🎥 City commission to hear outside agency funding requests

Funding requests for 2020 by four outside agencies will be presented to the Hays city commission during its Thursday work session.

The agencies – Grow Hays, Fort Hays State University (FHSU), CARE Council, Downtown Hays Development Corporation (DHDC) – are each requesting amounts that are more than the $25,000 budget authority of City Manager Toby Dougherty. FHSU, Grow Hays and CARE Council are funded through the city’s general fund. DHDC is funded through the Hays Convention and Visitors Bureau (CVB).

“The governing body will determine the amount of their allocations mid-July during the budget discussion,” Dougherty said. “Nothing will decided [during the next two weeks.] It’ll be decided as part of the budget process.”

FHSU is requesting the same $100,000 as in the past  for its City of Hays Scholarship Program for Scholastic Achievement.

CARE Council is requesting $168,000 for social services funding, an increase of $4,000 from last year.

The CARE Council is also asking the city to budget $60,000 in Special Alcohol Tax Funds for 2020.  The monies for drug and alcohol prevention  programs come from a portion of the local alcoholic liquor tax.  That money is divided equally each year between the CARE Council, the special parks fund, and the general fund.

The $50,973 request by DHDC is down five percent from 2019.

Grow Hays (formerly the Ellis County Coalition for Economic Development) is asking for $100,000 from the city.

“As they transitioned to Grow Hays, there was a year they didn’t take their funding. They didn’t ask for funding this year (2019) but they are asking for funding going forward.”

A few more non-profit groups’ requests are within the $25,000 spending authority of the city manager, including Wild West Festival, Ellis County Historical Society, and the Hays Arts Council which are all funded with CVB monies. Although Sister Cities is not an outside agency, it also receives money from the CVB budget.

Right now, according to Dougherty, “the city is not in a position where it’s facing funding cuts to outside agencies” as is the county. Ellis County commissioners determined earlier this week the county will award $928,800 in funding requests. On June 10, 16 outside agencies presented requests for a total of $1.073 million from Ellis County.

“The budget I’m giving the governing body will be not only balanced, but putting money away in reserves, and it will have a pay increase for our employees,” he said.

Dougherty added there will be no suggested cuts in outside agency funding on his end in order to fund city operations somewhere else.

City commissioners will receive their 2020 draft budget books at the June 27 meeting. The proposed budget will be presented by Dougherty during the July 2 meeting.

Also on tomorrow’s agenda is discussion of the renewal of property/casualty/liability insurance coverage.

“We are going to see a slight increase in premium this year,” Dougherty noted, “which is not bad because we reassessed all of our property. We had a significant increase in property being covered.

“Because we’re with Midwest Public Risk, we had only a slight increase because there is a cap on premium. So we’re getting a pretty good bang for the buck based off the amount of property we added under it.”

PHISHING SCAM: Ignore, delete email asking for PW information

An email phishing scam circulating online should be avoided.

Some Eagle customers might have received a request for password information from sender Eaglecom Support (see screen shots below) with the subject line “One Time Confirmation.” The emails are an attempt at phishing, where scammers pretend to be a reputable company in an effort to trick the recipient into handing over information such as password or financial information.

Eagle Communications reminds its customers that we will never contact you for password information and any requests for that or other private information via email should be ignored or deleted.

City to recognize Kansas teen for water rescue of 12-year-old

SEDGWICK COUNTY — A Kansas teen who rescued a boy from raging flood water in May will be recognized as a hero.

Just before 3p.m. May 26, police responded to report of a submersion at Hap McLean Park in Park City, according to police Witnesses said a 12-year-old boy had ridden his bicycle around the closed gate at the low water bridge, near the park’s entrance at Hydraulic.

The rapid and deep water swept the boy away from his bicycle and down the swollen creek. Geffrey Lopez, 16, saw what happened, and ran to an overhanging limb some 100 yards downstream.

He was able to grab onto the boy and pull him from the water. EMS checked the boy and released him to a parent at the scene.

Don Lode

Don Lode, 72, passed away June 17, 2019 in Larned, KS. He was born January 25, 1947 in Great Bend, KS.

Don graduated high school in New Mexico and moved to Larned where he worked for his grandfather at the Don Do Café. Don eventually purchased the Don Do and built a new restaurant across the street in 1984. He volunteered on the Larned Fire Department and Rescue Squad. Don later moved to Colby and was the General Manager of Village Inn. Don had recently retired from the Village Inn in Colby, KS.

Don was a Green Beret in the U.S. Army Special Forces.

Don was an avid golfer and will be missed by his golfing buddies. He often took his family to the lake and loved to camp and fish. Don was quick witted and loved to make people laugh. “Laughter lightens your load and lifts your heart into heavenly places.” (176, Jesus Calling – Sarah Young, June 17)

He is survived by his lifelong friend, Sam Lode; children, Scottie (Ken) Wilson, Kissamic, FL, Misti (Travis) Devine, Larned, KS, Desire-e (Chad) Wark, Rexford, KS, Shaly (Eddie) Niemeyer, Colby, KS; brother, Douglas Lode, California and nine grandchildren.

Private family inurnment will be at a later date.

Memorials may be given to the Pawnee County Humane Society in care of Beckwith Mortuary, Box 477 Larned, KS 67550.

Officer continues recovery after shot by prisoner during transport

GRUNDY COUNTY, MO— Friends have established an online fundraiser to assist a Trenton, Missouri police officer who was shot June 14 during a struggle over her gun while transporting a prisoner to St. Joseph.

Twenty-four-year-old officer Jasmine Diab is a single mother to a 5-year-old, according to the fundraiser. She remains hospitalized in stable condition, according to the Missouri State Highway Patrol.

Daviess County prosecutors charged the inmate identified as 38-year-old Jamey Griffin with first-degree assault, armed criminal action and shooting a weapon at or from a vehicle, according to online jail records.

Bernard L. Waldschmidt

Bernard L. Waldschmidt, 85, formerly of Salina, passed away Friday, June 14, 2019. Mr. Waldschmidt was born Aug. 1, 1933, in Hays, to John G. and Hermenia (Younger) Waldschmidt. He served in the U.S. Army from 1953 to 1955. He worked for the City of Salina retiring in June of 1995. He married Sylvia J. Leiker, Oct. 27, 1962, at Sacred Heart Cathedral in Salina.

He is survived by: daughters, Julie Kippes (Rick) of Lindsborg, Patti Slansky of Chanute, and Susan Gaughan of Kansas City, Mo.; sisters, Bernita Powell, and Janeth Burch; brother, John Waldschmidt; and grandchildren, Emily and Joshua Slansky, and Taylor and Jordan Gaughan.

He was preceded in death by: his parents; wife, Sylvia, in July of 2007; sister, Leveda Peters; and brother, Don Waldschmidt.

Visitation will be 4-8 p.m. Wednesday, June 19, with Rosary-Vigil service at 7 p.m. at Ryan Mortuary, 137 N. Eighth, Salina.

Mass of Christian Burial will be at 11 a.m. Thursday, June 20, at St. Mary’s Catholic Church, Salina. Burial will follow in Mt . Calvary Catholic Cemetery.

Police: Death of 36-year-old Kan. man investigated as a homicide

SHAWNEE COUNTY — Law enforcement authorities are now investigating the suspicious death of a Kansas man and have identified the victim.

Just before 10a.m. Monday, police were dispatched to a residence in the 700 block of SW Wayne in Topeka in reference to the discovery of the body of a man in the house, according to Lt. Andrew Beightel.

Officers located the body identified as 36-year-old John K. Waller and he was pronounced dead by medical personnel.

There were several suspicious circumstances witnessed by the responding officers so, the residence was secured and crime scene officers and detectives investigated the scene.

Through evidence found at the crime scene and information from the coroner’s office, police are  investigating this crime as a homicide
