Good News for Kansas Gun Owners

Hand gunTOPEKA, Kan. (AP) – A Kansas House committee has passed a bill that says the federal government has no power to regulate firearms, ammunition or gun accessories manufactured and sold in Kansas.

The House Federal and State Affairs Committee on Wednesday removed a provision that would have made it illegal for any doctor other than a psychiatrist to ask patients about gun ownership. The committee passed the measure on a voice vote.

The Kansas Attorney General’s Office has raised concerns about aspects of the measure that could run up against the U.S. Constitution’s Supremacy Clause, which says federal law takes precedence over state law when the two conflict.

The state attorney general’s office also estimates it could incur about $625,000 in legal fees to defend the law.

 

KHI Poll: Most Kansans Support Medicaid Expansion

KHI LogoA majority of Kansans support expanding Medicaid to help low-income people gain health coverage, according to a poll done in December for the Kansas Hospital Association and released this week.

According to the survey results, 60 percent of the state’s residents would support expanding Medicaid to include persons earning up to 138 percent of the federal poverty level – $15,420. Expansion was opposed by 24 percent of those surveyed and 16 percent said they weren’t sure.

Kansas currently has one of the most restrictive Medicaid programs in the nation. Generally, it covers pregnant women, children, the elderly and the disabled who are poor. Adults without children are not eligible regardless how little they make.

The survey, which sampled views of 610 Kansans, was conducted for the hospital association by the ETC Institute of Olathe. It has a margin of error of plus or minus 4 percentage points.

As originally passed, the federal Affordable Care Act would have required all states to expand their Medicaid programs. However, the U.S. Supreme Court ruling that upheld the law made the expansion optional for states.

Several Republican governors who opposed the federal health reform have nevertheless announced recently that their states will implement the Medicaid expansion.

Gov. Sam Brownback of Kansas, who also opposed the law, has not made a decision about opening up the program, but has questioned whether the federal government can be trusted to keep its funding promises. The law requires the federal government to shoulder expansion costs for three years. After that, the federal share would gradually drop to 90 percent, where it would remain.

The Brownback administration has estimated that the state’s share of those expansion costs would total approximately $600 million from 2014 to 2023. However, the same estimate predicts that state Medicaid costs would go up by approximately $513 million over the same period even if it doesn’t expand eligibility. That would happen, the report says, because more Kansans who already are eligible for Medicaid but not enrolled would become aware of the program and sign up.

 

Two Indians Sign on Wednesday

The Hays High Indians had two student-athletes sign their national letter of intent on Wednesday in the school cafeteria.

Hunter Gonzales signed with the Garden City Broncbusters to play football.  Gonzales started the first half of the season on the offensive line before an ankle injury slowed him.  Gonzales narrowed his choices to Bethel, Garden City, and Dodge City before making his final decision.

Adam DeterdingAdam Deterding inked his letter with the Kansas State Wildcats Track and Field program.  The Wildcats project Deterding as a decathlete.  Deterding is the two time defending champion in each the high jump and 110 high hurdles entering his senior season, and has been a part of three consecutive state team titles.  Deterding considered offers from Oklahoma, K-State, Pittsburg State, Hutchinson Community College and Wichita State.

KHAZ Country Music News: Garth Brooks and Kid Rock Added to George Jones’ Final Concert November 22 in Nashville

khaz george jones 20120427Garth Brooks and Kid Rock have joined the lineup for George Jones‘ final concert, coming up November 22 at Nashville’s Bridgestone Arena. Garth joins an already impressive list of stars on the bill including Dierks Bentley, Josh Turner, Kenny Rogers, Randy Travis, Lorrie Morgan, Charlie Daniels, Montgomery Gentry, Jamey Johnson and Gene Watson.

“Being joined by so many incredible singers while doing what I love will be truly heartwarming,” George says. “It’s shaping up to be more than I expected or could have ever imagined.”

Shelby Lynne, Sam Moore and the Oak Ridge Boys have also joined the bill for George Jones’ final concert.

Bracing for Federal Cuts

state-flag-kansas4-342x204Kansas officials waiting to see how automatic cuts in federal spending will affect on the state are trying to assure residents that state government services remain fully funded.

Gov. Sam Brownback says that agencies are trying to assess how much money may be at stake in cuts that are authorized to occur Friday. The cuts would not go into effect until March 27, when the current continuing resolution on federal spending expires.

The biggest impact would be felt at the state’s military installations, where civilian employees have been told of the potential for furloughs over 22 weeks starting in April. Estimates are the loss of wages could be close to $40 million statewide for active duty, Kansas National Guard and reserve forces.

Hays Police: Lots of Traffic Accidents

Police - Hays 001The Hays Police Department responded to six motor vehicle accidents on Tuesday, according to the Hays Police Activity Log.

The first accident was reported as a personal injury accident in the 400 block of East 6th Street at 6:37 Tuesday morning. The second accident was reported in the 200 block of East 17th Street at 7:59 a.m. Tuesday. Officers responded to a third motor vehicle accident reported in the 100 block of West 4th Street at 8:08 a.m.

Officers investigated a report of a motor vehicle accident with private property in the 1700 block of Vine Street Tuesday afternoon at 1:30. A motor vehicle accident, with an animal, was reported in the 400 block of West 20th Street Tuesday afternoon at 4:09.

The final motor vehicle accident, involving private property was reported in the 100 block of West 7th Street at 8:50 Tuesday evening.

The new celebrity cast also features two Olympic gold medalists, two comedians, and a Super Bowl champion.  Absent from the pro lineup this season: audience favorite Maks Chmerkovskiy, apparently confirming earlier reports from Maks himself that he wouldn’t be back this season.

Adult Stem Cell Center OK

A Kansas Senate committee has endorsed an effort to build a center devoted to adult stem cells at The University of Kansas Medical Center.

The Senate Public Health and Welfare Committee on Tuesday approved a bill that would create the Midwest Stem Cell Therapy Center in Kansas City, Kan. Supporters say the center could make the medical center a regional hub for adult stem cell research, treatment and education.

The Topeka Capital-Journal reports if it is eventually approved, the center would be banned from using embryonic stem cells or cells taken from aborted fetal tissue.

However, the bill sent to the full Senate didn’t authorize funding for the proposed center. And a medical center official say the institution doesn’t have the funds to support the proposed center.Stem_cell_harvest_591

KHAZ Country Music News: Luke Bryan Preparing to Take on the ACM Awards Co-Hosting Gig with Blake Shelton

khaz luke bryan 20130227Luke Bryan and Blake Shelton got together in Nashville Monday to shoot promos and photos for their co-hosting gig on the ACM Awards coming up April 7. Though the show is more than a month away, the guys have begun planning what they’ll do and say on the broadcast.

“We’re gonna start spending some time on the phone and talking stuff out,” Luke says. “At the end of the day, I mean, whatever the writers write, Blake and I will have to say it, but we’ll certainly have a lot of input to do funny things.”

Blake’s former co-host was country superstar Reba, and Luke knows he’s got some big shoes to fill. That’s why he’s taking the time to get ready for the job.

He says, “I’m not going to let myself go out there and be unsure of anything. Just go out there and make the most of it and be comfortable, and I’m excited for the opportunity.”

Luke and Blake are also nominated for ACM Entertainer of the Year this year along with Taylor Swift, Miranda Lambert and Jason Aldean. The ACM Awards broadcast live on CBS Sunday, April 7 at 8 p.m. Eastern.

Insurance Commissioner’s Tips on Winter Storm Damage

snowWith winter storms bringing as much as two feet of snow to some parts of Kansas over the past week, the Kansas Insurance Department says there will likely be some damage claims filed.

Insurance Commissioner Sandy Praeger says consumers who have damage should contact their insurance agent as soon as possible. She also suggests taking pictures of the damage.

Anyone with questions or problems with a claim can contact the Kansas Insurance Department Consumer Assistance Hotline.

Police Target Nighttime Seatbelt Use

police-lights3Traffic studies have found that seatbelt usage drops at night. For that reason, some law enforcement agencies are specifically enforcing seatbelt laws at night.

Hays Police Sergeant Mitch Berens says there are different methods for seatbelt enforcement at night including regular patrols and safety check lanes. He says the best method is having a spotter in a well-lit area who can relay violations to a patrol unit.

The department uses KDOT grants for the special enforcement programs.

Legislature Debates Security in Public Buildings

No-GunsTOPEKA, Kan. (AP) – A proposal to require public buildings to either allow concealed weapons or provide adequate security measures is drawing the ire of leaders of local governments, health centers and local community corrections officers.

Currently, state, county and city governments can post signs banning concealed carry of guns in their buildings. A bill before the Kansas House would allow weapons in buildings that don’t have security measures such as metal detectors or security personnel.

The bill also would override local ordinances that outlaw open carry of firearms.

A state official said Monday that only a few of the state’s courthouses and non court-related buildings currently had the required security measures.

Associations for community mental health centers and community corrections offices sought exemptions from the proposal.
