
Victoria, Kansas – Jerome Windholz, age 89, died Wednesday, January 30, 2013, at Hays Medical Center, Hays, Kansas.
He was born February 7, 1923, in Emmeram, Kansas, to Martin J. and Anna (Wasinger) Windholz. He married Irene (Geist) on April 30, 1945, in Hays, Kansas. She died June 11, 2002.
He was a farmer North of Emmeram, on the family farm and moved to Victoria, in 1976. He enjoyed his gardening, playing pinochle, his family and grandchildren. He was a member of St. Fidelis Catholic Church, Victoria, Kansas.
Survivors include one son, Alfred Windholz and wife, Judy, Victoria, KS; one son-in-law, Larry Karlin, Phillipsburg, KS; one daughter-in-law, Mary Catherine Windholz, Victoria, KS; one brother, Walter Windholz, Longmont, Co; 11 grandchildren, Janine Kisner (Jeff), Chris Windholz, Jared Windholz (Andrea), Dan Windholz, Deanna Bombardier (Ray), Denine Larson (Eric), Darren Windholz, Dale Windholz (Danielle), Aaron Karlin (Dedra), Eric Karlin (Cindy), Brandon Karlin; 18 great grandchildren.
He was preceded in death by his parents; wife; one son, Marvin F. Windholz; one daughter, Mary Ann Karlin; three infant sons, Joseph, Cletus and John; two infant daughters, Mary and Ann; one grandson, Jason Karlin; four brothers, Frank, Fidelis, Bonaventure and Severin Windholz; one sister, Barbara Pisterzi.
Services are 10:00 A.M. Saturday, February 2, 2013, at St. Fidelis Catholic Church, Victoria, Kansas. Burial in Sacred Heart Cemetery, Emmeram, Kansas.
A vigil service is at 6:30 P.M. Friday, at Cline’s Mortuary, 412 Main Street, Victoria, Kansas 67671.
Visitation is from 5:00 to 9:00 P.M. Friday, and 8:30 to 9:45 A.M. Saturday, all at Cline’s Mortuary, Victoria, Kansas.

Dolores “Toots” Schlyer
Hays, Kansas – Dolores “Toots” Schlyer, age 84, died Tuesday, January 29, 2013, at her home in Hays, Kansas.
She was born February 21, 1928, in Hays, Kansas, to Richard J. and Molly Mary (Eichman) Dreiling. She married Robert “Bob” Schlyer on September 3, 1947, in Hays, Kansas.
She was a homemaker, and worked as a District Secretary for the Ellis County Conservation District for 29 years and retired in 1988. She was a member of Immaculate Heart of Mary Catholic Church and Christian Mothers both of Hays, Kansas. She enjoyed sewing, crocheting, volunteering at Hays Medical Center Auxiliary and the Community Assistance Center. She loved her family and grandchildren.
Survivors include her husband, Bob Schlyer, of the home; two sons, Butch Schlyer and wife, Mary, Hays, KS; Skip Schlyer and wife Nancy, Hays, KS; three brothers, Donald Dreiling and wife, Dolores, Overland park, KS; Dean Dreiling and wife, Mickey, Corpus Christi, TX ; Gene Dreiling and wife, Flo, Tulsa, OK; one sister, JoAnn Jayjack, Fl; one sister-in-law, Donna Jean Dreiling, Hays, KS; seven grandchildren, Robin Krenzel (Troy), Amanda Ricketts (Mark), Bret Schlyer (Stacy), Jaime Cox (Brent), Kirby Schlyer, Heather Hamilton (Noah), Nick Schlyer; and five great grandchildren.
She was preceded in death by her parents; one daughter, Pamela Suzanne Diehl; three brothers,
Norbert Dreiling, James Dreiling, Thomas Dreiling; and one sister, Mary Catherine Bieker.
Services are 1:00 P.M. Friday, February 1, 2013, at Immaculate Heart of Mary Catholic Church, 18th and Vine, Hays, Kansas. Burial in St. Joseph Cemetery, Hays, Kansas.

Kansas Concealed-Carry Apps Set Record in January
Kansans set a one-month record in January for the number of new concealed-carry handgun permit applications, the Attorney General’s office announced Friday.
A reported 3,167 concealed-carry applications were received this past month at the Attorney General’s Concealed Carry Handgun Unit, which must approve permits.
That number is nearly double the previous state single-month record of 1,651 applications in March 2012.
The Kansas Concealed Carry Program was established in 2006, with the first permits issued in 2007. Currently, 52,317 Kansans have active permits to carry concealed handguns in Kansas, according to a press release.
Ellis USD 388 to Vote on $10 Million Bond Issue
“It’s a good problem to have,” says USD 388 Superintendent Bob Young. Ellis is one of the few northwest Kansas communities that is growing, and it’s putting a strain on the school system.
“Enrollment at the grade school is up 15% to 20% the past three years,” he says, “and the ‘new’ high school building is 35 years old.”
A community committee of 30 Ellis residents began looking at the school district’s needs about a year ago. In December school board members approved putting a $10 million bond issue to the voters.
A special election will be held June 4.
If voters approve the $10 million bond, the money will pay off HVAC improvements made four years ago, and also be used for renovations and new construction. At the top of the list are the sports facilities on the west side of town and a proposed addition to the Ellis High School. Junior high students would then be moved to the high school, opening up more room at the grade school for the expanding student enrollment.

K-State at 150 Years
MANHATTAN — Kansas State is preparing to begin celebrating 150 years as the nation’s first operational land-grant university under the Morrill Act.
A sesquicentennial kickoff event will begin at 1 p.m. Feb. 14 at Ahearn Field House. It will include music from university groups and displays about the university’s history.
The Call Hall dairy bar is mixing up a special ice cream treat named “Wildcat Birthday 150.” The cake batter-based ice cream includes chunks of birthday cake, topped with royal purple sprinkles.
Also on Feb. 14, an opening is planned from 5 p.m. to 7 p.m. at the Marianna Kistler Beach Museum of Art for an exhibition that will feature university artifacts. Called the “Museum of Wonder,” the display will run until Oct. 13.
Kansas State was founded on Feb. 16, 1863.
KHAZ Country Music News: Randy Travis Headed to Rehab, Receives Two Years Probation in Naked DWI Case
Randy Travis has been sentenced to 180 days in jail in connection with his naked DWI arrest last August in Texas, but he probably won’t serve any time behind bars. Instead, Travis struck a deal for two years probation, 30 days in a rehab facility and 100 hours of community service.
Should Travis violate his probation, authorities could haul him in to serve the full 180 days behind bars. Travis has also been ordered to install an ignition interlock device on any car he drives for the next two years.
The sentence is stiffer than most given to first-time DWI defendants, but Grayson County District Attorney Joe Brown says it was warranted since Travis was also charged with threatening the arresting officers in the incident. Brown adds, “We are all hopeful that Mr. Travis is on the road to recovery.”

FHSU Leader Newspaper Ceases Publication After 105 Years
The student newspaper at Fort Hays State — The University Leader — published its last issue Thursday.
President Hammond says he isn’t surprised, pointing to several national daily newspapers that have shut down entirely, both print and online.
Hammond declined a request for the university to fund The Leader through the remainder of the school year.
Instead, a task force will design a multi-media model to meet the news and information needs of the campus community. Fort Hays State also has student radio and television stations, KFHS.
Hammond says the new model will include academic links. He expects it to be implemented this fall 2013 semester.
For now, the Leader staff will continue to in an online-only format.
The “Western Normal Leader” was first published in 1908.
A Student Government Association decision in 2003 ended funding for the Reveille, the FHSU yearbook.
FHSU Department Now an Institute
Fort Hays State University’s Department of Technology Studies is now the Institute of Applied Technology.
President Edward Hammond, during a news conference Friday, said the institute concept will include collaborations with two-year institutions, partnerships with corporations and the military and an expansion of the programs offered. This will provide a distinctive identity for technology education.
Interim Chair Kim Stewart says the Institute’s partnerships with two-year schools will make the transition to FHSU for further education easier.
The Institute will continue to be a part of the College of Education and Technology.
Thursday’s Police Activity Log

The Hays Police Department conducted 21 traffic stops and received 9 animal calls on Thursday, according to the Police Activity Log.
Theft: The Hays Police Department investigated two theft reports on Thursday. The first theft report was in connection with a report of a phone or mail scam, in the 500 block of West 27th Street at 4:42 p.m. The second theft was reported Thursday afternoon in the 1300 block of East 33rd Street. The theft occurred between 10:30 a.m. Monday and Thursday at 12:50 p.m.
Fight: Officers responded to two disturbance reports in connection with fights on Thursday. The first fight was reported in the 1100 block of Vine Street at 1:49 a.m. Thursday. The second fight was reported in the 100 block of West 7th Street at 11:05 Thursday evening.
Civil Dispute: The Hays PD investigated a civil dispute at 8:30 Thursday morning in the 400 block of West 12th Street. Officers also investigated a driving while having a suspended or revoked license in connection with the civil dispute report.
Driving Under the Influence: Hays Police Officers conducted a traffic stop in the 1100 block of Vine Street Thursday and 2:43 a.m. Officers began an investigation into a case of driving under the influence upon conducting the traffic stop.
Motor Vehicle Accident: The Hays Police Department investigated two motor vehicle accidents reported on Thursday. The first accident was reported as a hit and run in the 3700 block of Vine Street at 6:46 a.m. Officers then investigated the report as a false report. The second accident involved private property, in the 4300 block of Vine Street at 2:00 Thursday afternoon.
KHAZ Country Music News: Keith Urban, Faith Hill and Tim McGraw to Present at the Grammy Awards
Keith Urban, Faith Hill and Tim McGraw have been added as presenters at the 55th annual Grammy Awards Sunday, February 10 on CBS. The show will be broadcast live from the Staples Center in L.A., and Taylor Swift and Carrie Underwood are already slated to perform. In addition, tour mates Dierks Bentley and Miranda Lambert are teaming up for a performance on the show.
In other Grammy news, a new hour-long special, The Grammys Will Go On: A Death in the Family, will air on CBS Saturday, February 9 at 10 p.m. ET. The program gives a behind-the-scenes look at how Grammy producers and performers handled the unexpected death of Whitney Houston the night before last year’s broadcast. Taylor Swift joins Bonnie Raitt, Bruce Springsteen and Katy Perry on the show to give their personal accounts of the situation.

Midwest Energy Establishes Charitable Fund
Midwest Energy’s Community Fund has established a charitable fund through the Heartland Community Foundation.
Matching a $5,000 “Sharing Success” grant from CoBank, the company set up a $10,000 fund to assist non-profit organizations.
The Community Fund already donates $50,000 twice a year, and through this new fund, ten additional $1,000 grants will be awarded. Non-profit organizations in Midwest Energy’s service area can apply for grants using the existing Community Fund form available on the Midwest Energy website. The application deadline for spring distribution is March 1.
