Why the state canceled KanCare public meetings on budget cuts

State officials have cancelled a series of forums that were to be held next week to allow the public to comment on reduced payments to those who serve patients on Kansas Medicaid, or KanCare.

A letter sent Tuesday expressed regret that the meetings in Overland Park, Topeka, Wichita, Pittsburg and Dodge City would not take place.   See the official cancellation notice here

“Instead we are using this letter to tell KanCare members more about the provider payment rate reductions and we are asking for your feedback if you would like to let us know you(r) thoughts on this matter,” the letter says.

The letter directs those who want to comment on the reductions to email [email protected].

Angel de Rocha, a spokeswoman for state agencies, said soliciting public comment by letter and accepting it by email would give each KanCare member a greater opportunity to weigh in.

“We believe more of our consumers will receive this information that way, directly, than would be able to attend and hear about it in a public meeting, and that the letter method more thoroughly and effectively meets our obligation to keep them informed and up to date about what is going on with KanCare,” de Rocha said via email.

Debra Zehr, president and CEO of LeadingAge Kansas, said via email that she thinks the state is trying to avoid public displays of opposition.

“Perhaps state officials find it more palatable to simply provide an email address for public comments about the rate reductions, rather than face large crowds of upset people and service providers throughout Kansas who are struggling to deal with this debacle,” said Zehr, whose organization represents non-profits that provide services to elderly Kansans.

The letter goes on to list a dozen types of providers who won’t face reductions — including rural hospitals and state facilities.

It emphasizes that the 4 percent cut that will be imposed on other providers is part of a broader effort to keep the state general fund solvent.

“These reductions are the steps we must take due to a tight state budget,” the letter says. “We are doing everything possible to sustain care and services to consumers.”

The cuts to KanCare — the state’s managed care Medicaid program that is administered by three private insurance companies — have worried some providers, like dentists, who say that reimbursements already are too low. The state is required to take public comment on the cuts before it submits a formal request to change its Medicaid plan to the federal Centers for Medicare and Medicaid Services. The state is allowed to implement the cuts prior to federal approval. The Kansas Hospital Association has asked the feds not to approve

A previous letter about the now-cancelled meetings stressed that attendance was not mandatory and the purpose of the meetings was not to discuss whether the cuts should be made.

Second water tower flushing will result in water on Canterbury Drive

The Hays Utilities Department will be flushing the one million gallon water tower near Sternberg Museum tonight, Wed., Aug., 17, beginning at 10:00 p.m.

There will be water on the street in the 2700 block of Canterbury Drive. A small amount of water may be released this afternoon.

This will not affect water usage.

Utilities crews will also be flushing fire hydrants tonight in the 2400 block of Oak St. as well.

This is being done as part of routine preventative maintenance on the water tower and the distribution lines. Periodic flushing is necessary to maintain water quality.

Sheriff: Kan. man, woman from Alaska arrested on drug charges

drug arrestBARTON COUNTY – Law enforcement authorities in Barton County are investigating two suspects on drug charges.

Just before 2 a.m. on Wednesday, sheriff’s deputies stopped a vehicle near the intersection of 10th and Patton in Great Bend for a traffic violation, according to a media release.

The driver of the 2006 Pontiac G6 Codey Elsasser, 32, Great Bend, was a habitual violator and driving on a revoked driver’s license.

Officers also noted the license plate on the vehicle had been altered and was expired. The driver was placed under arrest.

During the course of the investigation, a quantity of suspected marijuana and suspected methamphetamine were also found in the vehicle.

Along with the controlled substances, deputies found two .45 caliber pistols as well as a semi-automatic rifle.

Scales, packing material and other drug paraphernalia were found in the vehicle. $509 in US currency was also seized.

A passenger in the vehicle Autumn R. Coleman, 23, Pullman, AK, was also placed under arrest on drug charges.

Elsasser was booked into the Barton County jail for possession of marijuana with the intent to distribute within 1000 feet of a school, possession of methamphetamine, possession of paraphernalia, no drug tax stamp, criminal use of a weapon, driving while revoked and various other traffic violations.

Coleman was charged with possession of marijuana with intent to distribute within 1000 feet of a school, possession of drug paraphernalia and no tax stamp. Bond for both the suspects has been set at $300,000.

The Unified Development Code (UDC), the update of the city of Hays’ zoning and subdivision regulations, includes some new and different zones.

City commissioners will take a look at the revised zoning map during Thursday’s work session.

“In order to adopt the Unified Development Code, we also have to update the zoning map,” explained Assistant City Manager Jacob Wood.

The updated map includes the current three-mile zone–now known as the extraterritorial jurisdiction (ETJ)–around the Hays city limits. Commissioners recently agreed to reduce the boundary as requested by Ellis County.

“It’ll probably take three weeks or maybe a month before that is all finalized,” Wood said.

The UDC has been in process for more than two years. Updating a zoning code typically results in a number of properties that don’t conform to the new code.

“One of the things they’re doing now is creating zones that will encompass some of those older areas of town, so they are not non-conforming,” Wood said. “Neighborhood Conservation Zones will be put in place in some of the older parts of town, so that as soon as Hays adopts the code, those properties don’t become non-conforming. It’s kind of new and innovative as far as zoning codes go.”

The UDC will include typical business, residential, higher-density residential zones, which will remain the same although their names will change somewhat. The requirements within each differ.

“The whole goal of the Unified Development Code is to make things more flexible,” Wood pointed out.

“It makes things easier for developers. It makes things easier for property owners. If homeowners want to expand their house, it should make things quite a bit easier under the Unified Development Code than it was in the past.”

Patricia was born on March 24, 1938, in Neodesha, Kansas, the daughter of Fred and Lucille (Chancey) Somer. At age 2 she and her family moved to Russell, Kansas, attended local schools and graduated from Russell High School in the class of 1956. After high school she attended the Wichita Beauty academy. She met, fell in love and was united in marriage to Ronald Charles Young on January 27, 1957, in Russell at the Trinity United Methodist Church. From this union Patricia and Ronald were blessed with 3 sons, Stuart, Scott and Steve. She was a fulltime homemaker and took great pride and joy taking care of her husband and sons. Later in life, she worked with her husband as vice president of General Meter Service. She also enjoyed working as a cake decorator. She enjoyed trap shooting, Kansas University Basketball, NASCAR and cheering on Dale Earnhardt,Jr. Most of all she enjoyed spending time with her family, especially her grandchildren.

Surviving family include her husband of 59 years Ronald, sons Stuart Young and wife Crystal of Russell, Kansas, Scott Young and wife Roxanne of Russell and Steve Young and wife Suzie of Hays, Kansas; 6 grandchildren and 3 great grandchild. She was preceded in death by her parents.

A celebration of Patricia’s life will be held at 10:30 A.M. on Wednesday, August 17, 2016, at the Pohlman-Varner-Peeler Mortuary of Russell with Pastor Dennis Gallagher officiating. Visitation will take place from 9 A.M. to 8 P.M. on Tuesday, August 16, 2016, at the mortuary with family greeting guests from 6 P.M. to 7 P.M. Tuesday evening. Cremation has preceded the service. Stanley Lee Bailey

Stanley was born on January 10, 1956, in Russell, Kansas, the son of Jerry Dean and Wilma Jean (Wilhelm) Bailey. He grew up in Russell, Kansas, and graduated from Russell High School in the class of 1974. He worked in the oilfield industry for most of his adult life. He enjoyed working on cars or just about anything he could make go fast. He lived in Galveston, Texas, Dodge City and Wichita, Kansas.

Surviving family include his mother Wilma Jean Bailey of Hays, Kansas; daughters Shanna Quinilla and husband Alfredo of Altus, Oklahoma, Jamie L. Crabtree and husband William of Eakly, Oklahoma and Leah Brown and husband Zachary of Wichita, Kansas; brother Doug Bailey of Dallas, Texas; sister Cynthia Henning of Russell, Kansas; grandchildren Adrian Ailon, Aerabella Quinilla, Aubrey and Lexie Schmidt and Peyson Crabtree. He was preceded in death by his father.

A gathering service to meet and greet family and friends of Stanley, will be held from 1 P.M. to 3 P.M. on Friday, August 19, 2016, at the Pohlman-Varner-Peeler Mortuary of Russell. Rosalie Lavon (Adrian) Schulze

Rosalie Lavon (Adrian) Schulze, daughter of Gerald (Tim) and Mary Lou (Wallace) Adrian, was born May 4, 1950, in Colby, Kansas, and passed away at the Norton County Hospital in Norton, on August 14, 2016, at the age of 66.

Rosalie attended elementary school in Colby and then attended junior high in Norton and graduated from the Norton Community High School. On August 10, 1969, Rosalie and Dale Schulze were united in marriage in Norton. She was a librarian assistant at the Northwest Library System in Norton and later worked several years for Valley Hope where she retired from.

Rosalie was a member of the First United Methodist Church in Norton. She enjoyed crocheting, but her greatest love was her husband, children and grandchildren.

Survivors include: her husband, Dale Schulze, of their home in Norton; father, Gerald (Tim) Adrian, Colby, Kansas; three children, Brian Schulze, Norton, Kansas; Brandon, and wife, Teresa Schulze, Norton, Kansas; Carey, and husband, Brian Steinhauer; Sutton, Nebraska; one brother, Gary Adrian, Colby, Kansas; four grandchildren, Adrian, Tymerie, and Shane Steinhauer, and Kadon Schulze; many other relatives and friends.

Rosalie was preceded in death by her mother, Mary Lou Adrian.

She was born July 25, 1916, on the family farm northeast of Modoc, Kansas, the daughter of  Nora Mae (Huffman) and Melvin Hayden Kendall.  She graduated from high school at Brandon, Colorado.

On July 25, 1934, she and Raymond Noah Estes were married at Tribune, and they made their home in rural Greeley County, Kansas.  In 1941, they moved to rural Wallace County, Kansas, and continued farming at their Peaceful Valley ranch, south of Kanorado.  Her memberships included Kanorado PRIDE, Kanorado United Methodist Church, and a home demonstration unit.  She enjoyed reporting the rain and snow amounts received to KLOE radio.  Hobbies she enjoyed included doing handwork on quilts, writing poetry, and sending hand-crafted greeting cards to her friends.

Preceding her in death were her husband Raymond Estes, one grandson, one great-grandson, and eleven siblings.

Surviving family includes her five children Ronald Estes of Aurora, Colorado; Hazel Estes of Kanorado; Stan Estes and his wife Beverly of Scandia; Arlene Stephenson and her husband Tom of Cross Plains, Texas; Bryan Estes and his wife Kathey  “Kitty” of Jacksonville, Florida; ten grandchildren; twenty-two great-grandchildren; and three great-great-grandchildren.

The funeral service will be Thursday, August 18, at 10:30 AM MT, at the United Methodist Church in Kanorado, with Pastor Gordon Pettibone officiating.  Burial will follow in the Kanorado Cemetery.

Friends may share their respects on Wednesday, August 17, from 5:00 until 7:00 PM MT, at Koons Funeral Home in Goodland.

KHP closes highway after semi carrying wind tower crashes

MORRIS COUNTY – First responders are on the scene of an accident on Kansas 177 in Morris County.

The highway is closed to all traffic between Kansas 4 and U.S 56 from 11:00 am until late afternoon or early evening due to the crash involving a semi-tractor and trailer, according to the Kansas Department of Transportation.

The semi load is a wind generator tower that will need to be lifted out of the ditch and placed on a different trailer.

This lift will be performed using cranes that must be placed on the highway blocking both lanes.

The detour carrying traffic around the crash area will take southbound traffic west on Interstate 70 to U.S. 77 then south to U.S. 56 then east to rejoin Kansas 177 at Council Grove.

Northbound traffic will follow the same detour in reverse. Local traffic may substitute Kansas 4 for Interstate 70 in detouring around the crash site.

No injuries are reported.

Youth Outdoor Festival scheduled this weekend in Hays

ELLIS – If you’re interested in introducing your child to the world of shooting sports, hunting, fishing and other outdoor-related activities, mark your calendar for Saturday, August 20. From 9 a.m. to 3 p.m., Hays area businesses, conservation groups and shooting sports groups will offer a free day of target shooting and outdoor activities for youth 17 and younger at the 19th Annual Youth Outdoor Festival. The event will be conducted at the Hays City Sportsman’s Club, ¼ mile north of I-70 Exit 157.

Youth will learn about and experience trap and skeet shooting, archery equipment, air rifles and BB guns, muzzleloaders, small-bore rifles, and more. There will also be a casting competition, paintball target shooting, and a fur harvesting demonstration.

Youth will be closely supervised at each station by expert volunteer instructors, and all equipment will be supplied. Hunter education certification is not required, but youth must be accompanied by an adult. Registration for the event can be completed onsite prior to participation. Lunch will be provided, and youth will have a chance to win prizes, including guns, fishing tackle and other outdoor equipment.

Investigators work to determine cause of rural Kan. house fire

FireRENO COUNTY- Officials are working to determine the cause of Tuesday evening house fire in rural Reno County.

Just after 10:15 p.m. fire crews responded to the blaze in the single family home in 2400 block of North Nickerson Road near Nickerson, according to a media release.

Reno County Sheriff Deputy Travis Vogt was sent to the scene to investigate whether there was anything suspicious.

The home was being renovated and was not occupied.

The exact cause has not been determined, according Sheriff Captain Darrian Campbell. He said they suspect it may have been an electrical issue in the laundry room of the home.

No injuries were reported no damage estimate was available.

Free haircuts, games the centerpiece of annual KIDS-FEST
