TOPEKA, Kan. (AP) — A 24-year-old Topeka man faces charges accusing him of dragging a police officer during a traffic stop.

The Topeka Capital-Journal reports that Dyllon Alan Tucker is charged with aggravated kidnapping and other charges stemming from the incident April 14.

Authorities said the officer stopped an SUV driven by Tucker, who then assaulted the officer and drove away, dragging the officer who had her arm in the car. As she was pulled down the street, the officer opened fire and wounded Tucker.

The officer was treated at a hospital and released.

The charges against Tucker were filed late Tuesday and became public Friday.

It’s unclear if Tucker has a lawyer. He’s being held in the Shawnee County Jail on a $500,000 surety bond.

WICHITA, Kan. (AP) — A judge has denied a request to change the bond for a former Dallas Cowboys running back facing charges in Kansas.

Joseph Randle of Wichita is awaiting a preliminary hearing on February charges including aggravated battery. Police say he backed his car into three people while leaving a party. The Cowboys released Randle last year.

Randle’s attorney, James Crawford, sought to change bond conditions so Randle could be released to family instead of to the NFL Players Association. The Wichita Eagle reports NFL lawyers said the organization didn’t want to be liable for transporting Randle to a mental treatment facility if he bails out of jail.

But Sedgwick County Judge Kevin O’Connor on Friday denied the request, pointing out already-approved bond modifications, including decreasing it to $45,000 from $150,000.

TOPEKA, Kan. (AP) — The Kansas Supreme Court has ruled that the state is not liable for the death of an 83-year-old woman who died months after being assaulted in her home by an escaped prisoner.

Christopher Zorn, an inmate at Norton Correctional Facility, walked away from the prison in 2008. Authorities say he went to the home of Helen Keiswetter and assaulted her. Authorities also say injuries she sustained in the assault led to her death months later.

Zorn was later arrested in Denver and pleaded guilty to several charges.

The Topeka Capital Journal reports that lower courts ruled the state wasn’t liable for Zorn’s escape.

In a unanimous ruling Friday, the Kansas Supreme Court agreed and said prison employees are considered police and are granted similar protection from liability.

Kansas Relays Results

LAWRENCE, Kan. – Fort Hays State javelin thrower Estefania Lopez set a new school record in the javelin at the 2016 Kansas Relays. Just a week after teammate Madison Wolf set the record, Lopez regained the record in the event with a throw of 173 feet, 8 inches.

Wolf set the record at 170 feet, 10 inches last week at the KT Woodman Classic, edging Lopez’s old record of 170 feet, 8 inches set at the 2015 NCAA Division II Outdoor Track and Field Championships. Lopez took the record back on Thursday by besting that mark by nearly three feet. Lopez and Wolf rank second and third nationally in the event, two of just three competitors in Division II to throw over 170 feet this year. Allison Updike of Azusa Pacific has the top throw in the country so far this year at 175 feet, 11 inches.

Lopez finished second in the event overall, only behind the reigning Big 10 champion Sarah Firestone from the University of Nebraska. Firestone threw her furthest mark of the season at 181 feet, 9 inches. Wolf finished fourth in the event at 162 feet, 11 inches, but she and Lopez continued their streak of hitting automatic qualifying marks in every meet so far this season.

Several other FHSU women put up season-best marks in their respective events. The distance medley relay team of Shea Bonine, Mandy Wilson, Sophie Dalmasso and Micki Krzesinski posted a time of 12:20.73 to finish third in the event. WICHITA, Kan. (AP) — A national analysis says Kansas is in the bottom third of states with the fewest exemptions allowing businesses to use drones in their operations.

The Wichita Eagle reports that the Federal Aviation Administration has approved 24 Kansas businesses to fly drones. The Association for Unmanned Vehicle Systems International says its analysis of more than 3,000 exemptions nationwide found that of states bordering Kansas, only Nebraska, with 17, has fewer exemptions.

The exemptions allow companies to operate drones for commercial use until the FAA issues final rules on small unmanned aerial systems, which are drones weighing 55 pounds or less.

Some drone-related business owners say industry isn’t taking off in Kansas as quickly as they had expected. But a state official says the fledging industry is important to Kansas.

WICHITA, Kan. (AP) — U.S. Sen. Claire McCaskill says an election official had no authority to unilaterally modify a federal voter registration form to require proof-of-citizenship documents to register to vote in Kansas, Alabama and Georgia.

The Missouri Democrat released on Friday a letter sent to the U.S. Election Assistance Commission saying the actions of its executive director, Brian Newby, could cause irreparable harm to the commission. Worse yet, she says, it could deprive tens of thousands of American citizens of their rights to cast a ballot.

McCaskill asks commissioners to ignore Newby’s illegitimate actions and revert to its prior policies. She says the changes requested by the three states are policy changes that must be publically considered by the full commission.

The EAC did not immediately comment on her letter.
