Weekend Police Activity Log

The Hays Police Department conducted 23 traffic stops and received four animal calls on Friday, according to the Police Activity Log.

Motor Vehicle Accidents: The Hays Police Department responded to one motor vehicle reported on Thursday and six vehicle accidents reported on Friday. The first accident was reported as a person injury accident in the 200 block of West 8th Street at 11:38 a.m. Friday. Officers also investigated the driver for driving under the influence in connection with the accident. Two of the accidents were with private property. The first accident was reported in the 1900 block of Vine Street at 2:30 p.m. Officers also investigated a hit and run accident with private property in the 400 block of East 14th Street at 7:42 Friday evening.

Suspicious Activity: The Hays PD responded to the 4300 block of Vine Street, Friday afternoon at 5:20, for the report of suspicious activity. Officers also investigated a disorderly conduct case in connection with the suspicious activity report.

Between Saturday morning and Sunday night the Hays Police Department conducted 43 traffic stops and received one animal call, , according to the Police Activity Log.

Theft: The Hays Police Department investigated four theft reports between early Saturday morning and Sunday afternoon. The first theft report was for shoplifting in the 4300 block of Vine Street at 1:28 Saturday morning. Theft of services in connection with criminal damage to property was reported in the 300 block of Mopar Drive at 9:35 Saturday morning. The theft of a vehicle was reported in the 1300 block of East 15th Street at 10:45 Saturday morning. The final theft report on Sunday was reported in the 4300 block of Vine Street. The alleged theft occurred between 1:40 and 1:55 Sunday afternoon.

Driving Under the Influence: The Hays Police Department conducted four driving under the influence stops on Saturday and three on Sunday.

Liquor Offense: Officers investigated one liquor offense on Sunday. Officers cited an individual for underage possession of cereal malt beverage in the 500 block of West 7th Street at 1:51 a.m.

Missing Person: The Hays PD received the report of a missing person in the 3600 block of Vine Street Sunday afternoon at 1:42.

Drug Offenses: The Hays PD received the report of a suspicious activity in the 1300 block of Vine Street on Sunday evening at 9:34. When officers arrived they investigated a case of drug related offenses in connection with the suspicious vehicle report.

Aggravated Battery: Officers investigated two aggravated assaults in the early morning hours Sunday. The first aggravated assault was reported in the 500 block of West 7th at 1:37 a.m. Officers were conducting a bar check when they began the investigation into the aggravated assault. The second aggravated assault was reported in the 100 block of West 7th Street. The alleged incident occurred between 1:45 a.m. and 2:15 a.m. Sunday.

Civil Dispute: The Hays Police Department responded to a report of a civil dispute and custody dispute in the 1300 block of Eisenhower Road at 3:36 p.m.

Motor Vehicle Accident: Officers responded to two motor vehicle accidents on Saturday. The first accident, involving private property was reported in the 2600 block of Vine Street at 12:20 p.m. Sunday. The second accident, a hit and run accident, was reported in the 4300 block of Vine Street at 12:34 p.m.

Christmas Tree Dropoff/Recyle Site Open Through Tuesday

Have you taken down those Christmas decorations yet?  No? Well, here’s something that may spur you.

Through Tuesday, January 8th, you can take your Christmas tree, with all decorations removed, to the free disposal site north of the Hays Water Plant on Vine Street.  Trees should be placed within the orange snow fence.

The trees will be ground for mulch.

 

 

Inmate At Reno County Jail Found Dead

An inmate in the Reno County Jail was found dead in his cell last night.

According to the Reno County Sheriff’s Department, 54-year-old Richard Schumpert was found unresponsive in his cell around 8:45 PM. Deputies started CPR on Schumpert, and he was transported to Hutchinson Reginal Medical Center where he was pronounced dead.

Preliminary investigation appears that Schumpert’s death was due to natural causes and that he had a history of medical problems.

An autopsy will be conducted, and the KBI has been brought in to investigate. Schumpert had been in the Reno County jail since Saturday on charges of possession of drug paraphernalia and criminal possession of a firearm.

Kansas Family Reunited With Dog After 1,500 Mile Journey

Screen Shot 2013-01-06 at 8.00.08 PMA southeast Kansas family is reunited with their family dog nearly two months after it disappeared and somehow ended up 1,500 miles away.

Ty and Nikki Lewis and their two children picked up their Jack Russell terrier mix, Rascal, at the airport Saturday night.

Rascal ran away Thanksgiving weekend, and several weeks later turned up at an animal shelter in San Diego. The dog’s ID tag listed his owners as the Lewis family from Oswego, Kan., and an animal charity paid for his plane ticket home.

Ty Lewis says the children had no idea their pet was coming home because he told them they were picking up a friend from college at the airport.

Pedestrian Found Deceased After Accident In Riley County

Riley County police responded to an accident in the 5900 block of Anderson Avenue early Saturday.  Upon arrival authorities said they learned a pedestrian had been struck by a vehicle and was found deceased.

The accident is under investigation. Troopers from the Kansas Highway Patrol’s accident reconstruction team were called to assist RCPD officers.

The identify of the fatality victim has not yet been released.

During the on-scene investigation Anderson Avenue from 69th to Scenic Drive was closed for approximately four hours.

Commission Evaluates Committees

Several committees were established by the Hays City Commission over the years for a specific purpose, but now the commission is evaluating the mission of those groups to see if all are still needed or if other changes should be made such as instituting term limits.

Commissioner Henry Schwaller says part of the problem is replacing committee members after many years of service and the difficulty in finding new people to serve.

Two groups being discussed are the Sister Cities and Beautification committees. The commission also wants to eliminate the Neighborhood Revitalization Committee and discuss the possibility of term limits for city commissioners.

Number of Welfare Recipients Drops

TOPEKA, Kan. (AP) – Advocates for impoverished Kansas residents say tougher welfare rules are making it hard for the state’s needy to pull themselves out of poverty.

Members of Governor Sam Brownback’s administration say the stricter policies are forcing people to find jobs instead of relying on handouts.

The most drastic statistics involve Temporary Aid to Needy Families, also known as welfare, which has seen a 38 percent drop in the number of poor people who receive the aid.

Among those are about 9,000 children who no longer benefit from the TANF payments that averaged about $280 a month and went to families with annual incomes of no more than 28 percent of the federal poverty level, or about $6,500 a year for a family of four.

Huelskamp Assigned to Committees

TOPEKA,Kan.(AP) – Congressman Tim Huelskamp has a new committee assignment in the U.S. House after the chamber’s Republican leadership took him off two others in December.

The Kansas Republican was among four House members who were removed from prominent committees for not voting with the GOP leadership on key issues. Huelskamp was taken off the budget and agriculture committees.

He’ll continue to serve on the House Committee on Veterans’ Affairs, and has a new assignment on the Small Business Committee. Huelskamp said the new assignment will give ruralKansasa voice on a variety of issues.

Huelskamp, who represents the 1st Congressional District, was one of 12 Republicans who voted last week against the re-election of John Boehner as speaker.

Brownback to Focus on Reading Goal

Governor Sam Brownback says he has seen progress in three of the five goals he set for transforming Kansas, and the lack of significant movement in the ability of young students to read at grade level is his next challenge.

The Republican governor is preparing to lay out an agenda for the 2013 legislative session that includes more putting focus and perhaps resources on fourth-grade reading.

The Kansas Department of Education says 64 percent of Kansas fourth-grade students score below the proficient level on the National Assessment of Education Progress tests in 2011, the most recent figures available.

By comparison, 16.6 percent of students tested scored below the standard on the Kansas assessments, which are different from the NAEP exams in scope and content.

Late Rally Lifts Tigers to Overtime Win at Emporia State

Ben Congiusta hit a 3-pointer with 0:03 to force overtime as the Fort Hays State Tigers rallied from a 10-point deficit with 3:30 to play and defeat Emporia State 79-76 in overtime Saturday afternoon at White Auditorium in Emporia. The victory improves the Tigers to 9-3 and 3-1 in the MIAA while the Hornets fall to 5-6 and 0-3 in the conference.

The Tigers trailed by 11 in the first half before pulling within three at the half. They grabbed a couple of one-point leads early in the second half, but the Hornets answered with an 8-0 to to up seven and eventually pushed the lead back to double-figure before the Tigers comeback.

Dwayne Brunson led FHSU with 18 points and 11 rebounds. Congiusta and Lance Russell both added 16 and Craig Nicholson scored 15 while dishing out nine assists.
