Police investigate Kansas officer-involved shooting
OVERLAND PARK, Kan. (AP) — Authorities say an officer shot and wounded a man in suburban Kansas City while investigating a domestic disturbance.
The shooting happened Monday afternoon at a luxury apartment complex in Overland Park, Kansas. Police said in a news release that officers responded to the complex after a man called 911 and said he was armed with a knife. The man also is accused of threatening to kill himself and his wife.
The release says the man “displayed a weapon and charged toward the responding officers.” Police say one of the two officers at the scene shot the man twice.
The man was rushed to a hospital, where he is listed in stable condition. Pending an investigation, both officers have been placed on administrative leave, as is standard procedure.

LETTER: A strong farm bill helps all Americans

Natural disasters have taken their toll in many areas of the U.S. lately. Wildfires, floods, hurricanes, and drought–these dramatic weather events have a profound effect on families, communities and businesses.
In these tough times, Kansans stepped up to help those in need. Kansas farmers donated hay and trucked it to fire-ravaged Montana and drought-stricken North Dakota to help feed livestock. Kansas’ food banks and their supporters sent food and cleaning supplies to Texas and Florida to aid in the aftermath of Hurricanes Harvey and Irma, with Harvesters–The Community Food Network even lending staff members to assist food banks in the affected areas.
While Congress begins to vote on bills to fund emergency disaster relief, we are reminded of the importance of a strong farm bill.
The farm bill is a multi-year law that sets policy and funding levels for most of the agricultural and nutrition programs. This important legislation provides relief to farmers and families impacted by these disasters and many others just like them, and it provides that relief outside of the political processes involved in disaster declarations and funding. It is a critical safety net for America’s families – both urban and rural.
Crop insurance and the farm bill safety net programs are very important risk management tools farmers use to protect themselves from natural disasters and the inconsistencies of weather. When faced with drought, fire or flooding, farmers cannot wait for a disaster declaration and the funds that may follow months later. They need the certainty of a strong crop insurance program that will help them assess their financial position as quickly as possible so they can get another crop in the ground to help feed all of us.
Federal nutrition programs are the other important piece of the farm bill. They protect American families from hunger and food insecurity.
When a disaster hits a family – like a health emergency, a lost job or a natural disaster – the Supplemental Nutrition Assistance Program (SNAP, formerly known as food stamps) is there to help by providing food to those in need.
USDA also partners with food banks like the Kansas Food Bank, Second Harvest Community Food Bank and Harvesters to provide The Emergency Food Assistance Program (TEFAP) commodity foods to households impacted by disasters before food retailers reopen. Disaster-SNAP (D-SNAP) is specifically designed to help people meet their immediate need for food through an electronic benefits card they can use at a local grocery store when it does reopen.
When natural or economic disasters hit in rural, suburban and urban communities, we need the stability these strong farm bill programs provide. Congress is already working on the next farm bill, which needs to be passed in 2018. It is critical to our communities that our congressional delegation support a strong farm bill that will continue to protect all American families.

Fort Hays State professor earns third place in flash fiction contest

Judge Kathy Fish praised the work for its use of description, dialogue and imagery to convey an “unsettling tone.” “This is a great example of what a skilled writer can with a deceptively simple scene,” she said.
“I found the ending of this flash both moving and mysterious. It resonated beyond the page, leaving me with a lingering feeling of sadness and foreboding,” Fish said.
Fields’ prose and poetry have previously been featured in the Indiana Review, Brevity and Contemporary American Voices, among others. Her academic credits include journals such as Sexuality and Research in Social Policy and Kairos: A Journal of Rhetoric, Technology, and Pedagogy.

Karee Dinkel was regional champ after shooting an 84 and winning by five strokes. Emily McGuire was sixth and Sophia Garrison ninth.
The 4A State Tournament is Monday October 16th at Lake Shawnee in Topeka.

TMP-Marian girls’ golf qualifies for state
CHENEY, Kan. – The TMP-Marian girls’ golf team qualified for the 3-2-1A State Tournament for the fourth consecutive year by placing third with a score of 409 at the Cheney Regional held at the Cherry Oaks Golf Course. The Monarchs were just five strokes behind champion Hoisington who shot a 404. Cheney took second with a 405.
Individually, Shannen Chin won her second consecutive regional title with a score of 77. Other TMP scores were Jenna Romme 106, Avin Inlow 111, Haleigh Spray 115, Abby Heimerman 117 and Katy Walters 121.
TMP-Marian will host the 3-2-1A State Girls Golf Tournament at the Smoky Hill Country Club on Monday October 16.

UPDATE: 23-year-old man identified as Kansas shooting victim

SHAWNEE COUNTY —Law enforcement authorities are investigating a fatal shooting.
On Monday afternoon, police were on the scene of a shooting in the 14-1500 Block of SW Western Avenue in Topeka, according to a media release.
One person Bondderrick Sanders, 23, Topeka, was pronounced dead the scene. A second victim was transported to the hospital with non-life-threatening injuries.
Police located a red vehicle with three black men in connection with the investigation. The shooting is being investigated as a homicide, according to Lt. Jennifer Cross.
Police released no additional details.

SHAWNEE COUNTY —Law enforcement authorities are investigating a fatal shooting.
Just after 1:30p.m. Monday police were on the scene of a shooting in the 14-1500 Block of SW Western Avenue in Topeka, according to a media release. At the same time, officers responded to report of a shooting victim at a local hospital, according to police LT. Jennifer Cross.
One person was pronounced dead the scene on SW Western.
The other victim was treated for non-life-threatening injuries. Police believe the two calls are related and are looking for a red Fiat with three black men for questioning in connection with the incident, according to police.
Names of the shooting victims have not been released.
Statewide Silver Alert issued for missing Kansas woman

MULVANE, Kan. – The Butler County Sheriff’s Office has requested that the Kansas Bureau of Investigation (KBI) distribute the below press release in the form of a statewide Silver Alert.
It is believed that 86-year-old Dixie Adair, a white female from Rose Hill, who is 5 ft. 4 in. tall, 180 lbs., with blue eyes, blonde hair, and a fair complexion, may be headed west on Highway 81 after leaving the Kansas Star Casino in Mulvane, Kan. She also may be driving a 2011 white 4-door, Toyota, Camry with Kansas disabled tag: 88398. She may be disoriented.
Adair did stay the weekend at the casino and left the casino property alone at 10:20 hours on Monday in her vehicle westbound towards Highway 81. Dixie Adair does have a heart condition and does take medication for her heart condition. Kansas Star Casino did report that Dixie Adair did seem to be disorientated when she left the Casino property and left her luggage at the front desk area. Brett Adair reports that it is out of character for his mother to be gone this long and to not answer her cellphone.
Contact has been made with several local jails, hospitals, and other casino within Kansas and Oklahoma and no one has reported to have been in contact with Dixie Adair. Attempts have been made to try to ping the cellular phone, which Dixie Adair may or may not have, has come back unsuccessful at this time.

Police: Special needs student assaulted at Kansas City area high school

LEE’S SUMMIT, Mo. (AP) – Authorities are investigating a report that a special needs student was sexually assaulted in a bathroom of a suburban Kansas City high school.
The Kansas City Star reports that the assault is alleged to have occurred in August at Lee’s Summit West High School but wasn’t reported until last month.
Police said in an incident report that the student began experiencing hallucinations and having fits of rape in August. The report says the student eventually told a nurse that another student pulled him into a bathroom and assaulted him. The student said he blacked out.
A relative described the special needs student as “low-functioning, but verbal.” Police said Monday that the investigation is ongoing and that the school district is cooperating. No arrests have been made.
Cease and desist issued order for Kansas group
TOPEKA– Kansas Securities Commissioner John Wine has issued a cease and desist order against Price Financial Group and Gregory A. Price for alleged violations of the Kansas Uniform Securities Act (KUSA). Gregory Price was permanently barred from the securities industry in 2007. Price Financial Group operates in the Lawrence area.
The cease and desist order alleges that Price and Price Financial Group violated the KUSA by operating as an unregistered investment adviser and broker-dealer in the state of Kansas dealing in stocks and bonds. On October 3, 2017, the District Court of Douglas County, Kansas, entered an Agreed Journal Entry of Judgment against Price and Price Financial Group in civil court related to Price’s involvement with securities.
The Kansas Securities Commissioner urges any individuals who have had dealings with Gregory A. Price and Price Financial Group to contact the Office of the Securities Commissioner at 785-296-3307 or email [email protected]. The violations listed in the order are allegations at this point in time. Price and Price Financial Group have the opportunity to request a hearing on the matter within 30 days after service of the order.
