Kansas facing steep turnover of school superintendents

WICHITA, Kan. (AP) — More than 20 percent of Kansas’ school districts, including some of the larger districts will have new superintendents this fall.

Dale Dennis, deputy education commissioner of Kansas, said 61 Kansas school districts, including Hays, Topeka, Olathe, Lawrence and Manhattan, have new leaders this year. Some veteran superintendents in rural districts are also going elsewhere.

The departures follow at least two straight years of record-breaking turnover, which Dennis and others said has taken a toll on districts and the state.

The Wichita Eagle reports that the average tenure for a superintendent in Kansas is about five years.

The Kansas Association of School Superintendents recently stepped up its efforts to mentor superintendents, pairing veteran or retired leaders with new ones and hosting a monthly “Phone a Friend” video conference to share strategies.

Police investigate fatal Kansas shooting

SHAWNEE COUNTY – Law enforcement authorities in Shawnee County are investigating a Friday morning shooting.

Just before 2:30 a.m., police in Topeka were dispatched to the emergency room at St. Francis Hospital where a man had arrived by private vehicle and had suffered a gunshot wound, according to a media release.

The victim identified as Dante M. Fields, 24, Topeka, died.

Police interviewed witnesses who reported that Fields had been shot in the parking lot at Quinton’s 4121 SW Huntoon in Topeka.

Police established a crime scene in the parking lot.

No additional details were released early Friday.

FHSU women’s basketball named to WBCA academic Top 25 team honor roll

ATLANTA – Fort Hays State Women’s Basketball was named to the WBCA Academic Top 25 Team Honor Roll for the sixth time in the last seven years. The Tigers ranked 22nd in team GPA among NCAA Division II schools in 2015-16.

The WBCA Academic Top 25 annually recognizes NCAA Division I, II and III; NAIA; and junior/community college women’s basketball teams across the nation that carry the highest combined grade point average (GPA) inclusive of all student-athletes on their rosters for the entire season.

Fort Hays State ranked 22nd among the top 25 schools, carrying a team GPA of 3.559. FHSU was one of just seven schools in the top 25 to be selected to the NCAA Tournament, showing they are among the best both on the floor and in the classroom.

Fort Hays State was one of just two programs from the MIAA among the top 25. Lindenwood ranked eighth in Division II with a GPA of 3.649.

FHSU ranked No. 24 in the final WBCA national poll of 2015-16. The Tigers join four other programs that finished in the final top 25 and are among the WBCA Academic Team Top 25.

Nine of Fort Hays State’s players had a cumulative GPA of 3.5 or higher and six had a GPA of 3.7 or higher. Taylor Menkehad the highest GPA on the team at 3.98, while seniors Paige Lunsford (3.95) and Beth Bohuslavsky (3.89) were close behind. Also posting GPAs above 3.5 were Rachel Doll (3.80), Sarah Pimentel (3.77), Elle Stein (3.71), Jill Faxon (3.69),Carly Heim (3.62), and Payton Hoeme (3.59).

This is the sixth time in Tony Hobson‘s eight years as head coach at Fort Hays State that the women’s basketball team earned the WBCA Academic Top 25 honor. The team ranked 14th in 2009-10, 12th in 2010-11, 4th in 2011-12, 14th in 2012-13, 23rd in 2014-15, and 22nd this year.

🎥 City selects alternate site for westbound Welcome to Hays sign

The original location proposed for the westbound I-70 Welcome to Hays marker must be changed after the Federal Highway Administration told the Kansas Department of Transportation it cannot be placed in the KDOT right-of-way.

Convention and Visitors Bureau Director (CVB) Rick Rekoske told city commissioners Thursday night two alternate placements were considered. Rekoske recommended placement of the 18′ by 10′ limestone monument on private land on the north side of I-70, “just 11-hundred feet east of the original location” and outside of the KDOT right-of-way.

The city would have to purchase a permanent easement to use the private land. “John Braun (assistant public works director) reached out to the landowner about this and he was actually pretty excited about having the welcome sign on his property,” said City Manager Toby Dougherty. ” A kind of hometown pride,”added Commissioner James Meier.

Although the city owns the land for the alternative site on the south side of I-70, Meier and the other commissioners prefer the north site.

“I think to put it in this other location, you’d have to enlarge the sign to make it actually clear and visible which would add more cost than gaining the easement,” Meier said. “I think we’ll still have better visibility on the north side.”

Utilizing the private property on the north side of I-70 will require the acquisition of a permanent signage easement at a one-time cost of $1,645, plus the cost to erect a barbed wire fence around the sign to keep livestock away from it.

Dougherty explained to the commission he can enact the easement purchase for the north location.

“We have money in CVB to handle the added costs for it so we don’t need to go back and do another action item. It’s all within my spending authority,” said Dougherty.

There are no changes to the eastbound sign planned near Arnhold Park on the south side of the interstate.

Rekoske said the monument project, to be done by Tobin Rupe Stoneworks of Wichita, should be completed by Oct. 31. Total project cost is about $57,000.  The money comes from the CVB budget and is generated by the guest bed tax.

Commissioner Henry Schwaller was absent from the work session.

Kansas woman dies, teen driver hospitalized after crash

fatalOTTAWA COUNTY – A Kansas woman died in an accident just after 7p.m. on Thursday in Ottawa County.

The Kansas Highway Patrol reported a 1995 1500 Pickup driven by Austin Thomas Roth, 15, Minneapolis, was southbound on 130th Road at Quartz Road on mile west of U.S. 81.

The pickup struck an eastbound 1997 Ford Ranger driven by Addison Lee Roth, 22, Minneapolis, on the drivers side in the intersection.

Both drivers were transported to the hospital in Minneapolis where Addison died.

Both drivers were properly restrained at the time of the accident, according to the KHP.

2 Kan. men arrested for robbing Kan. Walmart customers at knifepoint

HUTCHINSON –Law enforcement authorities in Reno County are investigating suspects in connection with two robberies.

Ryan Reed and Stephen Howard are both jailed on bonds of $101,000 for aggravated robbery with a deadly weapon and possession of drugs. A third suspect was arrested but not jailed.

The suspects are alleged to have pulled a knife and robbed four young men of their money in the parking lot of Walmart in Hutchinson early Thursday morning, according to Police Lt. Marty Robertson.

The suspects were drinking and smoking marijuana and decided they needed more cash, according to Robertson.

They allegedly went to Walmart and tried to break into vehicles, but then spotted the young men on the side of the store.

Robertson says the suspects may have also committed a second robbery but the victims have not come forward.

Police are also investigating a break in at Walgreens, 30th and Plum.

Cargill picks architect, considering locations for Kan. protein facility

WICHITA, Kan. (AP) — Agribusiness giant Cargill has chosen an architect for a new Wichita facility to house its protein operations.

The Wichita Eagle Cargillreports that Kansas City-based HOK has been selected. Wichita is home to the company’s beef business and its turkey and cooked meat business, which includes deli meats. Its processed-protein services, such as its North American egg business and food distribution, also are located in Wichita, where Cargill employs about 900 workers.

Cargill spokesman Mike Martin says multiple sites within the city limits are being considered.

Smoky Hill Air National Guard to hold open house

SALINA–Military aircraft will take to the sky for aerial gunnery demonstrations and public displays Saturday, Aug. 6, at the Smoky Hill Air National Guard Range, 184th Intelligence Wing, Kansas Air National Guard.

Saturday’s events serve to recognize local support of the training missions taking place at Smoky Hill.
Gates will open to the public at 8 a.m. with flying activities beginning at approximately 10 a.m. The aerial displays are tentatively scheduled to include the following aircraft from the Kansas Army National Guard, Air National Guard and Air Force Reserve: KC-135 Stratotanker, A-10 Thunderbolt, F-16 Fighter Jet, B-1 Bomber, UH-60 Black Hawk helicopter and B-52 Bomber.

Static displays will include a UH-60 Black Hawk helicopter, HMMWV, a Mine Resistant Ambush Protected All-Terrain Vehicle and other equipment.

There will also be support from the 284th Air Support Operation Squadron, as Joint Terminal Attack Controllers providing close air support with the aircraft.

Entrance is free; food and refreshments will be available for purchase. Visitors are welcome to bring in coolers. However, no alcohol is permitted on the premises. Lawn chairs are encouraged as seating will not be provided. No pets are allowed; only service animals will be permitted.

Amtrak chief heralds Southwest Chief route in Kansas

NEWTON, Kan. (AP) — The head of Amtrak celebrated the salvation of Newton’s passenger rail service and said there’s a possibility Wichita could get passenger rail service.

Joe Boardman, Amtrak’s president and CEO, was in Newton on Thursday and called the Southwest Chief, which runs through Newton, a “critical link.” The Southwest Chief carries about 350,000 people a year from Chicago to Los Angeles. The route was threatened in Kansas by aged track.

The Wichita Eagle reports (https://j.mp/2axdsXj ) Boardman said Amtrak has invested about $40 million on area rails, which are owned by a railroad. He says Amtrak is also considering the possibility of restoring rail service from Newton through Wichita to link up with Oklahoma and Texas trains.

But he says that depends on whether states and communities are willing to support it.
