Sheriff: 3 captured in Kansas for alleged 4-state theft ring

JACKSON COUNTY — Law enforcement authorities are investigating three suspects in connection with a string of thefts.

The first theft occurred on February 9t, and the second on March 25, according to Sheriff Tim Morse. Two individuals were suspected of stealing a number of electronic devices on both occasions. On Wednesday, March 28, the two returned to the Holton Kansas Walmart where store staff recognized the suspects and alerted law enforcement, according to Morse.

Shortly after deputies stopped a 2018 Nissan passenger car near the store, which was occupied by the suspects. Identified as Raven Neece, 36, and Joshua Thigpen, 31 both of Ferrelview, Missouri, and a third person, Korilynn Laura Barnes, 27, of Kansas City. All three subjects were taken into custody by sheriff’s deputies.

The three are also suspected of an attempted theft at the same Walmart Wednesday.

They are suspected of removing theft detection devices from high-end electronic products, specifically electronic tablets, IPads and video games.

With a search warrant on the vehicle Wednesday, deputies discovered thousands of dollars of high-end electronic products believed to have been stolen from the four-state area of Missouri, Iowa, Nebraska and Kansas. Other Walmart stores and other department stores are believed to be have been targeted in these thefts. These suspects are suspected to be operating an EBAY business where stolen merchandise was being sold online.

FHSU’s Perkins picks up MIAA Golf Player of the Week honors

KANSAS CITY, Mo. – After picking up her second-consecutive top-10 finish, Hannah Perkins has been named MIAA Women’s Golfer of the Week, announced Wednesday (March 28) by the league office. It is the fourth time in her career that Perkins has earned the honor.

The junior finished in a tie for fourth at the Rockhurst Invitational at Crestview Country Club in Wichita, Kan. Battling brutal conditions, Perkins fired rounds of 81 and 82 to finish with a two-round total of 163, one shot back of third. It was her second top-10 finish this spring and her third of the season. A native of Wichita, Perkins helped the Tigers to a fourth-place finish in the event.

Prospects plentiful for retail, industrial development in Hays

There are plenty of opportunities for both retail and industrial development in Hays, the area’s economic development director said on a community tour Monday.

Aaron White, executive director of the Ellis County Coalition for Economic Development, outlined some of these during Hays’ second-annual Community Cruise for public officials on Monday. The Cruise is hosted by the Hays Area Chamber of Commerce.

Big Creek Crossing is very close to on an agreement to develop the south end of its lot. Big Creek is pitching a separate development for the former G&L Tire building, which may be broken into several smaller shops, similar to the configuration of HaysMed and Starbucks on the north end of the lot.

White said there are no new developments on the former Ambassador Hotel site on north Vine Street. The owner is asking $3.3 million for that 5-acre site.

The former Carlos O’Kelly’s property next to Applebee’s is now for sale. Previously, the owner was only entertaining offers to lease the property. Two different national restaurant chains have expressed interest in the property, listed at $1.3 million.

White said that price may be high because most developers are looking at demolishing the building on the lot and constructing a new facility from the ground up.

On the other side of Vine, the new TownePlace Suites by Marriott opened Saturday.

Melissa Dixon, director of the Hays Convention and Visitor’s Bureau, said TownePlace Suites has added 81 rooms. Two more hotel projects are on the horizon. The Hilton Hotel, which will be west of Walmart on 43rd, and a La Quinta, which will be directly west of the former Golden Corral on 43rd. The Hilton project will include a conference center that will be able to hold up to 500 people.

“We decline a lot of conventions and groups, because we don’t have a place for them to meet or not enough rooms for their event,” she said.

A good example is Special Olympics, which just this month split its games between Hays and Topeka because Hays did not have enough rooms to accommodate all the visitors.

White said the ECC has identified a 6,000 people loss in visitors because of a lack of convention space.

“We are already getting calls from across the state and the region asking when is it going to be ready and can we book it now so we can start doing our conferences,” White said. “There is a lot of excitement about being able to come back into this area to do conventions.”

The La Quinta developers recently approached White about adding some type of attraction with the hotel at that site.

Tebo Village is still trying to land an anchor for its 16,000 square foot space at 43rd and Vine streets. The developer is also considering another major sit-down restaurant for the corner lot where the shopping center sign now sits. Stephen Tebo hopes to find something that will not compete with Pasta Jay’s, White said.

“The consistent message we get from developers and retailers is that Hays is a market that they want to be in, but it is not a good enough market that they will overpay for land,” White said. “So finding the right space and getting it priced at a reasonable level for what these guys are coming in for is always going to be the biggest challenge.”

Rail may be on the horizon for the Heart of America Industrial Park, which is a 85-acre development in about the 900 block of Commerce Parkway. ECC has looked at designs for a $2 million rail expansion. It would potentially turn the area into a transloading site. This would mean other manufactures could use the site to load and transport products by rail, which is often cheaper than by road. ECC is looking at tapping into KDOT funds for the project.

ECC is working with a manufacturer that wants to use about 30 acres at the south end of the industrial park. The manufacturer slits steel coils into narrower pieces that are then rolled and built into pipe. It could initially add a handful of employees. If the manufacturer expands to contract work, it could add 30 or 40 employees, White said.

“On the industrial side, one thing that we are trying to focus on is to be able to diversify our manufacturing base. We are heavily reliant on oil and gas. As we have seen with the oil and gas downturns, it impacts throughout the community. Retail feels it everybody feels it,” he said.

Diversification reduces risk and evens out some of the highs and lows, White said.

TOPEKA, Kan. – The measles outbreak in eastern Kansas is continuing to be investigated. Since March 8, 2018, 13 cases have been identified – 11 Johnson County residents, one Linn County resident and one Miami County resident.

Symptoms of measles typically begin with a high fever, cough, runny nose, and red watery eyes. Three to five days after symptoms begin, a rash develops and usually starts on the face at the hairline and spreads down to the neck, trunk, arms, and legs.

Measles is a respiratory disease caused by a virus. Measles is spread through the air by breathing, coughing or sneezing. Measles can be spread to others from four days before to four days after the rash appears. Measles cannot be spread to others by people who do not have the disease.
The best way to prevent measles is to get the MMR vaccine. Currently, KDHE is not recommending any changes to the routine vaccination schedule. If you have had measles or have been vaccinated, your risk of contracting the disease is extremely low.

Because measles is a highly infectious disease, it is very important, if a person has been exposed and is starting to experience symptoms, that they STAY HOME except to see a healthcare provider and limit their contact with people

Kansas man dies after ejected in I-70 crash

LEAVENWORTH COUNTY — A Kansas man died in an accident just before 10:30p.m. Wednesday in Leavenworth County.

The Kansas Turnpike Authority reported a 2000 Honda passenger car driven by Damon Anthony Butler, 40, Topeka, was westbound on Interstate 70 just east of Tonganoxie.

The vehicle drifted onto the right shoulder and the tires left the road. The driver overcorrected and the vehicle crossed two lanes of traffic. It struck the barrier wall head-on, rolled and the driver was ejected.

Butler was pronounced dead at the scene. He was not wearing a seat belt, according to the KHP.

FBI Informant expected to take stand in Kan. bomb case

WICHITA, Kan. (AP) — The militia member who tipped off law enforcement to an alleged plan to bomb Somali immigrants in Kansas is expected to take the stand in the case against three men charged with conspiring to use a weapon of mass destruction.

On Thursday, jurors will get a chance to hear for themselves the testimony from Dan Day. He is the paid informant who wore a wire for the FBI, capturing months of profanity-laced recordings key to the prosecution’s case.

Patrick Stein, Gavin Wright and Curtis Allen are charged with conspiracy to use a weapon of mass destruction and conspiracy against civil rights. Stein also faces a weapons-related charges and Wright faces a charge of lying to the FBI.

The three men, who were indicted in October 2016, have pleaded not guilty.

Man sentenced after police find meth in tire taken to Kansas

WICHITA, KAN. – A load of methamphetamine that investigators followed from Amarillo, Texas, to Kansas is sending a Guatemalan man to federal prison, according to U.S. Attorney Stephen McAllister.

Jose Adrian Cua-Garcia, 30, was sentenced Monday to five years in federal prison. He pleaded guilty to one count of possession with intent to distribute methamphetamine.

The investigation began when law enforcement officers stopped an SUV near Amarillo, Texas, and found more than 12 pounds of methamphetamine hidden in a spare tire. Investigators arranged for part of the load to be delivered while they kept it under surveillance.

Co-defendant Jorge Vazquez-Rodriguez, 30, Kansas City, Kan., met the load in a hotel parking lot near I-70 and 78th Street. He took the drugs to a house in Kansas City, Kan., where he met Cua-Garcia. Later, Cua-Garcia left the house carrying the tire in the back of his truck. Investigators pulled him over after a chase and arrested him.

Vazquez-Rodriguez pleaded guilty and sentencing is set for June 4.

Kansas deputies rescue injured eagle

SEDGWICK COUNTY — Sheriff’s deputies in Sedgwick County rescued an injured eagle Tuesday. According to the department’s Facebook page, ” We go on some pretty cool calls every now and then. Last night was one of those nights! We got a call from a concerned citizen in the south part of the county about a eagle that was hurt down in the Big Ditch.

Deputies responded and found the female, Golden Eagle injured. She could walk but not fly. A deputy called and made contact with a wildlife rescue. The female eagle is expected to make a full recovery and will be release back to the wild when she is healthy.”

Jailed Kan. water park co-owner won’t fight extradition

TOPEKA, Kan. (AP) — The Latest on charges filed in the death of a 10-year-old boy on a waterslide at a Kansas waterpark (all times local):

The co-owner of a Kansas City, Kansas, water park will not oppose his extradition to Kansas, where a 10-year-old boy died on a water slide in 2016.

For now, Schlitterbahn co-owner Jeffrey Wayne Henry will remain in Cameron County Jail in Brownsville, Texas, without bond. However, Magistrate Judge Luis Sorrola said he’d entertain a request to grant Henry bond if Kansas officials don’t pick him up by Tuesday.

Henry is charged with murder, aggravated battery and child endangerment in an indictment in Kansas. He and water slide designed John Schooley are charged in an indictmen in the decapitation death of 10-yuear-old Caleb Schwab at Schlitterbahn’s the Kansas City, Kansas, water park.

Kansas says it will conduct a full audit of the inspection records of a Kansas City water park where a 10-year-old boy died in 2016.

The state Department of Labor said Wednesday that it will conduct the audit before the Schlitterbahn park opens its annual season May 25.

Department spokeswoman Barbara Hersh said the park is required to have qualified inspectors examine its rides daily and to keep reports on those inspections. She said the department will ensure that the inspections have been done.

A grand jury has indicted the park, its former operations director, a Schlitterbahn co-owner, a ride designer and a construction company on multiple criminal charges.

The charges arise from the August 2016 death of Caleb Schwab on the world’s largest waterslide at the park.

Kan. school safety bill passes House, no mention of guns

TOPEKA, Kan. (AP) — Legislation designed to strengthen Kansas schools against gunmen passed in the House Wednesday, though some lawmakers argued the bill is more ploy than policy.

The measure would set aside $5 million for schools to upgrade infrastructure to slow or thwart a potential school shooter. The bill passed on a 119-5 vote and heads next to the Senate for consideration.

The bill won Democratic Rep. Jason Probst’s vote, but not his support.

“This is a nice way for the Republican party to try and control a conversation about school safety without having to address the proliferation of firearms,” Probst said.

Funds included in the legislation would allow schools to purchase equipment like security cameras and metal detectors, or to outfit classrooms with thicker doors and blast-resistant glass.

Probst called the $5 million “a pittance,” and nowhere near what would be required to properly secure schools against armed threats.

The measure would also require school districts to work with local law enforcement and state agencies to develop guidelines to prepare, and respond to, mass shootings.

Bill supporter Rep. Eric Smith, a Republican of Burlington, said there is no cost estimate for securing all Kansas schools, and establishing relationships between law enforcement and school districts is the best way to find out.

Following the mass shooting at a high school in Parkland, Florida, last month, Kansas legislators have been looking for measures to prevent similar shootings. Proposals have ranged from limiting access to firearms to putting guns in the hands of teachers. The bill passed in the House does not directly address the gun issue.

Included in the legislation is a recommendation that schools add the National Rifle Association’s Eddie Eagle firearm educational video program to their curriculums. While it is not required, many House democrats voiced opposition to the NRA program specifically being included in the bill, seeing it as an attempt to promote the organization and its values.

Kansas National Education Association lobbyist Mark Desetti expressed concern over the measure, arguing that lawmakers should consider gun control and mental health solutions.

“By all means, please do pass this legislation,” he said. “But don’t think this will adequately address the issues of mass murder in our state, our nation, and in our schools.”

Royals’ Perez out 4-6 weeks after freak knee injury

KANSAS CITY, Mo. (AP) – Royals catcher Salvador Perez will miss up to six weeks after spraining the medial collateral ligament in his left knee when he missed a step while carrying a suitcase up stairs in his home.

The injury occurred Tuesday night, when the club returned to Kansas City from spring training. The five-time All-Star heard a “pop” and immediately called Royals trainer Nick Kenney, who advised Perez to ice the knee and come in for an MRI exam on Wednesday.

The exam revealed a Grade 2 sprain with a minor tear of the ligament.

No surgery is required, and recovery can be as little as four weeks. The injury leaves the Royals without one of their top hitters when they open the season against the White Sox on Thursday.

Drew Butera and Cam Gallagher are expected to share catching duties in Perez’s place.

Ellis County road closure information

The Ellis County Public Works Department is announcing that a timber culvert repair project will take place in the 800 block of Buckeye Road.

This one (1) mile area of Buckeye Road will be closed to thru traffic beginning at 8:00 a.m. Wednesday, March 28, 2018 and will remain closed until the project is complete.

The expected completion date has not been determined as of this announcement. Motorists traveling in the affected closure area should use alternate routes of travel until the project is complete.
