Governor signs bill to boost Kan. National Guard numbers

TOPEKA, Kan. (AP) — Kansas Gov. Jeff Colyer signed a bill granting National Guard members free, full college tuition in response to a dwindling number of recruits.

The new law will take effect in July after Colyer signed it Wednesday, but legislators still need to allocate funding for the program.

Bill author and Republican Rep. Diana Dierks of Salina said the Guard has shrunk by 16 percent over the last 10 years.

She said offering to cover the entire tuition expense may increase the appeal of joining the branch and bolster recruitment. The Guard previously would cover only a portion of tuition costs.

Dierks in the Army, Air Force and other branches of the military, it is known that the Kansas National Guard has had more difficulty recruiting.

Kan. man who hid in ex’s attic captured after escape from hospital

SALINE COUNTY — A Kansas man is back in jail after he was hospitalized from injuries from an altercation after falling through the ceiling of his ex-girlfriend’s home last week.

While receiving treatment, Tyler Bergkamp fled the hospital  Tuesday, according to Captain Paul Forrester.

The police did receive communication from a victim that requested a protection order against Bergkamp in late March. The victim reported that she had received several calls from Bergkamp while he was in the hospital.

Just after 4 p.m. Tuesday, police were called to the 400 block of S. 9th Street. A female victim reported that when she returned home she found a medical gown on her bed and some of her clothes and other items in her home disturbed and or missing, according to Forrester.

At 5:40 p.m. a medical emergency call was made concerning Tyler Bergkamp near the 200 block of S. Phillips.

Police made contact with Bergkamp and took him back to the hospital to receive treatment. Bergkamp was wearing some of the missing clothing items reported by one of the victims.

Berkamp is facing charged including  violation of protection from abuse order, stalking, burglary and theft, in addition to charges from hiding in his ex-girlfriend’s home.

In the middle of tasting all the goodies, the judge falls dead, and it’s up to Miss Peabody, the head of the contest, and the audience to determine the murderer!

UPDATE: Kan. woman jailed after fatal hit-and-run accident

SHAWNEE COUNTY — Law enforcement authorities are investigating a fatal hit-and-run accident.

Police say a driver intentionally struck a woman and killed her during a confrontation over a fender-bender.

Just after 7:30p.m. Tuesday, the police received calls of a disturbance at a home in the 700 Block of SW Western in Topeka, according to Lt. Jennifer Cross.

Upon arrival officers found the body of a woman suffering from life-threatening injuries as a result of being hit by an SUV which had left the scene. The victim, later identified as 25-year-old Robin Kuebler, Topeka, died of her injuries.

There was a confrontation and Kuebler was intentionally struck by the SUV, according to Topeka Lt. Aaron Jones.

Officers were able to get a good description of the vehicle which was then located a few blocks from the incident scene.

Two people were taken into custody at the scene of the suspect vehicle.

Alexis Nolte, 20, of Topeka was booked into the Shawnee County Department of Corrections on charges of leaving the scene of a fatality accident.

She is being held is being held without bond pending a first appearance.

 

 

Hazardous Occupation Training April 28 in Hill City

A Tractor and Farm Safety course will be offered on Saturday, April 28 in Hill City at the 4-H Building from 8:00 a.m. to 5:00 p.m. This is for youth 14 – 15 years of age, who will be doing farm work this summer for pay.

Federal law requires youth 14 – 15 years of age who will be working on a farm for someone other than their parents, operating a tractor or other farm machinery to complete the Hazardous Occupation Training course.

A pre-registration fee of $15 is due by Wednesday, April 25th to your local Extension Office. This includes refreshment breaks, lunch and rental of a student manual.

Community Acoustic Jam Saturday in Hays

The monthly Hays Community Acoustic Jam session will be held Saturday, April 7th, from 2:00-4:00 p.m at the Hays Arts Center Annex, 1010 Main in Downtown Hays. The sessions are held on the first Saturday of each month.

The local acoustic jam is a fun place for people of all skill levels to play acoustical instruments (guitars, banjos, fiddles, harmonicas, bass guitars, etc.) and to invite friends to enjoy music, whether you’re playing, singing, or listening.

All are welcome to listen or participate as little or much as you’d like!

Edna M. Powell

Phillipsburg resident Edna M. Powell passed away, Tuesday, April 3, 2018 at the Phillips County Retirement Center in Phillipsburg at the age of 96.

She was born July 18, 1921 in Phillips County, KS the daughter of Frank & Maude (King) Hall. She was a homemaker.

She was preceded in death by her parents, 2 brothers, and infant son, Donald D. and her husband, Doren W.

Survivors include her 2 sons, Dwight Powell & wife, Janice of Salina and Denny Powell & wife, Connie of Bel Aire, KS; a daughter, Denice Rahjes & husband, Robert of Agra; 7 grandchildren, Christi Reid (Brad), Scott Powell (Casie), Todd Powell (Trina), Debbie Beam (Jared), Maurica Bruning (Troy), Kimberly Frahm (Tad) and Jennifer Mendenhall (Brad); and 14 great-grandchildren.

A memorial service will be held at 11:00 a.m. Friday, April 6, 2018 at the Church of God, Phillipsburg, with Pastor Monte Bruner officiating. A private burial at West Cedar Cemetery will be held prior to the service.

Mrs. Powell will lie in state from Noon until 9 p.m. Thursday at the Olliff-Boeve Memorial Chapel, Phillipsburg, where the family will greet friends from 7 p.m. until 8 p.m.

Dr. Weldon Flay Zenger

Dr. Weldon Flay Zenger, 84, died Friday, March 30, 2018 at Evergreen Care Community, Olathe, Kansas.

He was born December 15, 1933 on a farm near Haddam, Kansas, the youngest of seven sons born to John Walter and Stella M. (Smith) Zenger. Weldon attended rural and Haddam public schools. He graduated from Fairbury Junior College, Fairbury, Nebraska with a teaching certificate in 1953, received B.S. and M.S. degrees from Emporia State University in 1959 and 1966; and a Doctor of Education from the University of Kansas in 1970. Dr. Zenger spent his entire life, except for two years serving in the U.S. Army, in education at various levels.

He began his teaching and coaching career in the Hanover and Washington public schools in 1953, taught in the Salina public schools during the 1960s and was a Professor of Education at Fort Hays State University for twenty-seven years from 1970 until retiring in 1997. In retirement, Weldon became an Adjunct Professor Emeritus conducting educational research at Kansas State University until 2006.

On May 27, 1956, he married Sharon K. Winters in Glasco, Kansas. She also became a Professor of Education, and with Weldon researched and wrote educational materials. Drs. Weldon and Sharon Zenger co-authored eight educational books and thirty articles in professional educational journals. Weldon was a member of numerous professional associations serving in various offices and receiving many honors and awards. Some of these included being President of the Salina City Teachers Association and the Kansas Association for Supervision and Curriculum Development. Also, he was honored with the President’s Distinguished Scholar Award at Fort Hays University, selected as the Outstanding Curriculum Leader of Kansas and given the distinguished Alumnus Award of Southeast Nebraska Community College.

Weldon was active in church work, often teaching Sunday school and serving on the local church board, and for many years was a member of the Board of Trustees for Calvary Bible College and Theological Seminary in Kansas City, Missouri. At the time of his death he was a member of Grace Baptist Church in Manhattan, Kansas. Dr. Weldon Zenger will be forever remembered by his wife Dr. Sharon Zenger of the home; daughter Shannon Myers and husband Kevan of Prairie Village, Kansas and son Dr. Sheahon Zenger and wife Pam of Lawrence, Kansas;

Five grandchildren, Collin Myers, Houston, TX, Camron Myers, Prairie Village, Luke, Abby and Jacob Zenger, Lawrence; sister-in-law Dorothy Zenger-Cox, Cuba; many nieces and nephews, colleagues and friends. He was preceded in death by his parents John and Stella; son Sheldon; and brothers Walter, Jr., Wendell, Wade, Wesley, Winfed, and Warren.

Viewing will be Sunday 1:00pm to 6:00pm at the funeral home and one hour prior to the service at the church. Funeral services will be 12:00 Noon Monday, April 9, 2018 at the United Methodist Church, Haddam, Kansas. Burial with Military Honors will be in the Haddam City Cemetery. Memorials may be given to the family for an Educational Scholarship Fund at Ft. Hays State University for a rural Kansas student majoring in education. Tibbetts-Fischer Funeral Home, Belleville, Kansas has been entrusted with these arrangements.

Family will not be present at the funeral home on Sunday afternoon. They will be present at the church to greet you prior to the service.

Memorials made be made the Weldon Zenger Educational Scholarship Fund to Ft. Hays State University to a rural Kansas student majoring in education.

Dr. Robert ‘Bob’ James Crowley

Dr. Robert “Bob” James Crowley, 89, Professor Emeritus of Human Development Counseling, died peacefully surrounded by family on March 17, 2018 at Concordia Village in Springfield, IL.

Bob was born in South Boston, MA on January 28, 1929, the son of Robert J. and Theresa Crowley. He is survived by his loving wife of 51 years, Elizabeth (VanTol) and two sons, Dr. Timothy and wife Ann Crowley of Hays, KS, and Andrew and wife Kathryn of Oak Park, IL. Also survived by five grandchildren, Alexander and Samuel of Lincoln, NE, Ethan, Emory, and Caiden of Oak Park, and one sister Margaret of Florida. Many in-laws, nephews, and nieces survive. His parents, one brother, Paul and one brother-in-law Joawn, preceded him in death.

After graduating from Boston Latin School (1946), Bob received his A.B. from Boston College (1950). He volunteered for the US Army and served in the Korean War. He completed his basic training in the Signal Corps at White Sands Proving Grounds, NM, and his OCS at Fort Monmouth, NJ, where he earned his commission as 2nd Lieutenant. Bob served as a liaison officer with the Republic of Korea Army in the 85th Signal Repair Company. Bob was honorably discharged from active service as a 2nd Lt. in 1953 and from the Army Reserves as a Captain in 1966.

Returning to Boston, Bob earned a M.A. in Teaching from Harvard University Graduate School in 1955. He moved to Jackson, MI, where he was employed as a teacher and principal in elementary schools. Working as a research associate, Bob earned a Ph. D. from the University of Michigan in 1966. He worked at Colgate University in Hamilton, NY, from 1967-70.

Bob was a charter member of the Sangamon State faculty in 1970. He belonged to many professional academic organizations, and retired from the University of Illinois Springfield in 2000 after 30 years of service as Professor in the Human Development Counseling program. Bob was proud of his graduate students’ accomplishments and his contributions to the internationalization of the university. He served as an exchange professor at Shanghai Normal University for three semesters. Bob was also especially proud of his work in YMCA youth soccer and leadership of Illinois Youth Symphony in their early years. He enjoyed singing in several choral groups, taking group piano lessons at LLCC, and rooting for the Chicago Cubs.

Cremation rites were accorded by Bisch Funeral Home, Springfield, and he was interred at Camp Butler National Cemetery. A memorial service and reception will be held on Saturday, April 7, 2018 at 10:30 am in Concordia Village Chapel. In lieu of flowers, memorial gifts may be made to UIS Robert Crowley Scholarship Fund or to organization of the donor’s choice.

FHSU grad named interim superintendent of Osawatomie State Hospital

TOPEKA — Kansas Department for Aging and Disability Services (KDADS) Secretary Tim Keck today appointed Director of Nursing Clayton Bledsoe to serve as Interim Superintendent of Osawatomie State Hospital (OSH). Mr. Bledsoe will take over for Superintendent Dr. John Worley, who is leaving the hospital April 13 to take a position with the University of Kansas Medical Center (KUMC).

Dr. Worley began his service at OSH in 2007 as Director of Psychological and Therapy Services and was named Assistant Superintendent and Clinical Program Director in 2011. He was named superintendent of the hospital in December 2016. He holds a Ph.D. from the University of Missouri – Kansas City.

Mr. Bledsoe has worked as Director of Nursing at the hospital since May 2017. He holds a bachelor’s degree and master’s degree in Nursing Administration and Education from Fort Hays State University.

“I am immensely grateful for all the work Dr. Worley has done for the State of Kansas and the patients at OSH during his many years of service. His commitment and steady hand helped guide the hospital through some of its most difficult challenges,” Secretary Keck said. “We wish him all the best and look forward to continuing to work with him in his new capacity at KUMC.”

“I am pleased that Clayton Bledsoe has agreed to serve as interim superintendent at OSH. He has the clinical background and administrative expertise to take over day-to-day management of the facility and ensure that the care and treatment received by the patients is first-rate,” Secretary Keck said.

Osawatomie State Hospital was established in Miami County, Kansas in 1866 by the State Legislature. The 60-bed Adair Acute Care facility at OSH was certified by the federal Centers for Medicare and Medicaid Services in December 2017.

Kansas felon jailed after high-speed chase, crash

BARTON COUNTY — Law enforcement authorities are investigating a suspect arrested after a high-speed chase and crash.

Just before 12:30a.m. Wednesday, a Barton County Sheriff’s deputy attempted to stop a vehicle for a defective brake lamp violation in the 100 Block of Southeast 1 Avenue south of Great Bend, according to Sheriff Brian Bellendir.

Normally this sort of stop is simply a courtesy to advise the driver of defective equipment. When the deputy activated his lights, the green 1997 Cadillac Deville fled from the deputy at a high rate of speed.

The officer pursued the vehicle into the southern part of Barton County at which point the suspect lost control of the vehicle at the intersection of 50 Road and Southeast 20 Avenue and struck a stop sign.

The driver continued to flee and traveled into Stafford County,  came back into Barton County at which time the Cadillac struck a deer. Deputies were able get the vehicle stopped in the 800 block of Southeast 50 Road.

The driver was identified as Nicholas Curtice, age 35 of rural Hoisington. It was discovered Curtice had outstanding arrest warrants through the Barton County District Court.  Curtice was arrested on the Barton County warrant and was also charged with felony flee and elude, criminal damage to property, driving while revoked and numerous other traffic violations he is being held in the Barton County Jail with no bond on the warrant.

Curtice has previous convictions for drugs, driving while suspended, criminal damage to property and flee-attempted to flee and elude law enforcement, according to the Kansas Department of Corrections.

New record low set in Hays

No wonder you piled on that extra blanket Tuesday night.

The daytime high temperature was 47 degrees according to official statistics from the K-State Agricultural Research Center. It felt colder, as the north wind blew a steady 30 to 35 mph with a peak gust of 48 mph recorded at the Hays Regional Airport just before 1 p.m.

The overnight low fell all the way to 15 degrees and set a new record.

The previous low temperature for April 3 in Hays was 18 degrees back in 1945.
