at Petsense Thursday.

“We will actually have cats 24/7 in our store, in these nice large kennels as you walk in,” Taylor said.

Those cats can be adopted through a partnership with the Humane Society of the High Plains in Hays through the Petsense sav-a-pet program and arrived at the store on Friday afternoon. Even though dogs will not be housed in the store for adoption all the time, Taylor said local agencies are planning times for adoption to be available at the store.

“That is our unique program that we do with local humane societies,” she said. “We will also work with Western Plains Animal Refuge of Hays and we will let them come on weekends, normally Saturdays, to bring adoptable animals as well.”

Pets, of course, are welcome to be in the store with their owners.

The store will also be home to a grooming department, even as Taylor continues to search for a full-time groomer, noting the location will provide employment benefits to an experienced groomer.

Shoppers will find a large variety of pet supplies including bird, reptile, small animal, aquatics, dog and cat accessories, bedding and premium dog and cat food.

Taylor said live crickets will be sold at the store, a service found nowhere else in Hays.

Dog and cat food available at the location are also sold in a discount program.

“With our premium dog and cat food–select brands–you buy 10 bags, you get one free,” Taylor said. “Your dogs are going to keep eating so you might as well get a free bag out of it.”

Breed specific and specialty food for pets is available as well as best-selling brands.

Even with her limited time with the company, Taylor said her experiences have been entirely positive.

Petsense will have cats from local animal shelters available for adoption.

“The company is wonderful to work for,” Taylor said. “They are true animal lovers and advocates–all the way from part-time associates to the president of the company. Everyone puts their heart and soul into the treatment of animals.”

Taylor said she is both humbled and grateful they choose Hays as the second location in Kansas for the chain and is happy with the location. The other Kansas Petsense store is in Pittsburg.

“We’re very excited to bring business to the Plaza and be a part of the Centennial Plaza, but we are separated,” she pointed out.

Since the new store is pet-friendly, for safety concerns the door leading to the inside of the shopping plaza will not be open. It is a measure to keep animals from being able to enter the plaza’s interior.

Petsense is open 9 a.m. to 8 p.m. Monday through Saturday and 11 a.m. to 6 p.m. Sundays.

WICHITA, Kan. (AP) — A new book says the BTK serial killer planned to kill an 11th victim by hanging her upside down in her Wichita, Kansas, home. It’s a story police heard from Dennis Rader himself in 2005, but decided at the time to suppress to protect the woman.

The story was made public in “Confessions of a Serial Killer: The Untold Story of Dennis Rader, the BTK Killer,” which has a scheduled release date of Sept. 6. The book was written by professor of forensic psychology Katherine Ramsland.

The author says lust and a desire for fame and power drove Rader to kill 10 people in Wichita from 1974 to 1991.

Rader’s daughter, Kerri Rawson, told the Wichita Eagle her father cooperated on the book because he’s proud of his murders.

Kansas spending $215M For New Medicaid Computer System

by ANDY MARSO

Computer giant Hewlett Packard Enterprises has entered into a $215 million contract with the state of Kansas to upgrade a Medicaid computer system that tracks patient claims payments to providers.

The Kansas Department of Health and Environment and Hewlett Packard Enterprises recently announced a $215 million contract to upgrade a Medicaid computer system that tracks patient claims payments to providers.
HEWLETT PACKARD ENTERPRISES

According to a recent news release from the California-based company, Hewlett Packard Enterprises, or HPE, will work with partners that include Kansas City-based Cerner Corp. to overhaul the state’s Medicaid Management Information System (MMIS) to meet new federal standards.

“HPE will strengthen the state’s ability to manage Medicaid policies and finances across disparate programs and agencies,” the news release said.

Angela de Rocha, a Kansas government spokeswoman, said the state will fund about 20 percent of the project with the federal government picking up the rest.

Kansas officials signed a contract of similar value in 2011 with Accenture to replace the computer system used to determine Medicaid eligibility with an upgrade called the Kansas Eligibility Enforcement System, or KEES.

That system went live last year after significant delays. It has failed to live up to the original promises of processing speed and accuracy , which has contributed to a backlog of thousands of Medicaid applications.

Developers who worked on KEES expressed concerns in emails about the program’s ability to communicate with the state’s current MMIS, which eventually will be replaced by the new HPE software.

The HPE software, known as the Kansas Modular Medicaid System, will take approved applications and enter them into a database of the state’s more than 400,000 Medicaid recipients. The Kansas Department of Health and Environment and the three private insurance companies that administer Kansas Medicaid, or KanCare, will use it to track and pay Medicaid claims to providers.

In the news release, HPE promises to deliver a product that is more flexible than the current system. It said the new system has the potential to swap out individual portions of the program and update them to interact with other software without taking down the whole system.

“Kansas will have a new information technology foundation for our Medicaid enterprise that will allow us to communicate targeted, actionable information from more sources in near real time to decision-makers,” KDHE secretary Susan Mosier said in a statement included in the news release. “This foundation will support changes over time to meet future program needs. By selecting HPE, we have partnered with an innovative company that understands the unique technological challenges of Medicaid delivery.”

Heartland Health Monitor partner KHI News Service requested information from KDHE about the funding sources for the HPE project. That request is pending.

HPE also said that Cerner, which specializes in electronic medical records software, will ensure the new system can organize Medicaid claims data from multiple sources into a single patient record.

A Cerner program called HealtheEDW will give system users at KDHE quicker access to data related to patient care and health outcomes, assisting the state’s efforts to steer Medicaid patients toward the right treatments at the right time.

Zane Burke, president of Cerner, said partnering with HPE on the upgrade will create an “unprecedented opportunity” to improve the delivery of health care services through KanCare.

“Historically, states collected analysis based on retroactive claims data,” Burke said in the news release. “Working with HPE, Kansas’ Medicaid program will be able to produce intelligence based on claims plus clinical and financial information in near-real time.”
